NOTICE OF A REGULAR MEETING OF THE GOVERNING BODY
OF THE CITY OF MIDLOTHIAN, TEXAS
TUESDAY, JULY 14, 2026
Pursuant to the provisions of Chapter 551 VTCA Government Code, notice is hereby given of
a Regular Meeting of the Midlothian City Council, to be held in the City Council Chambers at
Midlothian City Hall, 215 North 8th Street, Midlothian, Texas. The regular meeting may be
viewed online at www.midlothian.tx.us/watchlive.

Call to Order, Pledges, and Invocation
2026-211 Announcements/Presentations
A. City Council report on items of community interest.
2026-212 Citizens to be heard - The City Council invites citizens to address the Council on
any topic not already scheduled for a Public Hearing. Citizens wishing to speak
should complete a “Citizen Participation Form” and present it to the City Secretary
prior to the item being opened for discussion. Speakers are limited to 3 minutes.
In accordance with the Texas Open Meetings Act, the City Council cannot act on
items not listed on the agenda. However, your concerns may be addressed by
City Staff, placed on a future agenda, or responded to by some other course.
Citizens not attending in person may submit comments on our website at
www.midlothian.tx.us/Participate.
CONSENT AGENDA
All matters listed under Consent Agenda are considered to be routine by the City
Council and will be enacted by one motion without separate discussion. If

discussion is desired, that item will be removed from the Consent Agenda and
will be considered separately.
A. Consider and act upon minutes from the City Council meetings of June 19 and
23, 2026.
B Consider and act upon minutes from the Citizens Planning Group meeting of June
15, 2026.
C. Consider and act upon authorizing the Midlothian Public Library to accept funds
from the Texas Book Festival and Texas Library Association for the Texas Library
Grant.
D. Consider and act upon a request to purchase the upfit of (9) 2026 Dodge
Durangos from Dana Safety Supply in an amount not to exceed $277,042.52 to
equip vehicles for police service.
E. Consider and act upon an Interlocal Cooperative Purchasing Agreement with
Hardin County Emergency Services District No.2 and authorize the City Manager
to execute said agreement.
PUBLIC HEARINGS
2026-214 Conduct a public hearing and consider and act upon an ordinance granting a
Specific Use Permit (SUP) for a Secondary Dwelling Unit in an Agricultural (A)
District, relating to the use and development of Lot 38, Blue Grass Estates,
located at 3210 Bluegrass Drive. (SUP07-2026-033)
2026-215 Conduct a public hearing and consider and act upon an ordinance to rezone Lot
6, Block 31, Original Town of Midlothian and a 0.16+ acre portion of the R. Horton
Survey, Abstract No. 508, from Residential Three (R-3) District to Urban Village
Planned Development District No. 191 (UVPD-191). The property is located at
316 South 5th Street. (Case No. Z12-2026-034)
2026-216 Conduct a public hearing and consider and act upon an ordinance amending the
development and use regulations of Planned Development District No. 68 (PD-
68) for a detailed site development plan, elevations, and a landscape plan for Lot
3-B3, Block 1, Hawkins Meadows Commercial. The property is located at 250
Hawkins Run Road. (Case No. SP04-2026-036)
2026-217 Conduct a public hearing and consider and act upon an ordinance amending and
restating the development and use regulations of Planned Development District
No. 179 (PD-179), as set forth in Ordinance No. 2025-10 and amended by
Ordinance 2026-21, being a 33.399+ acre portion of the J.T. Rawls Survey,
Abstract No. 993. The property is generally located at the southwest corner of
West Main Street, US Highway 67, US Highway 287/US Highway 67 Loop, and
West US Highway 287. (Z11-2026-032).
REGULAR AGENDA
2026-218 Consider and act upon renaming Heritage Park located at 234 N. 8th Street to
Heritage Plaza in accordance with (Resolution No. 2007-003) the City of
Midlothian’s Policy for Naming Parks and Recreational Facilities; Plaques and
Markers.
2026-219 Consider and act upon the Midlothian Historical Museum Foundational
Documents.
2026-220 Consider and act upon authorizing the City Manager to negotiate and execute a
First Amendment to Development Agreement with Midlothian South TRS, Inc.
and the City of Midlothian.
2026-221 Consider and act upon an ordinance amending the Code of Ordinances by
amending Chapter 13 titled “Utilities” by amending Article 13.06 titled “Solid
Waste” by amending and restating Sections 13.06.002 through 13.06.005 to
reflect changes related to the conversion to automated curbside pickup.
2026-222 Consider and act upon a recommendation from Midlothian Economic
Development to approve the program and expenditures outlined in the Economic
Development Performance Agreement with Weber MG Midlothian II, LLC, and
Spur 73, LLC for project related infrastructure improvements necessary to
promote new or expanded business enterprise.
2026-223 Consider and act upon a recommendation from Midlothian Economic
Development to approve the program and expenditures outlined in the Economic
Development Performance Agreement with 67287CCOT Investors, LLC, for
project related infrastructure improvements necessary to promote new or
expanded business enterprise.
2026-224 Consider and act upon nominations for appointments to the Planning and Zoning
Commission and Zoning Board of Adjustment.
2026-225 Consider and act upon authorizing the City Manager to negotiate and enter into
a Rebate Agreement with Milan Midlothian Hospitality, LLC dba Courtyard by
Marriott Midlothian for events at the Midlothian Conference Center.
EXECUTIVE SESSION
The City Council will convene into executive session pursuant to the following sections of the
Texas Government Code. Executive Session items are discussed in closed session but any
and all action is taken in regular open session.
1. Section 551.071(2) Legal: Consultation with city attorney on any agenda item listed
herein.
2. Section 551.072 Real Estate: Deliberation regarding real property–to deliberate the
purchase, exchange, lease or value of real property located within
the city limits of Midlothian, Texas.
