MIDWAY CITY COUNCIL STRATEGIC PLANNING MEETING Friday, 17 January 2020, 10:00 a.m. The Corner Restaurant, Lower Level Banquet Room 195 West Main Street, Midway, Utah Our vision for the City of Midway is to be a place where citizens, businesses and civic leaders are partners in building a city that is family-oriented, aesthetically pleasing, safe, walkable and visitor friendly. A community that proudly enhances its small-town Swiss character & natural environment, as well as remaining fiscally responsible. 1. Call to Order 2. Audit Report 3. Festival license review (specifically Swiss Days, but any other festivals as well) 4. Forward thinking (what issues do we anticipate coming up in the next few years and what can we do now to prepare) 5. GOED (Rural day on the Hill, Feb. 19th. Parking is horrible, so let’s see who’s going and if we can carpool) 6. Budget review (a look at the current budget and start discussion about the next budget) 7. Annexation review (what is being worked on now, and what should we look at in the future) a. Resort zone update (glamping) 8. Mayor and Council compensation (salaries have not changed in years. I’m suggesting we put something in place that creates an automatic increase every 3 years) 9. Contracts and policies (we’ve have been working on this for a while, but we need to address all contracts, most of which expired years ago!) 10. City Buildings (policies, fees, etc. are outdated and unfair. Georgia and I have been working on this and will present suggestions) 11. Duration of Development Agreements (Corbin will provide training on the 3 types and what we should or should not do in our motions) 12. Open Space (update on what’s been submitted for bond money) a. How to look at smaller parcels 13. Committee assignments (which council members will serve on which committees/boards) a. What’s been working, what hasn’t b. When to give committee reports c. What are the “ad hoc” committees d. Phone tree (new phone system) 14. City Council Dates a. How to get on an agenda b. Electronic packets only 15. Rural Preservation (sliding scale from parcels less than 5 acres) 16. Houses a. Affordable housing (realistic in Midway?) b. ADU (how and where could they be?) c. House size (what are the current requirements, what should be looked at) 17. Working better with other land use authorities (especially as some decisions by one effect all) 18. Additional land use elements a. Code vs other b. Include sign requirements? 19. Work with UDOT to trade Michie Lane for Main Street (pro’s and con’s) 20. Midway “arts center” Page 1 of 2  21.
