2. Consent Agenda
Be it hereby moved that the following consent agenda items stand approved:
a. Agenda for the 17 September 2024 City Council Regular Meeting
b. Warrants
c. Minutes of the 3 September 2024 City Council Work Meeting
d. Minutes of the 3 September 2024 City Council Regular Meeting
e. Minutes of the 3 September 2024 City Council Closed Meeting
f. Conclude the warranty period and release the remainder of the bond for the
Vincent Fields Subdivision located at 1315 South Stringtown Road subject to the
payment of all fees due to Midway City.
g. First one-year extension of the final approval for the White Acres PUD located at
500 North Whitaker Farm Way (Zoning is RA-1-43).
3. Public Comment (At the discretion of the Mayor)
All public comment shall: 1) only be made by those physically present at the City
Council meeting and only after the person states his or her name and address for the
record; 2) may last no longer than 1 minute unless otherwise allowed by the Mayor;
3) must be germane to the authority of the City Council and be directly related to city
programs, projects, services or events; and 4) may not address an item already on
the agenda.
4. Department Reports (Approximately 30 minutes)
a. Animal Services, Parks and Recreation, Parks, Trails, and Trees Advisory
Committee, Roads / Sidewalks / Parking, Trails
b. Historic Preservation Committee, Midway Irrigation Company Board, Midway
Water Advisory Board, Planning Commission, and Water
c. Buildings, Cemetery, Heber Valley Tourism and Economic Development Board,
Midway Business Alliance, and Utah League of Cities and Towns

5. Proclamation 2024-01 / Domestic Violence Awareness Month (Kendra Wyckoff –
Approximately 15 minutes) – Receive a presentation and deny, continue, or adopt
proposed Proclamation 2024-01 designating October as Domestic Violence
Awareness Month in Midway City.
6. Issuance of General Obligation Bonds / Public Hearing (Approximately 45
minutes) – Public hearing to receive input from the public with respect to (a) the
issuance of approximately $5,000,000 of General Obligation Bonds and (b) the
potential economic impact that the improvements, facilities, or properties to be
financed in whole or in part with the proceeds of said bonds will have on the private
sector. Public Hearing (Public comment must be related to this item on the agenda.)
7. Resolution 2024-13 / Additional Law Enforcement (City Attorney – Approximately
20 minutes) – Discuss and possibly deny, continue, or approve Resolution 2024-13
adopting a memorandum of understanding between Midway City and the Heber City
Police Department for additional law enforcement.
8. Resolution 2024-26 / TAP Funds Amendments (Mayor Johnson – Approximately
30 minutes) – Discuss and possibly deny, continue, or adopt proposed Resolution
2024-26 amending the process to request TAP funds.
9. Closed Meeting (As needed)
A closed meeting for any purpose as allowed in UCA 52-4-25.
