1. Call to Order
2. Housekeeping (9:30 – 10:00)
a. Mayor Pro Tempore – Discuss electing a mayor pro tempore.
b. Committees and Assignments – Discuss committees and council assignments.
c. Organizational Structure – Discuss the City’s organizational structure.
d. 2025 Calendar – Discuss the calendar for 2025 including the dates for regular
council meetings, budget meetings, summer party, etc.
e. Council Meeting Prayers / Inspirational Thoughts – Discuss prayers and
inspirational thoughts at council meetings.
3. Budget (10:00 – 11:30)
a. Housing Stipend (Gage Anderson – Public Works Technician) – Discuss a
housing stipend for employees who live outside of the Wasatch County School
District.
b. FY 2025 Budget Amendment (Nancy Simons) – Review an amendment to the
FY 2025 Budget.
c. Transient Room Tax (Nancy Simons) – Review the Transient Room Tax.
d. Resort Communities Tax (Brad Wilson) – Review the Resort Communities Tax.
e. Fee Schedule – Review the City’s fee schedule.
f. FY 2026 Budget – Reminder for council members to meet with their assigned
department supervisors to prepare for the FY 2026 Budget.
4. Ice Rink (11:30 – 12:00)
a. Awarded Grant – Discuss how to use a $600,000 grant awarded to the City.
b. Additional Grant – Discuss a potential $1 million grant to cover the City’s ice
rink.

5. Lunch (12:00)
6. TAP Tax (12:15 – 1:00)
a. Forms, Process, Etc. (Camille Palmer) – Discuss forms, application process,
etc. for TAP Tax grants.
b. City’s Use of Funds – Discuss how the City wants to use TAP Tax funds.
7. Soldier Hollow Committee / 2034 Olympics (1:00 – 1:15) – Review by Mayor
Johnson.
8. Law Enforcement (1:15 – 2:00)
a. Feedback – Receive feedback on law enforcement provided to the City.
b. Reports – Receive feedback on law enforcement reports provided to the
Council.
c. Use of Officer – Discuss the use of the law enforcement officer provided by
Heber City.
9. Safety Day for Motorized Bicycles (2:00 – 2:15) – Discuss a safety day for
motorized bicycles and similar vehicles possibly in conjunction with Founders’ Day.
10. Sign Ordinance (2:15 – 2:30) – Discuss the recently adopted sign ordinance and if it
needs to be amended.
11. Open Space Update (2:30 – 3:30) – Receive an update on open space
preservation.
