Consent Agenda Be it hereby moved that the following consent agenda items stand approved: a. Agenda for the 15 April 2025 City Council Meeting b. Warrants c. Minutes of the 18 March 2025 City Council Work Meeting d. Minutes of the 18 March 2025 City Council Regular Meeting e. Minutes of the 24 March 2025 City Council Meeting f. Appoint Craig Knight as a full member of the Midway City Planning Commission 3. Public Comment (At the discretion of the Mayor) All public comment shall: 1) only be made by those physically present at the City Council meeting and only after the person states his or her name and address for the record; 2) may last no longer than 1 minute unless otherwise allowed by the Mayor; 3) must be germane to the authority of the City Council and be directly related to city programs, projects, services or events; and 4) may not address an item already on the agenda. 4. Department Reports (Approximately 30 minutes) a. Law Enforcement b. Animal Services, Parks and Recreation, Parks, Trails, and Trees Advisory Committee, Roads / Sidewalks / Parking, Trails c. Historic Preservation Committee, Midway Irrigation Company Board, Midway Water Advisory Board, Planning Commission, and Water d. Buildings, Cemetery, Heber Valley Tourism and Economic Development Board, Midway Business Alliance, and Utah League of Cities and Towns e. Legislative f. Land Use Page 1 of 2 5. Donations (Mayor Johnson – Approximately 20 minutes) – Discuss and possibly deny, continue, or approve donations to various charitable organizations. 6. Ordinance 2025-06 / Church Steeples and Parking (City Planner – Approximately 30 minutes) – Discuss and possibly deny, continue, or adopt Ordinance 2025-06 amending Section 16.13.100 (Maximum Height Provisions for All Buildings) and Section 16.13.390 (Off-Street Parking and Loading) of the Midway City Municipal Code regarding steeples and parking for churches. Recommended for approval by the Midway City Planning Commission. 7. Michel Subdivision / Approval of Driveways (Berg Engineering – Approximately 15 minutes) – Discuss and possibly deny, continue, or approve the driveways for the Michel Subdivision located at 1050 North River Road. 8. Ordinance 2025-10 / Realistic Flame Bulbs (City Planner – Approximately 10 minutes) – Discuss and possibly deny, continue, or adopt Ordinance 2025-10 amending Section 5.02.080 (Outdoor Lighting and Glare) of the Midway City Municipal Code prohibiting realistic flame bulbs. 9. Lundin Property / Extension (City Attorney – Approximately 30 minutes) – Discuss and possibly deny, continue, or extend a motion approving the use of Midway open space bond funds for the Lundin property located at approximately 900 West Bigler Lane. 10. Closed Meeting (As needed) A closed meeting for any purpose as allowed in UCA 52-4-25. 11.
