Regular Meeting • Liaison Report – staff reports to the Planning Commission regarding land use related items in Midway and the surrounding area. Call to Order • Welcome and Introductions; Opening Remarks or Invocation; Pledge of Allegiance. Regular Business 1. Review and possibly approve the Planning Commission Meeting Minutes of September 9, 2025 2. Mark and Wendi Richard and Dallin Twilliger are requesting a Land Use Map Amendment (zone change) of the Midway City Land Use Map. They are requesting that their parcel located at 71 South 200 West be added into the Transient Rental Overlay District (TROD). The parcel is 0.32 acres and is zoned R-1-7. a. Discussion of the proposed land use map amendment b. Public hearing c. Possible recommendation to the City Council 3. Berg Engineering, agent for The Homestead Group LLC, is proposing a Code Text Amendment of the Midway Land Use Code 16.15.040.G.11.c (3). The proposal is to reduce the required 30’ setback to a 10’ setback for structures in the Resort Zone next to dedicated golf course open space. a. Discussion of the proposed code text amendment b. Public hearing c. Possible recommendation to the City Council 4. Jack Sullivan, agent for Wasatch Springs Management Holdings LLC, jointly owned by Randy Krantz and Dennis Webb, is applying for a Conditional Use Permit (CUP) and Local Consent for an alcohol dispensing establishment. The CUP is required because of an ownership change but the alcohol licensing for the Zermatt Resort will stay the same. The Zermatt Resort currently has bar, restaurant, and banquet licenses. Zermatt is located at 784 West Resort Drive and is in the Resort Zone. a. Discussion of the proposed conditional use permit b. Possible recommendation to the City Council 5. Amendment of Midway City Code Chapter 16 that will amend noticing requirements pertaining to newspapers. Sections 16.22.040: Wireless Telecommunications, 16.26.010: Public Notice, and Section 16.26.040 Notice Regarding Changes To Zoning Ordinance Requirements will be modified as part of the proposed changes. a.
