MIDWAY CITY COUNCIL REGULAR MEETING Tuesday, February 17, 2026, 6:00 p.m. Midway Community Center, Council Chambers 160 West Main Street, Midway, Utah Participation is available electronically. Consent Agenda Be it hereby moved that the following consent agenda items stand approved: a. Agenda for the February 17, 2026 City Council Regular Meeting b. Warrants c. Minutes of the February 3, 2026 City Council Regular Meeting d. Tim Dougherty as an alternate member of the Midway City Planning Commission e. Nancy O’Toole as a full member of the Parks, Trails, and Trees Advisory Committee f. Alyson Adams as an alternate member of the Parks, Trails and Trees Advisory Committee g. Tom Wardle as a full member of the Midway City Audit Committee h. Assignments for the Midway City Council i. Ordinance 2026-01 prescribing the time and place for the regular meetings of the Midway City Council 3. Public Comment (At the discretion of the Mayor) All public comment shall: 1) only be made by those physically present at the City Council meeting and only after the person states his or her name and address for the record; 2) may last no longer than 1 minute unless otherwise allowed by the Mayor; 3) must be germane to the authority of the City Council and be directly related to city programs, projects, services or events; and 4) may not address an item already on the agenda. 4. Department Reports (Approximately 30 minutes) a. Legislative (Katie Villani, Planner) b. Financial Report (Nancy Simons, Budget Director) Page 1 of 2 5. Financial Statements / Audit Report (Approximately 20 minutes) – Receive a presentation on the fiscal year 2025 financial statements (Ryan Child) and audit (Ben Probst). 6. Resolution 2026-06 / FY 2026 Budget Amendment (Nancy Simons, Budget Director – Approximately 30 minutes) – Discuss and possibly approve Resolution 2026-06 adopting an amendment to the Midway City Fiscal Year 2026 Budget. Public Hearing – Public comment must be related to this item on the agenda. 7. Ordinance 2026-06 / Wildland Urban Interface Modifications Code and Maps (Katie Villani, City Planner – Approximately 15 minutes) – Discuss and possibly adopt Ordinance 2026-06 amending the Midway City Municipal Code regarding wildland urban interface modifications and adopting associated maps. 8. The Reserve at Midway, Phase Two / Plat Map Amendment (Derek Kohler, Titan Land Surveying – Approximately 15 minutes) – Discuss and possibly approve a plat map amendment for The Reserve at Midway, Phase Two located at approximately 285 West Luzern Road. Public Hearing – Public comment must be related to this item on the agenda. 9. Rocky Mountain Carvers Roundup / TAP Grant (Mike Balzotti – Approximately 10 minutes) - Receive a report on Trails, Arts, and Parks (TAP) funds received by Rocky Mountain Carvers Roundup. 10. Closed Meeting (As needed) A closed meeting for any purpose as allowed in UCA 52-4-25. 11.
