2. Consent Agenda
Be it hereby moved that the following consent agenda items stand approved:
a. Agenda for the March 3, 2026 City Council Regular Meeting
b. Warrants
c. Minutes of the February 7, 2026 City Council Strategic Planning Meeting
d. Minutes of the February 7, 2026 City Council Closed Meeting
e. Minutes of the February 17, 2026 City Council Regular Meeting
f. Suellen Gregory Winegar as a full member of the Midway City Planning
Commission
3. Public Comment (At the discretion of the Mayor)
All public comment shall: 1) only be made by those physically present at the City
Council meeting and only after the person states his or her name and address for the
record; 2) may last no longer than 1 minute unless otherwise allowed by the Mayor;
3) must be germane to the authority of the City Council and be directly related to city
programs, projects, services or events; and 4) may not address an item already on
the agenda.
4. Department Reports (Approximately 30 minutes)
a. Law Enforcement (Heber City Police Department)
b. Legislative (Katie Villani, Planner)
c. Land Use (Michael Henke, Planning Director)
5. Church / Conditional Use Permit (Michael Henke, Planning Director –
Approximately 30 minutes) – Discuss and possibly approve a conditional use permit
for a church to be built by The Church of Jesus Christ of Latter-day Saints at 171
East Michie Lane (Zoning is R-1-15). Recommended with conditions by the Midway
City Planning Commission. Public Hearing – Public comment must be related to this
item on the agenda.

6. Ordinance 2026-08 / Churches in the RA-1-43 Zone (Katie Villani, Planner –
Approximately 30 minutes) – Discuss and possibly adopt Ordinance 2026-08
amending Section 16.12.020.G (RA-1-43 Residential Agricultural Zone) of the
Midway City Municipal Code regarding churches. Recommended by the Midway City
Planning Commission. Public Hearing – Public comment must be related to this
item on the agenda.
7. Storyboard / Sign (Michael Henke, Planning Director – Approximately 15 minutes) –
Discuss and possibly determine that a sign at Storyboard, located at 201 East Main
Street, is historical and may continue to be used.
8. Open and Public Meetings / Training (Brad Wilson, Recorder – Approximately 5
minutes) – Review training requirements for the Utah Open and Public Meetings Act.
9. Closed Meeting (As needed)
A closed meeting for any purpose as allowed in UCA 52-4-25.
10. Adjournment
