Village of Millbrook Board of Trustees Wednesday, 9/14/2022 Millbrook Firehouse, 20 Front Street, Millbrook NY,12545 1. Roll Call: Mayor Collopy, Deputy Mayor Contino, Trustee Herzog, Trustee Arbogast, Trustee Doro, Fire Chief Ted Bownas, Matt Rochfort (FD President),Public Works Supervisor (PWS) Collocola, Scott Osborn (VRI), Attorney Mackey, and Clerk Witt Absent: OIC Witt 2. Open meeting – 6:00 PM with Pledge of Allegiance. There was a moment of silence to remember the victims of 9/11. 3. Presentation by: Dutchess County Human Rights (attached) 4. Fire Department Sign: Attorney Mackey explained that the sign code exempts government entities. He also explained that since the sign would serve in the best interest of the public (for emergency uses) it would be considered exempt from the sign code. Some of the public comments included preserving the aesthetics of the Village. Other comments were in support of the sign. Mayor Collopy presented a list of conditions that were agreed upon between the FD and members of the Board (attached). Motion made by Mayor Collopy to approve the FD to purchase and install the sign with the conditions agreed upon, seconded by Deputy Mayor Contino. Motion carried with the roll call vote: Mayor Collopy Aye Deputy Mayor Contino Aye Trustee Herzog Aye Trustee Arbogast Nay Trustee Doro Aye 5. Administrative Business: Minutes Approval: Motion made by Trustee Herzog to approve the minutes of 7/27/22 and 8/10/2022, seconded by Trustee Doro and all were in favor. Voucher Approval: Motion made by Trustee Herzog to accept the fund totals for the Vouchers as presented, seconded by Deputy Mayor Contino and all were in favor (attached). Budget Adjustments: Motion made by Mayor Collopy to accept the Budget Adjustments as presented, seconded by Deputy Mayor Contino and all were in favor. 6. Department Reports: a. Fire & Rescue – Fire Chief Ted Bownas: Read from attached monthly report. MIG Update: Fire Chief Bownas is in talks with the Town of Washington about splitting the cost to demo and remove the practice house to prepare for the new training center being purchased through MIG- The FD was awarded $200K for the training center. Updates to follow. FD President Rochfort said the water heater will need to be replaced in the Firehouse. He will have the FD plumber assess the work and get some quotes for a new heater. b. Police –Mayor Collopy read from the month report (attached). Motion made by Mayor Collopy to hire Brooks Lyman as a road patrol officer, seconded by Deputy Mayor Contino- Trustee’s Arbogast and Herzog voted Aye and Trustee Doro abstained. Motion carried. c. Highway: PWS Collocola read from the attached monthly report. Reported the paving of North Avenue schedule has now been delayed- new dates to follow. Trustee Doro said the backboards at the tennis courts look great and noted there is a small section of back fence that would need to be replaced or possibly needing an alternative solution. Mayor Collopy, Trustee Doro, and PWS Collocola to take a look and come up with potential solutions. d. Water & Sewer – S. Osborne: read from the attached monthly reports. e. Treasurer & Building Dept – Clerk Witt: read from attached reports. 7. New Business Updates: Agenda items discussed: V&T Code tabled. Deer deaths in the Village- Mayor Collopy said the Highway Dept cannot remove deer from someone’s lawn but can remove a deceased deer if property owners could get it as close to the side of the road as possible. The residents should call the Highway Garage if they need this service. 8. Old Business: Agenda items discussed during Department Head reports. 9. Public Comments- No Comments were made. 10.
