Village of Millbrook Board of Trustees Wednesday, 05/10/2023 - 6 PM Millbrook Firehouse, 20 Front Street, Millbrook NY,12545 1. Roll Call: Mayor Collopy, Deputy Mayor Contino, Trustee Herzog, Trustee Doro, Trustee Murphy, Fire Department (FD) Chief Boscardin Matt Rochfort (FD President), Officer Witt (OIC), Scott Osborn (VRI), Attorney MacDonald, and Clerk Witt Absent: Bob Collocola Public Works Supervisor (PWS) 2. Open meeting – 6:00 PM with Pledge of Allegiance. 3. Appointment: Mayor Collopy appointed Trustee Doro as Deputy Mayor and thanked Trustee Contino for serving as Deputy Mayor. 4. Administrative Business: Minutes Approval: Motion made by Trustee Herzog to approve the minutes of February, March, and April, seconded by Deputy Mayor Doro. Voucher Approval: Motion made by Deputy Mayor Doro to accept the Voucher fund totals as presented, seconded by Trustee Murphy and all were in favor (attached). 5. Presentation- Gillian Mathews-DC Cornell: Presentation on Climate Smart Resiliency Planning. (attached) 6. Department Reports: a. Fire & Rescue – Read from attached report. Chief Boscardin reported FD Car #2 is out for service which will cost $2000. FD President Rochfort reported the FD will have a Block Party on July 6th-8th with a parade on July 8th. b. Police – OIC Witt: read from attached monthly report. Car 7K251 needs to be replaced- OIC Witt proposed a Tahoe and will bring options to the Board. Announced that Officer Poluzzi submitted a resignation letter and is retiring after 50 years of police work (20 plus years with the Village). Motion made by Mayor Collopy to accept Officer Poluzzi’s resignation, seconded by Deputy Mayor Doro and all were in favor. Resolution 2023-002 v.6 Local Law 2- Revising Chapter 220 Vehicle and Traffic: Mayor Collopy invited Perry Hartswick (MCSD Board of Education Chair) to speak on the issues raised by members of the public and Board concerning the bus and parent traffic on Elm Drive and Alden Place. Village Board and BOE Board to be in communications concerning resident issues concerning school parent and bus traffic. Motion by Mayor Collopy to open the Public Hearing on Local Law 2- V&T, seconded by Deputy Mayor Doro and all were in favor. D. Housten asked if the Public Hearing will remain open until the next meeting. Mayor Collopy said no. Motion by Mayor Collopy to close the Public Hearing on Local Law 2- V&T, seconded by Deputy Mayor Doro and all were in favor.  RESOLUTION No. 2023-002 v.6 Enacting Local Law No. 2 of 2023 Amending Chapter 220 of the Village Code Entitled “Vehicles and Traffic” to add two (2) new Sections Regarding Handicap Parking and two (2) new Sections to add Vehicle Weight Limit Restrictions and Update Certain other Sections At a meeting of the Village Board of Trustees of the Village of Millbrook (“Village Board”), held at the Village Fire House, 20 Front Street, Millbrook, New York on the 10th day of May, 2023, at 6:00 p.m., Village Mayor, Tim Collopy called the meeting to order, and Mayor Collopy _____________________________, seconded by Trustee Deputy Mayor Doro ___________________________________, moved the following resolution, to enact the following local law, to be known as Local Law No. 2 of 2023, entitled “A Local Law Amending Chapter 220 of the Village Code entitled ‘Vehicles and Traffic’ to add two (2) new Sections to Provide for Handicap Parking and two (2) new Sections to add Vehicle Weight Limit Restrictions in the Village and Update Certain other Sections of that Chapter” as follows: WHEREAS, the following Local Law was introduced as Proposed Local Law No. 3 of 2023, by Resolution adopted at a regular meeting of the Village Board held on April 12th, 2023; and WHEREAS, a properly noticed public hearing was held before the Village Board during the meeting on May 10th, 2023, on Proposed Local Law No. 3 of 2023; and WHEREAS, the Village Board determined the enactment of this Local Law will have no adverse environmental impacts and issued a Negative Declaration pursuant to the New York State Environmental Quality Review Act; and NOW THEREFORE, BE IT ENACTED by the Board of Trustees of the Village of Millbrook (“Village Board”) as follows: {00390645 1} 1 Section 1. Legislative intent: Chapter 220 of the Village of Millbrook Village Code contains the Village’s regulations with respect to Vehicle and Traffic. The Village Board has determined it is in the best interest of the Village to update and amend Chapter 220 to add two (2) new Sections for the regulation of handicap parking and two (2) new Sections to add Vehicle Weight Limit Restrictions in the Village and to amend certain other Sections of Chapter 220 to update the parking restrictions and speed limits in the Village. Section 2. Chapter 220 of the Village Code is hereby amended to add a new Section 220- 14.2 to include the following language. “§ 220-14.2. Handicap Parking. The parking spaces described in Schedule XXIV (§ 220-56) are designated for handicap parking only.” Section 3. Chapter 220 of the Village Code is hereby amended to add a new Section 220-14.3 to include the following language. “220-14.3 Vehicle Weight Limit Restrictions The roads listed in Schedule XXV (§ 220-57) have vehicle weight limit restrictions.” Section 4. Section 220-30 of Chapter 220 of the Village Code entitled “Obstruction of snow removal and street cleaning prohibited”, is hereby repealed in its entirety and replaced with the following language. “§220-30 Obstruction of snow removal and street cleaning prohibited. During the period extending from December 1 in each year to March 31 of the Following year, no person driving or having any vehicle in his or her charge or under his or her control shall permit the same to be parked or to be placed and let remain or left standing (except for the period reasonably required to load or unload passengers or goods) in or upon any streets or avenues in the Village of Millbrook between the hours of midnight and 6:00 a.m.” {00390645 1} 2  Section 5. Section 220-34 of Chapter 220 of the Village Code entitled “Schedule II: Speed Limits” is hereby repealed in its entirety and replaced with the following language. “§ 220-34 Schedule II: Speed Limits.
