Village of Millbrook Board of Trustees Wednesday, 07/19/2023 - 6 PM Special Meeting- Sewer Main Lining Bids Village Hall, 35 Merritt Ave, Millbrook NY,12545 1. Roll Call: Mayor Collopy, Trustee Contino, Trustee Herzog, Trustee Murphy, Attorney MacDonald, Scott Osborn (VRI) and Clerk Witt Absent: Deputy Mayor Doro 2. Open meeting – 6:00 PM with Pledge of Allegiance and Roll Call. 3. Sewer Main Lining: Mr. Osborn read the bid results from the attached bid sheet. As he previously explained at the July 12th BOT meeting, he recommends Arold as the Village has used them the past ten years and they know the Village’s pipelines. He said they meet all the requirements of the bid specs. Mayor Collopy explained that a bid from Green Mountain Pipeline Services was discovered after the fact, and they were not included in the bid opening on July 12th. Mayor Collopy noted that although the proposal came on time, it was not sent to the attention of Sarah Witt, which was an instruction on the bid notice. Attorney MacDonald explained that since the bids are below $35k, the expenditure by the Village will be less than $35k and competitive bidding requirements of Section 103 of the General Municipal Law are not required. The Board would still have to follow the procurement policy, but the Board would be free to choose whichever contractor. This special meeting serves as a record to acknowledge what happened and to re-award the bid. Motion made by Mayor Collopy to accept Arold’s bid proposal, seconded by Trustee Murphy and all were in favor. Public Comments- None. 4. Next board meeting: Business Meeting: August 9, 2023 5.
