General Announcements: Mayor Collopy congratulated Trustee Doro for winning the election as Village of
Millbrook Mayor. The Trustees (2 seats) votes are still being counted and are not official (as of 11/13/24).
Minutes Approval: Motion made by Trustee Doro to approve the 10/09/2024 minutes, seconded by Deputy
Mayor Murphy and all were in favor.
Voucher Approval: Motion made by Trustee Herzog to accept the Voucher fund totals as presented,
seconded by Deputy Mayor Murphy and all were in favor (attached in presentation).
DEPARTMENTAL REPORTS
Fire & Rescue – Chief Boscardin read from the attached monthly report. Chief B reported the Fire
Department needs to make some emergency non-budgeted purchases and repairs (tires and software
upgrade)- costing roughly $20K total. Mayor Collopy asked Chief B to shop around for pricing and asked
him to look over the current budget to see if there are some purchases that can be held off until the next
budget. He also asked Chief B to schedule some time with him to discuss and make a plan for these
purchases.
Police – Chief Dworkin read from attached monthly report. He reported they hired an ID company to
make IDs for all the Officers (current and future) and extended the offer for the rest of the Village
employees to get employee IDs as well. Chief Dworkin said that Livescan is installed and is preparing to
give the officers training.
Ongoing Police Projects: Staffing needs, reporting systems and software updates, vehicles, and Lexipol-
Policies and Procedures for Police.
Highway – DPW Supervisor Kelly read highlights from the attached monthly Highway report. DPW Supervisor
Kelly said he is working with Race on the Washington Ave drainage project.
Water & Sewer – S. Osborn: read from attached monthly reports.
Ongoing projects: ‘Lead Service Line Inventory’- sent 400+ letters out to water customers.
Treasurer & Building Dept – Clerk Witt: read from attached monthly reports.
OLD BUSINESS:
STATUS OF ZONING UPDATE RLD MORATORIUM- TRUSTEE DORO
Trustee Doro said he is continuing working with the Building Inspector, Village Attorney and Mayor. Will
have a resolution of Local Law Introduction for the December meeting. (Public Hearing in January)

ADJOURNMENT
• Mayor Update: Inter-Municipal Agreement (IMA) with Villages of Rhinebeck & Millerton for Building
Department/ Planning & Zoning Services (Justin Noyes). Mayor Collopy explained the IMA will give the
Village 8 hours a week for Mr. Noyes’ services which includes Secretary to the Planning and Zoning
Boards. After discussion amongst the Board, Motion made by Trustee Doro to authorize Mayor Collopy to
sign the IMA, seconded by Deputy Mayor Murphy and all were in favor. Mayor Collopy to sign IMA after
Village Attorney sends amended version- Mr. Noyes projected to start January 2025.

Executive Session- Police Update- Personnel Matter: Motion to enter into executive session (7:41 p.m.)
was made by Mayor Collopy, seconded by Trustee Doro and all were in favor. D uring
the executive session, the Board (by way of motion) agreed to change the status of an employee
from ‘hourly’ to ‘salary’ with a potential increase in salary- made by: Mayor Collopy, seconded by
Trustee Doro and all were in favor. A motion carried to exit the executive session at 8:12 and a
motion was immediately carried to adjourn the meeting.
Motion to adjourn was made at 8:12 p.m. and was passed unanimously.

RESOLUTION NO. 2024-015
A RESOLUTION OF THE BOARD OF TRUSTEES OF THE VILLAGE OF MILLBROOK
AUTHORIZING THE ADOPTION OF THE
2024 DUTCHESS COUNTY, NY
HAZARD MITIGATION PLAN UPDATE
WHEREAS, all jurisdictions within Dutchess County have exposure to natural hazards that increase the
risk to life, property, environment, and the County and local economy; and
WHEREAS; pro-active mitigation of known hazards before a disaster event can reduce or eliminate
long-term risk to life and property; and
WHEREAS, The Disaster Mitigation Act of 2000 (Public Law 106-390) established new requirements
for pre and post disaster hazard mitigation programs; and
WHEREAS; a coalition of Dutchess County municipalities with like planning objectives has been
formed to pool resources and create consistent mitigation strategies within Dutchess County; and
WHEREAS, the coalition has completed a planning process that engages the public, assesses the risk and
vulnerability to the impacts of natural hazards, develops a mitigation strategy consistent with a set of
uniform goals and objectives, and creates a plan for implementing, evaluating and revising this strategy;
NOW, THEREFORE, BE IT RESOLVED that the VILLAGE OF MILLBROOK:
1) Adopts in its entirety, the 2024 Dutchess County Hazard Mitigation Plan (the “Plan”) as the
jurisdiction’s Natural Hazard Mitigation Plan, and resolves to execute the actions identified in the
Plan that pertain to this jurisdiction.
2) Will use the adopted and approved portions of the Plan to guide pre- and post-disaster mitigation of
the hazards identified.
3) Will coordinate the strategies identified in the Plan with other planning programs and mechanisms
under its jurisdictional authority.
4) Will continue its support of the Mitigation Planning Committee as described within the Plan.
5) Will help to promote and support the mitigation successes of all participants in this Plan.
6) Will incorporate mitigation planning as an integral component of government and partner
operations.
7) Will provide an update of the Plan in conjunction with the County no less than every five years.

Introducing Local Law No. 9 of 2024 Adopting the Natural Resources Inventory for the
Village of Millbrook
At a meeting of the Village Board of Trustees of the Village of Millbrook (“Village
Board”), held at the Village Fire House, 20 Front Street, Millbrook, New York on the 13th day of
November, 2024, at 6:00 p.m., Village Mayor, Tim Collopy called the meeting to order, and
Trustee Herzog, seconded by Trustee Doro, moved the following resolution, to introduce the
following proposed local law, to be known as Proposed Local Law No. 9 of 2024, entitled
“A Local Law Adopting the Natural Resources Inventory for the Village of Millbrook” as
follows:
BE IT ENACTED by the Board of Trustees of the Village of Millbrook (“Village Board”)
as follows:
Section 1. Legislative intent: The Village of Millbrook, along with the towns of Washington and
Clinton, received grant funding from the New York State Department of Environmental
Conservation Estuary Program (“Estuary Program”) for the purpose of obtaining technical
assistance to develop a Natural Resources Inventory (“NRI”) those municipalities. An NRI is a
systematic and comprehensive assessment of the various natural resources within a particular
geographic area for the purpose of gathering accurate, up-to-date information concerning the
quantity, quality, distribution, and condition of the natural resources within that geographic area
to assist in making informed land use decisions. The Village of Millbrook Village Board (“Village
Board”) appointed an NRI Task Force Committee (“Committee”) which worked with the Estuary
Program staff and the Cornell Cooperative Extension of Dutchess County to develop the NRI for
the Village of Millbrook. The Committee presented the draft NRI at a public meeting of the
Village Board on September 21, 2023. The draft NRI was consistent with the standards established
by the Estuary Program to assist future decision-making processes by all Village of Millbrook
boards and agencies and has been presented to the Village Board in final form as the NRI, dated
February 9, 2024. The Village Board has determined it is in the best interest of the Village to
adopt the NRI, dated February 9, 2024, as the NRI for the Village of Millbrook and to do so by
the enactment of this local law.
Section 2. The Village Board hereby approves and adopts the NRI, dated February 9th, 2024,
as the NRI for the Village of Millbrook and instructs all Village of Millbrook boards, agencies and
the public to use the NRI to assist in the development, management, and protection of the Village
of Millbrook’s resources when making future land-use decisions including but not limited to use
by the Village Planning Board and Zoning Board of Appeals during special use permit and site
plan reviews as well as any New York State Environmental Quality Review Act (“SEQR”)
assessments.

Section 3. Severability. Should any word, section, clause, paragraph, sentence, part or
provision of this local law be declared invalid by a Court of competent jurisdiction, such
determination shall not affect the validity of any other part hereof.
Section 4. All other ordinances or local laws of the Village of Millbrook which are in conflict
with the provisions of this local law are hereby superseded or repealed to the extent necessary to
give this local law full force and effect during its effective period.
Section 5. Numbering for codification. It is the intention of the Village Board and it is hereby
enacted that the provisions of this Local Law shall be included in the Code of the Village of
Millbrook; that the sections and subsections of this Local Law may be re-numbered or re-lettered
by the Codifier to accomplish such intention; that the Codifier shall make no substantive changes
to this Local Law; that the word “Local Law” shall be changed to “Chapter,” “Section” or other
appropriate word as required for codification; and that any such rearranging of the numbering and
editing shall not affect the validity of this Local Law or the provisions of the Code affected thereby.
Section 6. This Local Law shall take effect as of the date of filing with the New York Secretary
of State.
Mayor, Tim Collopy, advised the Board of Trustees that, pursuant to the Municipal Home
Rule Law of the State of New York, it will be necessary to hold a public hearing upon this
proposed local law. Trustee Herzog offered the following resolution which was seconded by
Trustee Doro, who moved its adoption:
WHEREAS, on November 13, 2024, Trustee Herzog introduced this Local Law for
the Village of Millbrook, to be known as “A Local Law Adopting the Natural Resources
Inventory for the Village of Millbrook.”
RESOLVED, that a public hearing be held in relation to the proposed Local Law as set
forth in the form of notice, hereinafter provided, at which hearing parties in interest and citizens
shall have an opportunity to be heard, to be held at the Village Fire House, 20 Front Street,
Millbrook, New York, on December 11th, 2024, at 6:00 o’clock, p.m., Prevailing Time, and that
notice of said hearing shall be published in the official newspaper of general circulation in the

Village of Millbrook, by the Village Clerk, at least five (5) days before such hearing and that such
notice shall be in the following form:

TAKE NOTICE, that the Board of Trustees of the Village of Millbrook will hold a public
hearing at the Village Fire House, 20 Front Street, Millbrook, New York, on December 11th, 2024,
at 6:00 o’clock, p.m., Prevailing Time, on Proposed Local Law No. 9 of the Year 2024, entitled
“A Local Law Adopting the Natural Resources Inventory for the Village of Millbrook.”
TAKE FURTHER NOTICE, that copies of the aforesaid proposed Local Law will be
available for examination at the office of the Clerk of the Village of Millbrook, at the Village Hall,
35 Merritt Avenue, Millbrook, New York between the hours of 8:00 a.m. to 12:00 p.m. and then
between 1:00 p.m. to 3:00 p.m. on all business days between the date of this notice and the date of
the public hearing.
TAKE FURTHER NOTICE, that all persons interested and citizens shall have an
opportunity to be heard on said proposal at the time and place aforesaid.
