Roll Call: Mayor Doro, Deputy Mayor Murphy, Trustee Bucklin, Call to Order: Mayor Doro opened
Trustee Mawson, Trustee Socci, DPW Kelly, Police Chief Dworkin, the meeting with the Pledge of
Scott Osborn (VRI), and Clerk Witt. Allegiance
Administrative Minutes Approval: November Minutes approved by Deputy Mayor Murphy seconded by Trustee
Business Mawson- All voted in favor.
Voucher Approval: December Vouchers approved by Deputy Mayor Murphy seconded by Trustee
Bucklin- All voted in favor.
Announcements: Mayor Doro noted this is Trustee Socci’s last meeting and thanked her for serving on
the Board for the last year.
Departmental Reports Located in the presentation. Read by Department Head for the record.
Fire & Rescue: No members of the Fire Department were present due to an emergency call. No monthly
report was received or read.
Police: The board discussed DOT’s decision to deny rerouting truck traffic off Franklin Ave. A
possible traffic study may be deemed necessary- costs and uncertain results were noted.
Other potential solutions included implementing meters, changing the car parking to a
diagonal style, and raised crosswalks or ‘bump-outs’ to calm traffic. Discussion is
ongoing. The board approved Resolution 2025-011 (see below).
Public Works (HWY): A discussion on road salt alternatives was had.
Water & Sewer: A small team including village staff and fire department support successfully broke up
sludge layers, improving conditions and satisfying the EPA. The village received the 5-year
SPDES permit from DEC and approval of the preliminary engineering report for a new
sewer plant.
Building & Planning: Nothing additional to report.
Treasurer & Clerks: Nothing additional to report.

Reported obtaining two bids for lamp replacement on Franklin Avenue and the village gym, ranging from $5,000 to

RESOLUTION No. 2025-011
A Resolution to Repeal and Replace the Existing Civilian Complaint Procedure
At a meeting of the Village Board of Trustees of the Village of Millbrook (“Village
Board”), held at the Village Hall, 35 Merritt Ave., Millbrook, New York on the 10th day of
December, 2025, at 6:00 p.m., Village Mayor, Peter Doro called the meeting to order, and

WHEREAS, by Resolution dated May 26th, 2021, the Village Board adopted the Civilian
Complaint Procedure of the Village to provide a formal procedure for civilians to report incidents
of misconduct by an officer, employee or official of the Village and established a Community
Review Board; and
WHEREAS, the Village Board believes it is in the best interest of the Village to repeal the
existing Civilian Complaint Procedure and Community Review Board and replace them with the
procedure in the form annexed hereto; and
NOW, THEREFORE, BE IT RESOLVED, the Village Board hereby repeals the
existing Civilian Complaint Procedure and Community Review Board established by Resolution
adopted on May 26th, 2021 and replaces them with and adopts the procedure annexed hereto as the
Personnel Complaint Procedure of the Village to provide a procedure to report incidents of
misconduct by a police officer of the Village and adopts the annexed forms as the forms to be used
for the purpose of reporting Personnel Complaints and Commendations.

RESOLUTION NO. 2025-012
WAIVER OF 30-DAY ADVANCE NOTICE PERIOD FOR NYS LIQUOR LICENSE
APPLICATION
WHEREAS, pursuant to Section 110-b of the New York Alcoholic Beverage Control Law,
applicants for an on-premises alcoholic beverage license (or renewal, alteration, or transfer thereof)
must provide at least thirty (30) days’ advance written notice to the municipality in which the
licensed premises is located; and
WHEREAS, the Village of Millbrook has received such notice from Millbrook Continental
Corp. regarding the premises located at 16-18 Alden Pl, Millbrook, NY 12545 in connection with an
application for a permanent liquor license to be filed with the New York State Liquor Authority
(“NYSLA”); and
WHEREAS, Millbrook Continental Corp. has requested that the Village waive the 30-day advance
notice waiting period to permit the Applicant to file its application with the NYSLA without delay;
and
WHEREAS, the Board of Trustees of the Village of Millbrook has reviewed the request and finds
that granting such waiver is appropriate and will not adversely affect the public health, safety, or
welfare of the Village;
NOW, THEREFORE, BE IT RESOLVED, that the Board of Trustees of the Village of Millbrook
hereby waives the 30-day advance notice waiting period required under Section 110-b of the
Alcoholic Beverage Control Law and authorizes Millbrook Continental Corp. to submit its
application to the New York State Liquor Authority immediately; and
BE IT FURTHER RESOLVED, that the Village Clerk is hereby directed to provide written
confirmation of this waiver to the Applicant for submission to the New York State Liquor Authority;
and
BE IT FURTHER RESOLVED, that this Resolution shall take effect immediately.
