Minutes of the Millcreek City Council June 22, 2021 8:30 a.m. Special Work Meeting The City Council of Millcreek, Utah, met in a special public work meeting on June 22, 2021 at City Hall, located at 3330 S. 1300 E., Millcreek, UT 84106. The meeting was live streamed via the City's website. PRESENT: Council Members City Staff Jeff Silvestrini, Mayor Mike Winder, Assistant City Manager Silvia Catten, District 1 Elyse Sullivan, City Recorder Dwight Marchant, District 2 Kayla Mayers, Promise Program Manager Clieri Jackson, District 3 Kurt Hansen, Facilities Director Bev Uipi, District 4 Rita Lund, Communications Director Attendees: No public attendees. WORK MEETING - 8:30 a.m. TIME COMMENCED - 8:33 a.m. Mayor Silvestrini called the special work meeting to order. He said the purpose of the meeting was to get a report on the Promise Program from the new Promise Program Manager, Kayla Mayers. 1. Discussion on Standard Procedures of Operation for the Millcreek Promise Program Kayla Mayers said after meeting with the Mayor, volunteers, and council members, volunteer management, structure, and action felt like the most important things for Millcreek Promise to focus on. She would like to restructure the committees for quicker action. She would like to combine the Leadership Committee and the Promise Council into only the Promise Council, and they will hold quarterly meetings to update stakeholders on the work of the comi'nittees, which are Safety, Economic Wellbeing, Health, and Education. Each of the committees will work on projects, such as safe routes to schools, a job fair, digital inclusion, and mental health. Mayers said she reworked the Promise Program mission, vision, and promises to be shorter. The proposed mission is, "We aim to mobilize and support Millcreek residents to build a thriving community." The proposed vision is," We do this througli mobilizing our collaborative groups towards Collective Impact to improve community conditions in the areas of safety, health, education and economic wellbeing. This program will work to create equitable community programs with the goal of bringing the community together to help one another. Millcreek Promise will accomplish this work by and supporting current programs, creating programs and Millcreek City Council Meeting Minutes 22 June 2021 Page 2 of 3 services where there are gaps, and providing resources and volunteer opportunities for residents." Tlie proposed promises were: "1. Education: All Millcreek youth have the support to maximize academic success on their path to high school graduation and post-secondary education. 2. Health and Safety: All Millcreek residents have access to services and resources to feel healthy and safe. 3. Economic Well-being: All Millcreek residents liave the opportunity to provide a high quality of life for themselves and their families." Mayer said she would also like to put together standard operating procedures in a volunteer manual, volunteer orientation, a committee chair manual, and a Promise staff manual. The grants and funding sources of the Program are the Utah Outdoor Classroom Grant, American Rescue Plan Act, City Council Promise funds, and mobility through digital access with the Transportation and Land Use Connection program. Those sources will fund: an outdoor classroom at Mill Creek Elementary in surniner 2022, rent or buy space for Promise to run their own community programs in areas of need (Holladay Hills), hire full time and part-time staff to run community programs, Teen Mental Health First Aid at Skyline High School and beyond, strengthen volunteer mentorship program at Mill Creek Elementary and duplicate in other schools, strengthen community gardens at Sunnyvale Park and create a community garden at new city center, and lift zones/WiFi benches. The Council then split into small groups for an activity to add questions, comments, and suggestions on post it notes to everything Mayers previously gave an overview of displayed on large sheets of paper around the room. Council Member Uipi expressed appreciation for Mayers' approach. Mayers read a question from the activity about there being four committees and three promises and if that should be reviewed. She said health and safety were important enough to have separate cornrnittees. Council Member Jackson asked about working with school PTAs. Mayor Silvestrini said the City could make a great partnership with them. Council Member Jackson recommended reaching out to the school principals that month. Council Member Marchant pointed out that PTAs on the west side of the City may not be as strong as those on the east side. He suggested funding the elementary school food pantries. Council Member Jackson suggested working on getting volunteers for the PTAs. The Council discussed how to foster various relationships to help reduce crime. Mayor Silvestrini had an idea to have peer-to-peer mentoring. Mayer pointed out that would need a dedicated volunteer(s). Council Member Marchant asked if Mayers felt stretched to impact too many things. Mayers said she felt good and wanted to establish the standards of operations as a foundation. Council Member Jackson asked about using QPR (questioning, persuading, and referring) for mental health. Mayers said there were community resources for bringing that into the schools. Council Member Uipi suggested facilitating the resources instead of Mayers taking training. Council Member Uipi asked Mayers what her priorities were. Mayers said working with the Holladay Hills area by creating an after-school program at William Penn Elementary School, and mental health and suicide prevention. Council Member Uipi suggested a rotating program model. Council Member Jackson said parents relied on after school programs for daycare. She also expressed concern about getting funding for William Penn because it was in an affluent neighborhood. She recommended the Council have another meeting in a couple of months. Millcreek City Council Meeting Minutes 22 June 2021 Page 3 of 3 Mayers said she would also give the Council quarterly updates during their regular meetings. Mayor Silvestrini said he would like to use American Rescue Plan Act funds on the Promise Program soon then use grant funding to replace it in the future. ADJOURNED: Council Member Marchant moved to adjourn the meeting at 9:29 a.m. Council Member Catten seconded. Mayor Silvestrini called for the vote. All Council Members voted yes.
