Minutes of the Millcreek City Council & Planning Commission September 16, 2021 5:30 p.m. Special Meeting The City Council and Planning Commission of Millcreek, Utah, met in a special public meeting on September 16, 2021 at Millcreek Common, approximately 1324 East Chambers Avenue, Millcreek, UT 84106. Mfflcreek Common Site Tour and Discussion The Council and Commission toured the open space and construction of Millcreek Cornrnon. Mike Winder, Assistant City Manager and Economic Development Director, eQIained.how Millcreek Common will be a town-square, open-space, and city center for Utah's'tie've's-t airy. Mr. Winder explained that the ice rink and ice ribbon can be used when the weather is 60 Millcreek CC and PC Meeting Minutes 16 September 2021 Page 2 of 2 degrees Fahrenheit and cooler. In the summer, people will be able to roller skate on the concrete. The ice rink and ribbon are 500 square feet larger than the Herriman rink. There will be lights coloring the ice and music playing. Construction has begun on the stage for Millcreek Common, as well as the adventure hub for skate rentals and restrooms. The ground floor for the new Millcreek City Hall will house a public market like in Lenexa, Kansas. There will be a banquet hall and ballroom on the top floor. The middle floors will be occupied by city offices and the Unified Police Department Millcreek Precinct. City Hall will also have an outdoor climbing wall. Power lines between 3300 S. and 1300 E. will be buried. Mr. Winder described how the water feature and splash pad will work. The water feature will be lit at night with colorful lights. Millcreek will own the south building at Millcreek Common and will lease space to Pizza Nono. There will also be a specialty ice cream shop next to Pizza Nono. Free Wi-Fi will be available at Millcreek Common. Mr. Winder exclaimed that Millcreek Common will be a great local meeting place. Aimee McConkie, Millcreek Common Director, explained that she would like to host 280 events a year at Millcreek Common. Those events will help Millcreek Common become financially self-sustaining. Millcreek Common will become an economic engine for local businesses, the events will draw people and that will help the businesses. Parking spaces along Chambers Avenue will be angled and eventually a parking structure will be built with 480 parking spots. There will be patios, patio heaters, and gas firepits for people to sit and relax. Millcreek Cornrnon is designed to be pedestrian friendly. Ms. McConkie stated the northwest side of Millcreek Common will have food truck parking spaces for eight food trucks with electric hook-ups. The food trucks will not have to run generators. The Fine Art Inn will be move across the street and Tres Hombres will stay in their current space. Commissioner Wright asked about building height and if people on the top floor of City Hall in the community room will be able to see the mountains. Mr. Winder said they will be able to see the mountains. Phase 1 parking included 80 outdoor stalls and 480 stalls in the parking structure. Phase 2 of Millcreek Common will include grassy natural areas and an outdoor amphitheater. Mr. Winder said Millcreek Common is being paid for by the tax increment from the development around the Common. Commissioner Sieber asked about shade at the splash pad. Ms. McConkie replied and said there will be umbrellas and USB ports at the seating areas around the splash pad. Ms. McConkie said that Millcreek Cornrnon will be a place of nostalgia for kids, teens, and adults to look back on. The plan is to have Millcreek Common open in January. People will come here with their friends and create memories. Ms. McConkie mentioned that Unified Police will have a vestibule next to Millcreek Cornrnon. If someone needs police assistance they can go there. Mr. Winder thanked everyone for attending the Millcreek Common open house.
