Emergency Meeting
The City Council of Millcreek, Utah, met in an emergency meeting on November 18, 2025, at
City Hall, located at 1330 E. Chambers Avenue, Millcreek, UT 84106.
PRESENT:
Council Members City Staff
Cheri Jackson, Mayor Francis Lilly, Assistant City Manager
Silvia Catten, District I Elyse Sullivan, City Recorder
Thom DeSirant, District 2 Kurt Hansen, Facilities Director
Bev Uipi, District 4 (excused) John Brems, City Attorney
Attendees: None
TIME COMMENCED: 5:04 p.m.
Mayor Jackson called the meeting to order.
1. Aclaiowledging Prior Approval of Holding Emergency Meeting
Mayor Jackson noted the whole council approved of the meeting via email or verbal response
earlier that day.
2. Closed Session Per Utah Code Ann. §52-4-205(c) Strategy Sessions to Discuss Pending or
Reasonably Imminent Litigation
Council Member Catten moved to go into closed session per Utah Code Ann. §52-4-205(c)
Strategy Sessions to Discuss Pending or Reasonably Imminent Litigation at 5:04 p.m.
Council Member DeSirant seconded. The Recorder called for the vote. Council Member
Catten voted yes, Council Member DeSirant voted yes, and Mayor Jackson voted yes. The
motion passed unanimously
Council Member DeSirant moved to end the closed session at 5:10 p.m. Council Member
Catten seconded. The Recorder called for the vote. Council Member Catten voted yes,
Council Member DeSirant voted yes, and Mayor Jackson voted yes. The motion passed

ADJOURNED: Council Member DeSirant moved to adjourn the meeting at 5:11 p.m.
Council Member Catten seconded. Mayor Jackson called for the vote. Council Member
Catten voted yes, Council Member DeSirant voted yes, and Mayor Jackson voted yes. The
motion passed unanimously.

Public Notice is hereby given that the City Council of Millcreek will assemble in an emergency meeting to
consider matters of an emergency or urgent nature on Tuesday, 18 November 2025 at City Hall, 1330 E.
Chambers Avenue, Millcreek, Utah 84106, commencing at 5:10 p.m. or as soon thereafter as the Board of
Canvasser’s meeting adjourns.
5:10 p.m. – EMERGENCY MEETING:
