Minutes of the Millcreek Community Reinvestment Agency December 14, 2020 7:00 p.m. Regular Meeting The Community Reinvestment Agency of Millcreek, Utah, met in a regular public meeting on December 14, 2020 at City Hall, located at 3330 S. 1300 E., Millcreek, UT 84106. The meeting was conducted electronically per Millcreek State of Local Emergency Directive No. 2 of 2020 and live streamed via the City's website with an option for online public comment. PRESENT: Board Members City Staff Jeff Silvestrini, Chair John Brems, City Attorney (Virtual) Silvia Catten (Virtual) Mike Winder, Economic Development Director (Virtual) Dwight Marchant (Virtual) Kurt Hansen, Legislative Policy Director (Virtual Cheri Jackson (Virtual) Francis Lilly, Planning and Zoning Director (Virtual) Bev Uipi (Virtual) Alexander Wendt, Deputy Recorder Minutes by Alexander Wendt. Attendees: REGULAR MEETING - 7:00 p.m. TIME COMMENCED: 8:05 p.m. Chair Silvestrini called the meeting to order and read a notice that the Millcreek Agency Board was conducting this meeting electronically without anchor location. 1. Discussion and Consideration of Resolution 20-46, Authorizing the Extension of Collection of Tax Increment for Two Years in the West Mincreek CDA and the Mfflcreek Center CRA Project Areas Due to the COVID-19 Pandemic Emergency; Mike Winder, Economic Development Director. Mike Winder, Economic Development Director, said that Governor Herbert signed legislation in August that authorizes a Community Reinvestment Agency to add two years to select project areas due to harm caused by the COVID-19 pandemic. Staff recommended the extension of tax increment collection in the West Millcreek Comt'nunity Development Area and Millcreek Center Coini'nunity Reinvestment Area (CRA). Mr. Winder explained this legislation does not allow the capture of more tax increment than was already allowed in the respective CRA area, it just gives two more years to capture tax increment. Mr. Winder said Millcreek is not the first city to extend their CRA. There have been about six others. Chair Silvestrini reiterated that this does not allow Mfflcreek CRA Meeting Minutes 14 December 2020 Page 2 of 2 the capture of more tax increment, it allows for extra time. Board Member Jackson moved to adopt Resolution 20-46, Authorizing the Extension of Collection of Tax Increment for Two Years in the West Millcreek CDA and the Millcreek Center CRA Project Areas. Board Member Uipi seconded. Chair Silvestrini called for the vote. All Board Members voted yes. The motion passed unanimously. 2. Approval of October 26, 2020 Meeting Minutes Board Member Jackson moved to approve the meeting minutes from July 27, 2020. Board Member Uipi seconded. Chair Silvestrini called for the vote. All Board Members voted yes. The motion passed unanimously. ADJOURNED: Board Member Jackson moved to adjourn the meeting at 8:11 p.m. Board Member Uipi seconded.
