Regular Meeting
The Community Reinvestment Agency of Millcreek, Utah, met in a regular public meeting on
June 26, 2023, at City Hall, located at 3330 S. 1300 E., Millcreek, Utah 84106. The meeting was
live streamed via the City's website with an option for online public comment.

Chair Silvestrini called the meeting to order.
1. Public Hearing to Consider Opening and Amending the Fiscal Year 2022-23 Community
Reinvestment Agency (CRA) Fund Budget
Board Member Jackson moved to open the public hearing. Board Member Catten
seconded. Chair Silvestrini called for the vote. Board Member Catten voted yes, Board
Member DeSirant voted yes, Board Member Jackson voted yes, Board Member Uipi voted
yes, and Chair Silvestrini voted yes. The motion passed unanimously.
Laurie Johnson reviewed the Community Reinvestment Agency fund revenue budget. The
property tax received from other government entities was recognized on a separate line item
from regular property tax, and more was received than the original budget contemplated. There
was an increase in rents and leases and on bond interest with the Millcreek Center CRA. The
loan proceeds decreased as not as much was borrowed from the West Millcreek CRA. The West
Millcreek CRA received miscellaneous income. The housing money was previously being held
by the County (not noted in the meeting packet), so it was returned to Millcreek and added to the
Millcreek CRA Meeting Minutes 26 June 2023 Page 2 of 2
budget, $226,364. She noted tlie interest only was in effect until December 2024 on the 2019
bond. Tlien principal and interest would be required. The CRA fund expenses included tax
increment commitments and horising. There was an overall change of $698,452.
There was no public corni'nent.
Board Member Jackson moved to close the public hearing. Board Member Catten
seconded. Chair Silvestrini called for the vote. Board Member Catten voted yes, Board
Member DeSirant voted yes, Board Member Jackson voted yes, Board Member Uipi voted
yes, and Chair Silvestrini voted yes. The motion passed unanimously.
2. Discussion and Consideration of Resolution 23-03, Amending the Community
Reinvestment Agency (CRA) Annual Budget for the Fiscal Year Beginning July 1, 2022,
and Ending June 30, 2023
Board Member Jackson moved to adopt Resolution 23-03, Amending the Community
Reinvestment Agency Annual Budget for the Fiscal Year Beginning July 1, 2022, and
Ending June 30, 2023. Board Member Catten seconded. The Recorder called for the vote.
Board Member Catten voted yes, Board Member DeSirant voted yes, Board Member
Jackson voted yes, Board Member Uipi voted yes, and Chair Silvestrini voted yes. The
motion passed unanimously
3. Approval of June 12, 2023 Meeting Minutes
Board Member Catten moved to approve June 12, 2023 meeting minutes. Board Member
Jackson seconded. Chair Silvestrini called for the vote. Board Member Catten voted yes,
Board Member DeSirant voted yes, Board Member Jackson voted yes, Board Member Uipi
voted yes, and Chair Silvestrini voted yes. The motion passed unanimously
ADJOURNED: Board Member Catten moved to adjourn the meeting at 9:13 p.m. Board
Member Jackson seconded. Chair Silvestrini called for the vote. Board Member Catten
voted yes, Board Member DeSirant voted yes, Board Member Jackson voted yes, Board
Member Uipi voted yes, and Chair Silvestrini voted yes. The motion passed unanimously.
