Minutes of the Millcreek Historic Preservation Commission May 9, 2024 6:00 p.m. Regular Meeting The Historic Preservation Commission of Millcreek, Utah, met in a regular meeting on May 9, 2024, at City Hall, located at 1330 E. Chambers Ave., Millcreek, UT 84106. The meeting was conducted electronically and live streamed via the City's website with an option for online public comment. PRESENT: Commissioners City Staff Peter Brinton Sean Murray, Planner Kaye Donahoe Alex Wendt, Deputy City Recorder Molly Enos, Chair (excused) Tiffany Hunter Greene Emily Johnson Ryan Lufkin, Vice Chair Arie Leeflang (excused) t Attended: MEETING - 6:00 p.m. TIME COMMENCED - 6:03 p.m. 1. Updates from Sub-Committees Vice Chair Luflcin said he created a repository for potential articles for the Millcreek Newsletter. Commissioner Greene asked about clarifications regarding the city code and historic buildings. In the code there are five properties and one district that are currently on the National Register of Historic Places but the farmhouse at 1106 E 4500 S is not on the national register. The Coinmission should add and cross-list properties onto the Millcreek Register of Historic Places. Mr. Murray said that he will have more time to work on special projects for the Historic Preservation Corninission soon, after the Planning Department conducts training for a new employee. He will work with the Commission on creating some forms for cross-referencing properties onto the Millcreek list of historic places. Commissioner Greene related that when she read through the code updates and said there are five properties designated as historic properties, then it mentions a istoric landmarks list, and in section 43.4 it mentions a historic register. She asked and clarified that the list is just a Millcreek list, and the register is the national register. Mr. Murray explained it is correct that the list and the register are different, and they have different criteria to be on the list or register. Commissioner Greene said it is time to start adding properties to the Millcreek list. Cornrnissioner Lufkin said he would like to accomplish more in between meetings. Commissioner Johnson said that the Salt Lake City website has an application for historic properties, and it looks like a place to start for the Millcreek application. Coinmissioner Greene said there are two existing sites in the city that have not been on the Commission's radar, and are not on the national register, one is the Baldwin Radio Factory, but tlie Baldwin family home is. The Baldwin Radio factory should go on the Millcreek list and the National Registry. The Villa Theater is also not on the national registry, there has been a lot of work done to the building and it could be added to the Millcreek list. It is an important building to the history of Millcreek. Mr. Murray said that the Millcreek code does contemplate protections for the sign on the Villa Theater. The next property is the Chambers home, this home should be on the Millcreek list. Mr. Murray said that Mr. Huffaker explained how the Chambers home has had to much work done to the home to be on the national registry but is a good candidate for the Millcreek list. 2. Staff Updates Mr. Murray explained how Mr. Huffaker is working on surveys for the commission and the Mountair Acres application for the National registry. He has been focusing on ten properties for intensive level surveys. Mr. Lilly and Mr. Murray met with the developer working on the Old Farm Way house. There was going to be a meeting regarding this home that was cancelled. The developer did have questions about engineering standards for the property. The Fire Department and Millcreek Engineering have road requirements for the width of roads to maintain fire access. The developer would like to put townhomes on tliat property. They have not made an application yet. Vice Chair Luflcin and Coinmissioner Donahoe spoke about the white farmhouse and not the sutnmer home. Vice Chair Lufkin said the summer home was on the original Millcreek list. Mr. Murray said that Mr. Huffaker will be doing an intensive level survey on the summer house. Commissioner Greene asked about the Historic Preservation code and enforcement. The Salt Lake City enforcement requirements are more stringent, and she is not opposed to that. Should the Millcreek enforcement requirements be more stringent, she asked. Mr. Murray said making the code stricter is potentially a good thing. However, the Salt Lake City code is the way it is because Salt Lake City is dealing with more properties. He is not sure the Millcreek code should be as strict as Salt Lake City or where the line is. Commissioner Brinton asked about the timeline for changing the historic preservation code. Mr. Murray said that he will meet with Mr. Lilly about the enforcement of the mles and discuss changes to make. The Millcreek historic preservation code is new and does not need many changes. It was written well just a few years ago. The Commission can work with Francis and decide on a good balance for enforcement. Cornrnissioner Brinton asked about the timeline for the code changes. Mr. Murray said that changes to the Historic Preservation code will go to the Planning Commission and Community Councils who both give some kind of recommendation. Then the City Council has two readings and final approval. 3. Approval of April 11, 2024, Regular Meeting Minutes Commissioner Donahoe moved to approve the April 11, 2024, Regular Meeting Minutes. Commissioner Greene seconded the motion. Vice Chair Lufkin called for the vote. Commissioner Brinton voted yes, Cgxnmissioner Johnson voted yes, Commissiouyr Greene' Millcreek HPC Regular Meeting Minutes 9 May 2024 Page 3 of 3 voted yes, Commissioner Donahoe voted yes, and Vice Chair Luflcin voted yes. The motion passed unanimously. 4. Adjourn ADJOURNED: Vice Chair Lufkin moved to adjourn the meeting at 6:50 p.m. Commissioner Brinton seconded the motion. Vice Chair Lufkin caned for the vote. Commissioner Brinton voted yes, Commissioner Leeflang voted yes, Commissioner Greene voted yes, Commissioner Donahoe voted yes, and Vice Chair Luflcin voted yes. The motion passed unanimously.
