MILLERSVILLE BOROUGH REORGANIZATION COUNCIL MEETING MINUTES
The MILLERSVILLE BOROUGH REORGANIZATION COUNCIL MEETING was
held on Tuesday, January 2, in the Millersville Borough Public Meeting Room located at 100
Municipal Drive, Millersville, Pennsylvania.
Before the meeting was called to order, Mayor David Aichele administered the Oath of
Office to three new Council Members: Joseph Lane, Marianne Kerlavage, and Michael Kaufhold.
The meeting was called to order at 7:04 PM by Mayor David Aichele, followed by a
pledge to the flag as well as an observed moment of silence.

MAYOR TAKES NOMINATIONS FOR COUNCIL PRESIDENT
Council Member (CM) Beillile made a motion to nominate CM Gerber as Council
President. CM Hubbs seconded the motion. Mayor Aichele called for a roll call vote, and the
motion passed with a unanimous vote.
MAYOR TAKES NOMINATIONS FOR COUNCIL VICE-PRESDIENT
CM Gerber made a motion to nominate CM Hubbs as Council Vice-President. CM Lane
seconded the motion. Mayor Aichele called for a roll call vote, and the motion passed with a
unanimous vote.
NOMINATIONS
Council President (CP) Gerber took over the gavel and accepted nominations for Assistant
Secretary. CP Gerber made a motion to nominate CM Eager. After a short discussion of the role
of Assistant Secretary, CM Beillile seconded the motion. The motion passed with a unanimous
vote.

CP Gerber made a motion to appoint the Borough Manager, Rebecca DeSantis-Randall, as
Borough Secretary and Treasurer, Assistant Secretary of Zoning Hearing Board, Tax Collector,
and Right to Know Officer. CM Beillile seconded the motion. The motion passed with a
unanimous vote.
CP Gerber made a motion to retaining professional services of the Borough Solicitor
(Josele Cleary, Esquire with Morgan, Hallgren, Crosswell & Kane, P.C.), Borough Engineer
(RAV Associates), Borough Auditor (SEK CPAs and Advisors), Labor counsel (Joseph P.
Hofmann with Stevens & Lee), Wastewater Treatment Plant Engineer (GHD), Sewage
Enforcement Officer (SEO) (Mark Deimler with Solanco Engineering), Zoning Hearing Board
Attorney (Neil Albert, Esquire), and Zoning Officer/Building Code Enforcement Officer (Rob
Moyer with CCSI). CM Hubbs seconded the motion. The motion passed with a unanimous vote.
CP Gerber postponed the nomination of a chairperson for the Vacancy Board until the first
meeting of the Personnel Advisory Committee.
BOROUGH MANAGER’S REPORT
CP Gerber made a motion to appoint Rebecca DeSantis-Randall, Borough Manager, as the
Borough’s representative to the Lancaster Inter-Municipal Committee (LIMC). CM Beillile
seconded the motion. The motion passed with a unanimous vote.
CP Gerber discussed the Committee structure for the Council and reviewed the typical
schedule of meetings. She asked all Council Members to send her a list in order of priority of the
Committees they would like to join. CP Gerber stated that she would do her best to accommodate
those requests and that Committees and schedules would be announced at the next meeting in
preparation of the annual advertisement for monthly council meetings.
CP Gerber discussed the check signing process for the Council, stating that she would like
to continue to practice of one council member signing checks and one staff member.
Borough Manager (BM) DeSantis-Randall reviewed the list of employee resignations
from the previous weeks for Council’s approval. Tim Ebaugh submitted a letter of resignation
after 19 years of service. CP Gerber made a motion to accept his resignation, which was seconded
by CM Eager. The motion passed with a unanimous vote. Andrew Boxleitner submitted a letter of
retirement after 29 years of service. CP Gerber made a motion to accept his resignation with
regrets, which was seconded by CM Hubbs. Sue Kornfeld submitted a letter of resignation after
1.5 years of service. CP Gerber made a motion to accept his resignation, which was seconded by
CM Hubbs. The motion passed with a unanimous vote.
It was determined that since there would not be a Personnel Committee meeting before
February due to advertising requirements, so CP Gerber made a motion to advertise the Finance
Officer position, which was seconded by CM Hubbs. The motion passed with a unanimous vote.

CP Gerber requested a motion to advertise the Street Superintendent position in house, as
set by precedent with union positions. The motion was made by CM Hubbs and seconded by CM
Kerlavage. The motion passed with a unanimous vote.
