MILLERSVILLE BOROUGH FINAL COUNCIL MEETING MINUTES
The MILLERSVILLE BOROUGH COUNCIL MEETING was held on Tuesday, June 25,
2024 in the Millersville Borough Public Meeting Room located at 100 Municipal Drive,
Millersville, Pennsylvania.
The meeting was called to order at 7:00 PM by Council President Joseph Lane.

PUBLIC HEARING:
There was one public hearing held at the start of the meeting, relating to the ordinance to
amend the zoning ordinance concerning short-term rentals. CP Lane opened it up for comments
from the public. With no comments from the public and no discussion from Council, a motion
was made by CM Bellile to approve the ordinance, which was seconded by CM Gerber. The
motion was unanimously approved.
ORDINANCE NO. 2024-04
Ordinance to Amend Zoning Ordinance Concerning Short Term Rentals
CP Lane called for a pledge to the flag as well as an observed moment of silence.
CP Lane opened the meeting with a brief discussion of procedural reminders in order to
allow for appropriate public comment and give council time to respond to public proposals.
Manager DeSantis-Randall noted that all abstentions must be made by voice and with an
accompanying form.

APPROVAL OF MINUTES
Council Member (CM) Kerlavage made a motion to approve the June 11, 2024 minutes.
CM Eager seconded the motion. Through voice vote, there were six in favor (CMs Bellile, Eager,
Giberson, Kaufhold, Kerlavage, and Lane), and one documented abstention from CM Gerber.
CITIZEN REQUESTS OR CONCERNS
Phil Gerber, of 122 Village Drive, Chair of the Historic Commission, spoke about his
previous request of the Council to use Pavilion A in Millersville Park as a memorial to honor John
Herr, including renaming the building and adding a plaque. He said that he had been advised to go
to the Park Commission and that he had not heard whether they had addressed the issue in several
months. Manager DeSantis-Randall noted that the Parks Commission had voted against the
initiative in its last meeting, with the recommendation to the Public Works and Public Welfare
Advisory Committee to consider policies around the naming after individuals. CP Lane said that
the Park Commission is an advisory committee and that the Council may still pursue this
initiative, and that it would be added as an agenda item for the next PW&PW Committee meeting
in July.
REPORTS OF BOARDS AND COMMISSIONS
BLUE ROCK REGIONAL FIRE COMMISSION: None.
COUNCIL COMMITTEE ITEMS FOR ACTION
FINANCE COMMITTEE
A motion was made to approve the May finance report by CP Lane, seconded by CM
Giberson, and approved by all. This item was out of committee.
PERSONNEL COMMITTEE
No voting items.
PUBLIC WORKS AND PUBLIC WELFARE COMMITTEE
No voting items.
MAYOR’S REPORT:
Mayor Aichele spoke about joining the Chief of Police to watch two new Millersville
police officers graduate from the 124th Municipal Police Academy, Steven Althouse and Patrick
Giberson. He also noted that the Millersville Police Department is celebrating 90 years of service
this year and encouraged the public to see the display case outside the police department about its
history. He also noted that the Chief of Police is having trouble staffing the school crossing
guards due to dangerous environment and that there is a conversation planned for the next
Personnel Committee and a meeting with the school district to discuss alternatives. The Chief of
Police presented the monthly police report, in which there were 322 calls for service. The Chief of

Police also spoke about the short-staffing issue and that there are three potential candidates for
hire in response to previously approved advertising.
MILLERSVILLE UNIVERSITY REPORT: None.
PENN MANOR REPORT: None until Fall.
BOROUGH MANAGER’S REPORT
Manager DeSantis-Randall brought forward the request for authorization to execute the
agreement providing for Grant of Riparian Buffer Easement with Student Lodging for the Stream
Restoration Project located near University Drive. A motion to authorize this agreement providing
for grant of riparian buffer easement for stream restoration project made by CM Eager, seconded
by CM Kerlavage, and approved unanimously.
Manager DeSantis-Randall brought forward a request to approve of the hiring of Emma
Danae Droz for the position of Part-Time Administrative Coordinator, with a start date of July 1st
and proposed pay rate of $20 per hour. A motion to approve this hire was made by CM Giberson,
seconded by CM Eager, and approved unanimously.
Manager DeSantis-Randall noted the upcoming budget season and that the Council would
be receiving dates for the next six months until the budget approval at the last meeting in
December. CM Gerber asked about the status of the 2022 and 2023 audits, and Manager
DeSantis-Randall stated that she has not heard back from the auditing firm despite frequent
attempts to contact. CM Gerber commented that it is difficult to create the new budget without the
audited budgets from prior years. CP Lane noted that future contracts should include penalties for
lack of communication, and that it would be added to the agenda for the Finance committee.
PRESIDENT’S REPORT: None
UNFINISHED BUSINESS:
CM Kaufold revisited the issue of naming Pavilion A in honor of John Herr. The Council
discussed and agreed to add the matter to the next Public Works Public Welfare Committee
meeting agenda.
EXECUTIVE SESSION: None
ADJOURNMENT
CM Bellile made a motion to adjourn. CM Kerlavage seconded the motion. The motion
passed with a unanimous vote. The meeting adjourned at 7:32 PM.
