July 23, 2024 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES The MILLERSVILLE BOROUGH COUNCIL MEETING was held on Tuesday, July 23, 2024 in the Millersville Borough Public Meeting Room located at 100 Municipal Drive, Millersville, Pennsylvania. The meeting was called to order at 7:00 PM by Council President (CP) Joseph Lane. The meeting began with a pledge to the flag as well as an observed moment of silence. COUNCIL MEMBERS Marianne Kerlavage David T. CM Bellile seconded the motion. CP Lane discussed that a few emails had been sent by residents to Council in relation to the July 9th meeting and requested that the emails be added to the record prior to posting of the minutes. With no objections from Council, the motion to approve the July 9, 2024 minutes with the noted additions passed with a unanimous vote. CITIZEN REQUESTS OR CONCERNS Richard Frantz, 55 N. Duke Street, spoke about his ideas regarding improving safety for the crossing guards, including adding cameras, police patrols, and parking empty squad cars. 1 of 3 July 23, 2024 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES REPORTS OF BOARDS AND COMMISSIONS BLUE ROCK REGIONAL FIRE COMMISSION CM Bellile presented the report of the Blue Rock Regional Fire Commission’s meeting on July 11th. In the meeting they reviewed the financial report and stated that there will be an increase in the 2025 budget due to the cost of future facilities and other rising costs. They also plan to consolidate two of their four stations into one. Their current building fund is $90,000. They received a total of 80 calls in June. They discussed an impending change in their radio systems per the county. They also discussed the proposed contract for the land that they hope to purchase. CIVIL SERVICE COMMISSION Upon recommendation of the Civil Service Commission, presented by Ken Eckert, the motion was made by CM Giberson to extend conditional offers to Traci Starry and Rebekah Peifer for the vacant police officer positions in the police department, pending final testing. CM Bellile seconded the motion. The motion passed with a unanimous vote. Mr. Eckert also reminded everyone in attendance of the upcoming National Night Out on August 6th, 2024, and asked that they all attend. Mayor Aichele introduced the two potential police officers, Traci Starry and Rebekah Peifer, and noted that they will be making history as the first female full-time officers of Millersville Borough. Major Aichele also invited Officer Matthew Hammer forward, presenting him with a plaque thanking him for his twenty-five years of service to the Borough in light of his upcoming retirement. COUNCIL COMMITTEE ITEMS FOR ACTION FINANCE COMMITTEE A motion was made to approve the June finance report by CP Lane and approved by all. This item was out of committee. PERSONNEL COMMITTEE A motion was made to approve of filling the vacancy on the Park Commission with applicant David Sykes, with a term ending date of 12/31/2025, by CM Marianne and approved by all. This item was out of committee. PUBLIC WORKS AND PUBLIC WELFARE COMMITTEE No voting items. CM Giberson invited anyone interested to read the minutes of the July 9th meeting once they are posted. 2 of 3 July 23, 2024 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES MAYOR’S REPORT: Mayor Aichele stated that with the addition of the two potential police officers presented during the meeting, the police department should finally be fully staffed by September. The Chief of Police presented the monthly police report, in which there were 327 calls for service. MILLERSVILLE UNIVERSITY REPORT: None. PENN MANOR REPORT: None until Fall. BOROUGH MANAGER’S REPORT: None PRESIDENT’S REPORT: None UNFINISHED BUSINESS: None EXECUTIVE SESSION: None ADJOURNMENT CM Giberson made a motion to adjourn. CM Kerlavage seconded the motion.
