MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES
The MILLERSVILLE BOROUGH COUNCIL MEETING was held on Tuesday, August
27, 2024 in the Millersville Borough Public Meeting Room located at 100 Municipal Drive,
Millersville, Pennsylvania.
The meeting was called to order at 7:01 PM by Council President (CP) Joseph Lane. The
meeting began with a pledge to the flag as well as an observed moment of silence.

Council Member (CM) Phyllis Giberson made a motion to approve the August 13, 2024
minutes. CM Kerlavage seconded the motion. The motion passed with a unanimous vote.

SWEARING IN OF OFFICERS
Mayor Aichele conducted the swearing in of new police officers Traci Starry and Rebekah
Peifer.
CITIZEN REQUESTS OR CONCERNS: None
PRESENTATION: LANCASTER PUBLIC LIBARARY
Jon Heinly, Director of Donor Advising, and Coreena Byrnes, Director of Library
Services, of the Lancaster Public Library (the “Library”), presented to Council the mission of the
Library, as well as the various programs, initiatives, and resources made available by through
Library. Mr. Heinly noted that in 2023, 16% of Borough residents were Library cardholders, and
11,116 materials with a value of $286,016 were borrowed by Borough residents. Millersville
Borough gave $2,861 to the Library in 2024, and Mr. Heinly was ended his presentation with a
request for Council to increase the amount given in 2025 by a minimum of 4%, to a total of
approximately $3,000.
Council posed questions to Mr. Heinly relating to book banning; details on various library
programs, particularly those relating to services for senior citizens; giving by Millersville
University and Penn Manor School District; and what parking is available at the Lancaster City
and other locations.
REPORTS OF BOARDS AND COMMISSIONS
BLUE ROCK REGIONAL FIRE COMMISSION
CM Bellile presented the report of the Blue Rock Regional Fire Commission’s
meeting on August 1st. In the meeting the Commission reviewed the financial report and
stated that they were on budget. As part of the consolidation of the two fire stations, the
Commission will prepare a new vehicle replacement plan.
The Commission discussed funding for the new building. This included $15,000 in
grant money from the state, and that the state is holding $40,000 to be contributed to the
new building once construction begins. The Commission further noted that a
reimbursement request has been made to FEMA for $37,000. They noted that the appraisal
made in 2021 for the Civic Center and Station 907 combined came in at $520,000, which
is expected to have increased in 2024. Future donations from LCSWMA and the money
market account will provide about $70,000 to $100,000 in annual funding towards the new
building. The Commission noted that the renting of the Civic Center is bringing in $750
on a monthly basis.
CM Bellile noted that the land purchase had been completed, and that there is a
120-day due diligence period and buyback clause if the land cannot be built upon. The
Commission discussed the due diligence and archaeological study and unanimously
agreed to accept the proposal of Chronical Heritage.

COUNCIL COMMITTEE ITEMS FOR ACTION
FINANCE COMMITTEE
A motion was made to approve the July financial reports by CP Lane, seconded by
CM Giberson, and approved by all.
PERSONNEL COMMITTEE
No items for action.
PUBLIC WORKS AND PUBLIC WELFARE COMMITTEE
Council discussed a request to advertise an ordinance to amend Chapter 305 to
revise sewer rates. CP Lane and CM Eager suggested adjusting the language of the
ordinance to have a single increase in the sewer rate followed by a period of review as
opposed all three sewer rate increases included over a period of six years. Council agreed
to adjust the language and vote at the September 10th meeting on the adjusted language.
CM Giberson made a motion to approve the advertising of an ordinance to amend Chapter
305 to revise sewer rates. The motion passed with a unanimous vote. This item was out of
committee.
MAYOR’S REPORT:
Mayor Aichele thanked the Civil Service Committee for their hard work on National
Night Out. The Mayor also stated that he had received several complaints at NNO about weeds
throughout the Borough, particularly along the Millersville Parade route. He requested that any
residents who saw properties with significant weeds report those properties to the Borough Code
Enforcement and Zoning Officer Rob Moyer.
Chief Jeff Margevich presented the July police report in which there were 245 calls for service.
MILLERSVILLE UNIVERSITY REPORT:
Dr. Victor DeSantis, Vice President for University Relations & Strategic Initiatives at Millersville
University, presented the Millersville University (MU) report. Dr. DeSantis stated that 2024
enrollment came in at 1,250 first year students and 300 transfer students, that total headcount was
above 7,000 for the first time since the pandemic, and that they were just below 100% occupancy.
He reported that MU welcomed its new students with the EPPIIC Weekend, and that MU had
participated in FAFSA Fiesta over the summer to provide personal assistance to students and their
families to complete the FAFSA. Dr. DeSantis noted that MU had been awarded a $98,000
Digital Literacy and Workforce Development grant from the Pennsylvania Department of Labor
and Industry. He also noted that MU would be opening a Chic-fil-a in the Student Memorial
Center during the 2025 spring semester. The MU Athletic Department welcomed a new athletic
director, Kate Corcoran, and football season would be kicking off on August 29th. MU
Homecoming was scheduled for September 20th and 21st, and would include the Millersville
Parade, the Ville Block Party, and the Homecoming Football Game. Dr. DeSantis ended his
report with an overview of the upcoming performing arts events scheduled at MU.

PENN MANOR REPORT: None.
BOROUGH MANAGER’S REPORT
Manager DeSantis-Randall reported that National Night Out went very well and thanked
all who came out for the evening.
Manager DeSantis-Randall gave an update on the schedule for the 2025 Budget. She laid
out meeting dates between September and December for review and approval of the budget by the
Council committees and Council itself.
Manager DeSantis-Randall finally reminded Council again that Saturday in the Park was
coming up on September 14, 2024 in Freedom Memorial Park and asked those present to attend.
PRESIDENT’S REPORT:
CP Lane brought forward discussion of a resolution officially permitting use of Borough
Facilities by the Millersville Area Historical Society. Council discussed the Historical Society’s
exemption from the application process described by the draft guiding document on use of
Borough Facilities by outside organizations. CM Kaufhold made a motion to approve the
resolution concerning use of Borough Facilities by the Millersville Area Historical Society. CM
Giberson seconded the motion. The motion passed with a unanimous vote.

CP Lane also brought forward a discussion of a guiding document authorizing use of
Borough Facilities by outside organizations. CM Eager made a motion to approve the guiding
document authorizing use of Borough Facilities by outside organizations. CM Giberson seconded
the motion. Council discussed details of the application process, including whether fees would be
charged and prohibited uses. The motion passed with a unanimous vote.

CM Bellile made a motion to adjourn. CM Eager seconded the motion. The motion passed
with a unanimous vote. The meeting adjourned at 8:01 PM.
