MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES
The MILLERSVILLE BOROUGH COUNCIL MEETING was held on Tuesday,
September 24, 2024 in the Millersville Borough Public Meeting Room located at 100 Municipal
Drive, Millersville, Pennsylvania.
The meeting was called to order at 7:00 PM by Council President (CP) Joseph Lane. The
meeting began with a pledge to the flag as well as an observed moment of silence.

APPROVAL OF MINUTES
Council Member (CM) Giberson made a motion to approve the September 10, 2024
minutes. CM Kerlavage seconded the motion. The motion passed with a unanimous vote.
CITIZEN REQUESTS OR CONCERNS:
Richard Frantz, of 55 North Duke Street, spoke of his concerns regarding the number of
mosquitos in the area around N. Duke and Prince Streets and asked about the possibility of the
nearby developers applying pesticides. He also suggested involving Millersville University (MU)
in the discussion around crossing guards due to MU’s contribution to increased traffic in the
Borough.
REPORTS OF BOARDS AND COMMISSIONS
BLUE ROCK REGIONAL FIRE COMMISSION
CM Bellile reported on the Blue Rock Regional Fire Commission’s special
meeting earlier in the week. The Commission reported in the meeting that it had bought
the property for the new firehouse, with a plan to consolidate two existing firehouses into
a single new firehouse. In the meeting the Commission presented the building plans and
invited discussion from firefighters. Some firefighters gave negative feedback that the

consolidation increased travel times, and the Commission explained that the property
purchased was the fifth choice for the Commission due to extenuating circumstances
COUNCIL COMMITTEE ITEMS FOR ACTION
FINANCE COMMITTEE
CP Lane made a motion to accept the August Financial Report and authorize staff
to satisfy the ordinary and routine obligations incurred by the Borough for the month. The
motion passed with a unanimous vote.
CP Lane made a motion to acknowledge the Minimum Municipal Obligation
(MMO) for the Borough Pension Plans as provided by the Borough’s pension advisors and
the selection of the market value MMO for the Borough’s 2025 contribution. The motion
passed with a unanimous vote.
PERSONNEL COMMITTEE
CM Kerlavage made a motion to accept the resignation of Anne Thundercloud
from the Planning Commission. The motion passed with a unanimous vote.
PUBLIC WORKS AND PUBLIC WELFARE COMMITTEE
CM Bellile made a motion to adopt the “Resolution of the Council of the Borough
of Millersville Establishing a Borough Naming Policy” and the updated Exhibit A policy.
Discussion ensued regarding revisions to the Policy. With no further discussion, the
motion passed with a unanimous vote.
RESOLUTION NO. 2024-22
Resolution of the Council of the Borough of Millersville Establishing a
Borough Naming Policy
CM Giberson made a motion to advertise the draft “Ordinance to Amend Zoning
Ordinance Governing Parking of Large Recreational Equipment” for future adoption by
Council. CP Lane read the draft ordinance, and Manager DeSantis-Randall noted the
Borough Solicitor’s feedback that the revised ordinance applied only to residential
districts. With no further discussion, the motion passed with a unanimous vote.
CM Giberson made a motion to award a one-year snow removal contract to
Kennan Excavation and Concrete at $115 per unit. Discussion ensued regarding
comparison of rate to the prior year’s contract, which was unchanged. With no further
discussion, the motion passed with a unanimous vote.
MAYOR’S REPORT:
Mayor Aichele thanked those who attended Saturday in the Park and the Millersville
Parade. He specifically thanked Dr. Victor DeSantis for his hard work at the Parade.

Chief Jeff Margevich presented the August police report in which there were 374 calls for
service. The Chief noted that the report contained an unusually high number of traffic violations
due to the Borough now having more officers on the roads. The Mayor further noted that the
number of calls for service thus far in 2024 totaled 2966, whereas the total number of calls in
2021 was only 1737.
MILLERSVILLE UNIVERSITY REPORT:
Dr. Victor DeSantis, Vice President for University Relations & Strategic Initiatives at
Millersville University, presented the MU report. Dr. DeSantis reported on a number of MU start-
of-the-year events, including the opening address by the MU President on September 6th and the
Day of Caring. He reported on Millersville Homecoming, noting that the Millersville Parade was
a great success with great weather and thanked Council for their contributions to the day,
including permitting the street closure for the MU Block Party.
Dr. DeSantis reported on upcoming events, including the 40th Conference on the
Holocaust and Genocide to be held on September 30th. Other events included Jazz at the ‘Ville on
October 25th. He also noted there may be more traffic than usual due to Open House on
September 28th.
Dr. DeSantis stated that MU has risen in the national rankings to 101, up from 116. He
also reported that MU had received a grant of $50,000 for a Reducing Underage Drinking and
Dangerous Drinking grant from the Pennsylvania Liquor Control Board.
PENN MANOR REPORT:
CP Lane reported that Principal Eby is still identifying student representatives for the year,
so there would be no report at this time.
BOROUGH MANAGER’S REPORT
Manager DeSantis-Randall reported that Saturday in the Park went very well and thanked
all who came out, including the MU students who attended as part of Day of Caring to clean up
the park. She also reported that the Millersville Parade went very well.
Manager DeSantis-Randall reported on the results of the bid opening for a new five-year
Trash and Recycling Removal Contract. She stated that Penn Waste, the Borough’s current
contractor, was the lowest responsive bidder with a year one price of $228 per unit for toter
service. Manager DeSantis-Randall noted that the Borough offered two options for bidding this
year – an option with toters and without. Discussion involved the difference between toter service
and the current model of street service, the difference in rate for each option, the current trash and
yard waste tag system (to which there would be no changes), and updated reporting timelines
between Penn Waste and the Borough. Manager DeSantis-Randall further added that the Borough
has had struggles with Penn Waste in the past, and that Borough staff has met with Penn Waste to
discuss and address these issues moving forward. Further discussion related to what residents
would do with old trashcans, the pros and cons of toters, the continued provision of door service
for particular residents, and the calculation for rate increases each year. CP Lane made a motion

to award a five-year contract, with two possible one-year extensions, to Penn Waste for municipal
trash and recycling removal with toter service for a Year One price of $228 per unit. This motion
passed with five in favor and CP Lane voted against.
Manager DeSantis-Randall brought forward the final agenda item, which was discussion
of a crossing guard contract with Crossing Guard Services LLC. She stated that the Borough
Solicitor was still working on the agreement, and that it would be presented to Council once the
Borough Solicitor finished her review. She also noted that the Borough Solicitor conveyed that if
the contract was approved, then Council may choose to dissolve the Educational Service Agency
as it would no longer be needed. This item is tabled until the next meeting.

passed with a unanimous vote. The meeting adjourned at 7:49 PM.
