April 22, 2025 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES The MILLERSVILLE BOROUGH COUNCIL MEETING was held on Tuesday, April 22, 2025, in the Millersville Borough Public Meeting Room located at 100 Municipal Drive, Millersville, Pennsylvania. The meeting was called to order at 7:00 PM by Council President (CP) Joseph Lane. The meeting began with a pledge to the flag as well as an observed moment of silence. CM Kerlavage seconded the motion. The motion passed unanimously. CITIZEN REQUESTS OR CONCERNS: None REPORTS OF BOARDS AND COMMISSIONS BLUE ROCK REGIONAL FIRE COMMISSION CM Bellile reported on the Blue Rock Regional Fire Commission meeting held on April 3, 2025. The Commission reviewed the financial reports, which were on target. March saw a total of 70 calls. The Commission discussed openings for live-ins, new gear purchases, and the addition of Lancaster City and Manheim Township to daytime emergencies due to a serious house fire on Temple. The Commission then discussed the new building project. They received a $1,850 grant from the Emergency Health Services Federation, and the state requested additional archeological digs on the site. Work continues to obtain additional funding. Finally, the Commission discussed a letter from a citizen with suggestions for recruitment. 1 of 4  April 22, 2025 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES CIVIL SERVICE COMMISSION Tony Hightower, representing the Civil Service Commission, reported that at their April 21st meeting, the Commission had certified two applicants, Croft Howley and Carly Holtzman, for openings in the police department. He then requested that Council approve the extension of conditional job offers to the two candidates. With no discussion, CP Lane made a motion to approve the conditional hiring of Croft Howley and Carly Holtzman per the guidelines of the Civil Service Commission regulations. CM Giberson seconded the motion. The motion passed unanimously. Mr. Hightower then reported that National Night Out registrations were underway. This year’s event would focus on Crime Watch signup, and he requested community assistance with the event. National Night Out will be held on August 5th, 2025. COUNCIL COMMITTEE ITEMS FOR ACTION FINANCE COMMITTEE Council discussed a few questions regarding the March Financial Report. After discussion, CP Lane made a motion to accept the March Financial Report and authorize staff to satisfy the ordinary and routine obligations incurred by the Borough for this month. The motion passed unanimously. This item was out of committee. PERSONNEL COMMITTEE CP Lane made a motion to approve the Ordinance to Dissolve the Educational Service Agency. The motion passed unanimously. This item was out of committee. ORDINANCE NO. 2025-05 Ordinance to Dissolve the Educational Service Agency CP Lane made a motion to approve the Borough’s updated Accident and Illness Prevention Program Manual as presented. The motion passed unanimously. This item was out of committee. CP Lane made a motion to approve the appointment of Ed Hersh to the Zoning Hearing Board as a member with a term ending on 12/31/26. The motion passed unanimously. This item was out of committee. PUBLIC WORKS AND PUBLIC WELFARE COMMITTEE: None. MAYOR’S REPORT: Mayor Aichele brought forward a letter from a resident regarding an oil leak on Spring Drive. Manager DeSantis-Randall described the incident, noting a Penn Waste truck sprang a leak 2 of 4  April 22, 2025 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES and Penn Waste took action to clean up the spill. She noted however that the oil stain would likely remain. Chief Margevich delivered the February Police Report, in which there were 368 calls for service. Mayor Aichele then thanked the Civil Service Commission for their hard work in helping to keep the Police Department fully staffed. MILLERSVILLE UNIVERSITY REPORT: Abby Norman, Millersville University Student Representative, and Dr. Victor DeSantis, VP of External Affairs and Chief of Staff at Millersville University, delivered the MU report. Ms. Norman reported that Spring Commencement was scheduled for May 10th. Upcoming arts events included iLuminate on April 25th; We the People First Friday presenting Xiaochi on May 2nd and Ikebana on May 2nd through May 30th; and Plena Libre on May 3rd. Ms. Norman then reported on athletics, noting MU’s Academic All District honorees by the College Sport Communicators; MU’s Scholar All-Americans by the National Wrestling Coaches Association; and MU’s Student Athlete Advisory Committee (SAAC) Field Day hosted for 2nd through 6th graders for the Make- a-Wish Foundation. Ms. Norman reported on the recent launch of two weather balloons by MU’s student led organization TILTTING. Dr. DeSantis noted the upcoming 5th Annual United Nations Sustainable Development Goals (SDG) Conference on Thursday, June 5th, with a theme of “Building Safer Communities: Reducing Community and School Violence.” He finally reported again that MU would be hosting an AI & Local Government Training on May 21st, and that several Borough representatives were already signed up. PENN MANOR REPORT: Penn Manor Student Advisory Council Member Brady Breneman presented the Penn Manor report. Mr. Breneman reported on upcoming end-of-the-year events, including AP Testing, Teacher Appreciation Week, the District Art Show, and the Senior Athletic Awards. He finally noted that Commencement would be held on June 4th at Franklin & Marshall College, and the last day of school on June 5th. BOROUGH MANAGER’S REPORT Manager DeSantis-Randall brought forward approval of a one-year extension of Denali Biosolid Removal Contract Reflecting CPI Increase of 2.9%. CP Lane made a motion to approve the one-year extension of the agreement with Denali Water Solutions LLC for the Borough’s Biosolid Management Service through May 31, 2026, and reflecting the 2.9% CPI increase. CM Giberson seconded the motion. The motion passed unanimously. Manager DeSantis-Randall then brought forward approval of an Escrow Reduction Request for Satnam II, LLC Project at 36/38 Manor Ave. The land development project is coming to a close, and RAV Associates reviewed the items to be completed and recommended full return of the escrow held, minus applicable engineering and legal costs. CP Lane made a motion to approve the escrow reduction request of Satnam II, LLC for their project at 36/38 Manor Ave to 3 of 4  April 22, 2025 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES close out the project and return the remaining escrow held.
