MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES
The MILLERSVILLE BOROUGH COUNCIL MEETING was held on Tuesday, July 8,
2025, in the Millersville Borough Public Meeting Room located at 100 Municipal Drive,
Millersville, Pennsylvania.
The meeting was called to order at 6:00 PM by Council President (CP) Joseph Lane. He
began the meeting by recognizing the passing of Sam Bigler, a longtime Borough resident and
frequent attendee of Borough Council meetings. He asked that those present take time during the
moment of silence to remember Mr. Bigler’s example of civic engagement. The meeting then
began with a pledge to the flag as well as an observed moment of silence.

APPROVAL OF MINUTES
CP Lane made a motion to approve the June 24, 2025, minutes. Council Member (CM)
Giberson seconded the motion. The motion passed unanimously.
CITIZEN REQUESTS OR CONCERNS:
Randall Snyder, 209 Manor Avenue, complained about several Manor Avenue properties
for weeds and appearing abandoned. Mr. Snyder requested the Borough take action to clean up

the properties and to add additional owner responsibilities to the Streets and Sidewalk Ordinance.
Council asked about which specific parts of Manor were the issue. Mr. Snyder finally voiced
concern about speeding on Manor Avenue from both Penn Waste trucks and Lancaster City
buses.
Nickole Nafziger, 201 Manor Avenue, first echoed Mr. Snyders complaints and then
thanked the Borough for quickly fixing potholes. Ms. Nafziger then complained that Penn Waste
trucks were beeping loudly while backing up outside residences located in alleys early in the
morning and asked if they could be required to wait to collect until later in the day.
APPOINTMENT OF PERSONNEL COMMITTEE CHAIR
CP Lane appointed CM Gerber as the new Personnel Committee chair.
FINANCE ADVISORY COMMITTEE MEETING
CP Lane took a roll call of the members of the Finance Committee, in which all four
members were present (CMs Lane, Giberson, Gerber, and Kerlavage).
CP Lane made a motion to accept the June Financial Reports and authorize staff to satisfy
the ordinary and routine obligations incurred by the Borough for this month. CM Gerber seconded
the motion. The motion passed unanimously. This item moves out of committee.
CP Lane then closed out the Finance Committee meeting.
PERSONNEL ADVISORY COMMITTEE MEETING
CM Gerber took a roll call of the members of the Personnel Committee, in which all three
members were present (CMs Gerber, Bellile, and Kaufhold).
Manager DeSantis-Randall presented a discussion of the Borough Employee Handbook
update. She noted the Handbook was last updated in 1996 and key areas changed or added
included FMLA, COBRA, an IT/social media policy, and types of leave. CM Gerber made a
motion to approve the adoption of the updated Millersville Borough Employee Handbook as
presented. CM Kaufhold seconded the motion. The motion passed unanimously. This item moves
out of committee.
CM Gerber presented a discussion of Planning Commission vacancy applications. Three
candidates submitted applications: Dan Ostrowski, Amos Hess, and Jennifer Engle. After
discussion, CM Bellile made a motion to approve the resolution to appoint Dan Ostrowski to fill
the Planning Commission vacancy with a term ending 10/31/26. CM Kaufhold seconded the
motion. The motion passed unanimously. This item moves out of committee.
CM Gerber lastly brought forward discussion of candidates for Council vacancy. She
began by addressing an LNP article written about the previous Council meeting wherein she was
misquoted, and she reiterated that she would be selecting the most qualified candidate to fill the
Council vacancy, rather than showing preference based on party or who is on the ballot. She then
reviewed the Borough Code’s process for filling a Council vacancy and noted that three

candidates had submitted applications: Dan Ostrowski, Mike Miklos, and John Michener. CM
Gerber invited the whole of Council to provide input for interviews with the two applicants
present, with the third candidate to be interviewed at the following Council meeting.
1. Council first interviewed Dan Ostrowski. Mr. Ostrowski explained to Council his desire to
serve on Council and his qualifications, including previous Council tenure. Council asked
what issues he felt he could help weigh in on, and he identified development. Council also
asked what Mr. Ostrowski would do if a conflict of interest arose regarding his business in
the Borough, and he said he would recuse himself.
2. Council then interviewed Mike Miklos. Mr. Miklos also explained his interest in serving
on Council and his background in psychology. Council similarly asked what issues he felt
he could help weigh in on, and he identified development and general Borough welfare.
Council also asked what prior experience he had with municipalities, and he stated that he
had never worked directly with a municipality but had served on the Community Action
Program’s board of directors and the Elizabeth Jenkins Early Childhood Center board of
directors.
CM Gerber thanked the candidates for their interest and then closed out the Personnel
Committee meeting.
PUBLIC WORKS AND PUBLIC WELFARE ADVISORY COMMITTEE
CM Giberson took a roll call of the members of the PW&PW Committee, in which all
three members were present (CMs Giberson, Bellile, and Kaufhold).
Borough Code Enforcement/Zoning Officer Rob Moyer presented the June Codes and
Zoning Report. CM Giberson asked about the properties on Manor identified during the Citizen
Requests or Concerns period. Mr. Moyer stated he had not received specific complaints about the
identified properties previously, and he would be looking into them. The Committee asked Mr.
Moyer to keep them appraised and also asked him to review the citation process for the residents
present.
CM Gerber and Manager DeSantis-Randall further noted that Penn Waste begins early on
Manor Avenue due to high traffic density.
CM Giberson then closed out the PW&PW Committee meeting.
DISCUSSION OF PUBLIC HEARING REGARDING THE PROPOSED TEXT AMENDMENT
FROM GARMAN BUILDERS
CM Giberson proposed the Borough hold a separate meeting for the public to attend and
discuss the proposed text amendment from Garman Builders. The most likely location identified
was Eshelman Elementary. Manager DeSantis-Randall then noted that the item before Council is
approval of a text amendment of the Zoning Ordinance, not plan approval for the development.
She stressed that the final text amendment was still under review and a public hearing date had
not yet been set. She added that rather than a public hearing, it may be most appropriate to ask
Garman to host one or more informational sessions in September and/once they have submitted a

plan to Council and that Garman was willing to do so. Council stated that if Garman hosted the
session, they must provide the opportunity for the community to ask questions and that the
session must be well-publicized.
MAYOR’S REPORT:
Mayor Aichele then reported that the police record disposition had been completed by on-
site shredding. He also noted that the Chief had received several preliminary applications for new
officers. Finally, he noted that officers would make notes of addresses with significant Borough
Code violations and keep Mr. Moyer informed.
BOROUGH MANAGER’S REPORT
Manager DeSantis-Randall began her report with the awarding of the Cottage Ave Traffic
Signal Upgrade Contract to CM High for $51,900.00. CP Lane made a motion to award the
Cottage Avenue Traffic Signal Upgrade Contract to CM High at a contract price of $51,900. CM
Bellile seconded the motion. The motion passed unanimously.
She lastly noted that the paving of E. Cottage Avenue, Circle Road, and Herr Avenue was
complete.
PRESIDENT’S REPORT:
CP Lane reminded Council Members to complete cybersecurity training. He further
encouraged additional letters of interest to fill the Council vacancy. Finally, he noted that the
police union contract negotiations had begun and that he, CM Gerber, CM Kaufhold, and
Manager DeSantis-Randall were representing the Borough.

CM Kerlavage made a motion to adjourn. CM Giberson seconded the motion. The motion
passed unanimously. The meeting adjourned at 6:55 PM.
