BOROUGH OF MILLTOWN 2024 Youth in Government Borough Council Meeting May 12, 2025, at 7pm Meeting Minutes Tonight’s meeting is the annual Youth in Government Council Meeting run by 8th graders from Joyce Kilmer School. These young aspiring professionals are excited for the opportunity to work alongside our esteemed Borough Council and Mayor. All actions taken by the Youth in Government representatives will be legally binding after a Resolution is adopted by the Milltown Borough Council at the end of this meeting. The Youth in Government Borough Council Meeting of the Milltown Borough Council was held on May 12, 2025, at Milltown Borough Hall, 39 Washington Avenue, Milltown, New Jersey. The meeting was called to order by Student Mayor Zink at 7:00PM. Clerk Monica Orlando read the following statement: Adequate notice of this meeting has been provided as required under Chapter 231, P.L. 1975, specifying the time, date, and location by posting a copy of the notice on the Municipal Building, Municipal Website, providing a copy of the Annual Notice Schedule to the official newspapers of the Borough and is on file in the Clerk’s Office. Student Mayor Zink announced a moment of silence followed by a salute to the flag. Presentation: Jill Hetzler of the Milltown Education Foundation gave presentation on their fund-raising activities and further requested waiver of fees from the Borough for their fundraising programs and events. Resolution 2025-177 Authorizing to Hire – Part Time Clerk 2 Recreation WHEREAS, the need exists for a part-time Clerk 2 in the Recreation Department; and WHEREAS, the Recreation Director has made a recommendation to hire Kelly Boyd; and WHEREAS, the Borough Council is desirous of hiring Kelly Boyd for an hourly salary of $25/hour; and WHEREAS, the funds are in the 2025 budget for said position and the applicant will be paid in accordance with the Salary Ordinance; and NOW, THEREFORE, BE IT RESOLVED, by the Borough Council of the Borough of Milltown, County of Middlesex, State of New Jersey, that the Borough Administrator be and is hereby authorized to offer part time employment Kelly Boyd within the Recreation Department with a salary of $25 hourly in accordance with the salary ordinance, retroeffective to April 30, 2025. Resolution 2025-178 Calling for the Restoration of Energy Taxes to Municipalities Page 6 of 21  BOROUGH OF MILLTOWN 2024 Youth in Government Borough Council Meeting May 12, 2025, at 7pm WHEREAS, taxes on gas and electric utilities were originally collected by the host municipalities to be used for local purposes and to compensate the public for the use of their rights of way; and WHEREAS, when the State made itself the collection agent for these taxes, it promised to dedicate the proceeds to municipal property tax relief; since, just as municipalities collect property taxes for the benefit of school districts, counties and other entities; the State is supposed to collect Energy Taxes for the benefit of municipal governments; and WHEREAS, for years State budget makers have diverted funding from Energy Taxes to fund State programs; and instead of being spent on local programs and services and used to offset property taxes, the money has been spent as successive Legislatures and Administrations have seen fit; and WHEREAS, while the State may need to have the right to override the statutory dedication of these revenues to local governments, in order to deal with emergencies and crises that may occur; current State policymakers should not exercise that right automatically; and WHEREAS, while that right should be the exception, it has become the rule; and WHEREAS, by keeping flat funding of the appropriation for CMPTRA year-over-year, State Budget makers have been able to continue collecting Energy Taxes, while keeping additional revenue that should have been returned to provide property tax relief; and WHEREAS, in SFY 2023, the State did provide some much-needed relief in the allocation of $75 million of new funds identified as the Municipal Relief Fund; and WHEREAS, in SFY 2024, the State allocated $150 million in Municipal Relief Funds, however, in SFY 2025 and, as proposed in SFY 2026, no allocation will exist; and WHEREAS, in SFY 2024 the Energy Tax Receipts Program should have received over $350 million to restore municipalities back to 2008 levels, however, the State’s diversion of Energy Taxes has continued to grow causing more of a financial gap; and WHEREAS, the cumulative impact of years of flat funding and underfunding has left many municipalities with serious needs and burdensome property taxes; and WHEREAS, local elected officials are in the best position to decide the best use of these resources, which were always intended to fund local programs and services. NOW, THEREFORE, BE IT RESOLVED, that the Borough of Milltown, in the county of County of Middlesex calls for the immediate restoration of funding diverted from Energy Taxes intended for local use; and Page 7 of 21  BOROUGH OF MILLTOWN 2024 Youth in Government Borough Council Meeting May 12, 2025, at 7pm BE IT FURTHER RESOLVED, that we, respectfully, call on State policy makers to end the diversion of our municipal resources to cover State spending and to provide us with this important tool to relieve the worst-in-the-nation property tax burden borne, for too long, by the people of New Jersey; and BE IT FURTHER RESOLVED that a copy of this Resolution is forwarded to Assemblyman Karabinchak, Assemblyman Stanley, and Senator Diegnan, the Commissioner of the Department of Community Affairs Jacquelyn Suárez, the State Treasurer Elizabeth Maher Muoio, the Lieutenant Governor Tahesha Way, the Governor of the State of New Jersey Phil Murphy, and the New Jersey State League of Municipalities. Resolution 2025-186 Authorizing to Hire Full-Time Seasonal Laborer Department of Public Works WHEREAS, the need exists for full-time Seasonal Laborers in the Department of Public Works; and WHEREAS, the Supervisor of Public Works has made a recommendation to hire; and WHEREAS, the Borough Council is desirous of hiring Austin Scher, for an hourly rate of $18.50/hour; and WHEREAS, the funds are in the 2025 budget for said position; and NOW, THEREFORE, BE IT RESOLVED, by the Borough Council of the Borough of Milltown, County of Middlesex, State of New Jersey that the Business Administrator be and is hereby authorized to offer seasonal employment to Austin Scher for the position of Seasonal Laborer in the Department of Public Works effective May 13, 2025. Resolution 2025-187 Authorizing Waiving Fees for the Milltown PBA Local 338 2025 Food Truck Festival WHEREAS, the Milltown PBA Local 338 is holding a Food Truck fundraising event; and WHEREAS, the Milltown PBA Local 338 requests a waiver of Borough fees for the event; and WHEREAS, any necessary licenses or inspections that may be required by State Law or Local ordinance including, but not limited to raffle, food, fire, or tent must be applied for and obtained a minimum of two weeks prior to the event; and NOW THEREFORE BE IT RESOLVED, by the Borough Council of the Borough of Milltown, County of Middlesex, State of New Jersey that the Borough Council grants the request for the waiver of Borough fees. Page 13 of 21  BOROUGH OF MILLTOWN 2024 Youth in Government Borough Council Meeting May 12, 2025, at 7pm BE IT FURTHER RESOLVED, that Milltown Borough Officials, including, but not limited to the Mayor, Borough Administrator and Borough Clerk are hereby authorized and directed to take such ministerial actions as are necessary to effectuate the provisions of this resolution Resolution 2025-188 Authorizing Block Party and Road Closure – Debonis Drive WHEREAS, Nicole Carlton has requested a street closing for Debonis Drive at Elmwood Drive for the purpose of a Block Party; and WHEREAS, the closing will occur on Saturday, June 28, 2025, between the hours of 12:00 PM and 9:00 PM; and WHEREAS, the aforesaid proposal has been reviewed and approved by the Chief of Police. NOW, THEREFORE, BE IT RESOLVED, by the Borough Council of the Borough of Milltown, that a block party is hereby authorized as follows: Debonis Drive at Elmwood Drive will be closed to all but emergency vehicle traffic on Saturday, June 28, 2025, between the hours of 12:00 PM and 9:00 PM. REPORTS FROM ELECTED OFFICIALS: Council President Zambrana’s student representative Rezkalla reported: For Finance Committee, as you know our Council adopted the 2025 Municipal Budget on April 28, 2025. Now we are working on meeting with various departments to budget for capital expenses, such as new vehicles and 9-1-1 console equipment. For the Personnel Committee, tonight we authorized the hiring of our summer Recreation employees. We are excited to get to see everyone at the Borough Pool and Albert Avenue Summer Camp this season. We do have some Employment opportunities within the Borough. If you are interested in applying, please go to the Borough website, Select Our Borough from the top menu line, then Employment Opportunities. The Human Relations Committee met on May 6 via Zoom. Our next meeting is Tuesday, June 3rd via Zoom. The next Ford Avenue Redevelopment Agency meeting is scheduled for Tuesday, May 20th here at Borough Hall. The Revitalization Committee is working to plan the best Milltown Day yet. Our next meeting is scheduled via Zoom on Tuesday, June 10th. Page 14 of 21  BOROUGH OF MILLTOWN 2024 Youth in Government Borough Council Meeting May 12, 2025, at 7pm Councilman Collins’ student representative Poulsen reported: For the Environmental Commission, the Environmental Commission held its Earth Day Cleanup and Fair at Mill Pond Park on Saturday May 10th. Thank you to all those who joined, and a special thank you to the DPW for all your assistance. For the Board of Health, the Board of Health is hosting a Free Rabies Clinic in conjunction with Middlesex County. It will be on Tuesday, May 27th from 6pm - 8pm at our DPW building. Dogs and cats are welcome. This clinic is open and free to all Middlesex county residents. Councilman Manco’s student representative Algerio reported: For the Electric Department: Winds knocked over a dead tree on Columbia Ave. and it landed in a primary wire. Department members removed the tree off of the live wires and had to replace a primary dead end that had broken. A project to add a transformer on Violet Terrace was completed. The existing circuit was split in half to reduce the load on the existing transformer and a new transformer was installed on a new pole. Two streetlights were repaired, and one replaced with an energy efficient LED Fixture. Department members assisted Milltown Public Schools in tracing out a broken fiber optic cable that connected Joyce Kilmer School to Parkview School. The break was due to a fallen tree next to the old Wells Fargo Bank. The utility department's training area was disassembled to relocate it to a new area. Department members wired the new DPW portable ticket booth so that it can be put in service. Line Clearance was performed in several hot spot areas. A pole was installed for the Milltown Fire Department adjacent to their garage. Inspections were performed on poles in various areas. More replacements are being planned. The utility department assisted the billing department with customer issues. We are replacing electric meters where necessary. For the Water/Sewer Department: The Milltown Water and Sewer Department oversees all the water and waste that flows through the pipes in our town. Some of the responsibilities include: Daily work orders that include changing old meters for new. Mark outs, which is the blue and green paint used to show where water and sewer lines are located. Answering any emergencies that occur, like water main breaks. Conduct pump checks each day at our stations, which are located on Elkins Lane, Church Street, Riva Avenue and Brook Drive, to make sure they are working correctly. The water tower by Home Depot is also checked each day. Councilwoman Payne’s student representative Yasutis reported: For the Police Department: Page 15 of 21  BOROUGH OF MILLTOWN 2024 Youth in Government Borough Council Meeting May 12, 2025, at 7pm Between April 1, 2025, and April 30, 2025, Police responded to 1124 calls for service. During this period the Police conducted 115 radar details in numerous locations. Police made 343 motor vehicle stops during this period. Police investigated 12 motor vehicle accidents. Police conducted traffic studies in the following locations after receiving speeding complaints from residents: Highland Drive, Hill Street, South Main Street/TPK Bridge. Police are continuing to monitor these locations and are issuing summonses to speeding motorists. Of the 15 days of school in March, police covered twenty-eight (28} crossing posts. Eighteen (18} arrests were made: 6 Shoplifting 6 DWI 3 Active Warrants, 1 Simple Assault 1 Criminal Mischief 1 Possession of weapons During the month of April, Patrol Officers Nicholas Espinosa and Robert Wehrle, were commended for their actions in handling a violent call for service where they encountered a group fighting at the Albert Avenue Park. Detective Sergeant Fama was commended for dedication, hard work and initiative by completing projects within the police department that improved our operational readiness. As of April 2, 2025, there are currently five individuals who have been issued solicitor permit identification cards by the Borough of Milltown, through the Police Department. These permits were issued to individuals who are working for a home remodeling company. If not displayed, you should ask any individual who comes to your door to show you, their permit. The ID card will display their photo, name, company, title, issue date and expiration date. Each solicitor must pay a fee and go through a criminal background check to obtain a borough issued solicitor permit. When in doubt, call us out. Do not become the victim of a scam. Community involvement is crucial in maintaining a more secure environment. We strongly encourage you to assist us by reporting any suspicious persons, vehicles, or incidents that you may come across. Our non-emergency line is: 732-828-1100. In case of emergencies, always dial 911. For Milltown Fire Department: i n the month of April the Milltown Fire Department responded to: 16 fire calls and 6 special assignments. This most notably included a garage fire on North Main Street, a standby in South River, and a warehouse fire in Sayreville where they operated along with many other fire companies. On May 4th the Fire Department participated in a live burn training drill at the Middlesex County Fire Academy. Candidates interested in joining the Milltown Fire Department are encouraged to stop by the firehouse on Monday nights at 6:30pm or email joinmilltownfire@gmail.com For Milltown Rescue Squad: For the month of April, the Milltown Rescue Squad responded to: 60 calls in Milltown Borough 11 calls to the New Jersey Turnpike 3 rehab calls and 11 mutual aid calls The squad is looking to recruit new talent to join our ranks. We are accepting applications for our Summer onboarding. Anyone interested in learning about joining the rescue squad or becoming an EMT should email recruitment@milltownrescuesquad.org. Applications for July 2025 need to be submitted by June 15th.If anyone has any billing questions, please call Cornerstone, our billing company, with any questions or concerns. Councilman Posnansky’s student representative Quackenbush reported: For the Department of Public Works Black top repair was done on previous water main break repairs on JFK, Hill St., and Clay St. Albert Avenue soccer field was painted in preparation for the start of the Rec Soccer season. DPW staff assisted and participated in Earth Day set up and clean up. DPW staff prepped the field and grounds for the Spotswood High School Baseball game at Michelin Field. Staff prepped field #2 for High School Girls softball game. The quarterly outfall pipe cleaning and inspections were completed to meet the DEP Stormwater regulations. Installed topsoil and leveled area along Parkview parking lot as part of a shared service agreement. Removed trees and cleared brush at Mill Pond Park path. Installed new sign at the Pardun Tennis Facility. The 2024 Annual Recycling and Tonnage report has been submitted to the DEP and the mandated annual Stormwater report has also been submitted in conjunction with CME For the Senior Center The following are upcoming activities at the Senior Center. There will be no class on July 4th Summer employment interviews have begun. We no longer are accepting applications for this season. The Adult Co-ed Softball league has six teams this season, and they are having a great time. The championship game will be held on June 12th. It's time to consider sunshine and poolside! The Borough Attorney’s student representative Mindorashvilli reported: The Borough has recently received a number of requests for the installation of improvements on Borough property. In light of this fact, it might be beneficial to create a formal process for such a request to be submitted and considered by the Mayor and Council. This process could include a form identifying the relevant information needed by the Board in order to consider the request. Please let me know if this is something that you would like to pursue, and I can begin the process. Additionally, I am working with the Borough Planner and Special Litigation Legal Counsel to address the Borough's Fourth Round Affordable Housing obligation. I anticipate providing an update at your next Council meeting concerning this issue. Finally, I have received a request from the Tax Collector for assistance in the preparation of an ordinance establishing an exemption policy for disabled veterans and their surviving spouses. I anticipate providing a draft of the ordinance for your consideration at your next Council meeting.
