BOROUGH OF MILLTOWN 2025 Borough Council Meeting Minutes January 28, 2026 – 7:00 pm The Borough Council Meeting of the Milltown Borough Council was held on January 28, 2026, at Milltown Borough Hall, 39 Washington Avenue, Milltown, New Jersey. The meeting was called to order by Mayor Murray at 7:01 pm. This meeting was originally scheduled for January 26, 2026, but was changed due to severe snowy weather. The Borough Clerk read the following statement: Adequate notice of this meeting has been provided as required under Chapter 231, P.L. 1975, specifying the time, date, and location of this meeting by posting a copy of the notice in the Municipal Building, on the Municipal Website, and providing a copy of the Annual Notice Schedule to the official newspapers of the Borough. Notice is also on file in the Office of the Municipal Clerk. Page | 1 BOROUGH OF MILLTOWN 2025 Borough Council Meeting Minutes January 28, 2026 – 7:00 pm Introduction of Ordinance: Ordinance 26-1581 AN ORDINANCE TO AMEND CHAPTER 4, GENERAL LICENSING AND BUSINESS REGULATIONS OF THE REVISED GENERAL ORDINANCES OF THE BOROUGH OF MILLTOWN TO ADD SECTION 11, BLOCK PARTIES. BE IT ORDAINED by the Borough of Milltown of the County of Middlesex and State of New Jersey that the Revised General Ordinances of the Borough of Milltown be amended to add the following: Section 1. Chapter 4, General Licensing and Business Regulations, of the Revised General Ordinances of the Borough of Milltown, Section 11, Block Parties, is hereby added as follows: §4-11. Block Parties. §4-11.1. Definitions. As used in this Section: BLOCK PARTY Shall mean a neighborhood celebration, gathering or organized party of individuals who reside on the portion of a public street, sidewalk and/or right-of-way sought to be closed to through traffic for a predetermined period of time during which said celebration, gathering or organized party will be conducted. BLOCK PARTY PERMIT Shall mean a written document issued by the Borough authorizing an individual or individuals to conduct a Block Party within the Borough. BLOCK PARTY PERMITTEE Shall mean any person or persons issued a Block Party Permit pursuant to this Section. §4-11.2. Permit Required. No person or persons shall use any public street, sidewalk and/or right-of-way for a Block Party in the Borough without first obtaining a Block Party Permit. §4-11.3. Application for Permit to Conduct Block Party. a. An applicant or applicants seeking issuance of a Block Party Permit shall file an application with the Borough Clerk, together with a non-refundable application fee of $25.00 dollars at least thirty (30) days prior to date on which the Block Party will be conducted. b. All applicants seeking issuance of a Block Party Permit must reside within the affected area in which the Block Party will be conducted. c. The application for a Block Party Permit shall include an agreement and signature page that confirms that one representative of all affected dwelling units within the area in which the Block Party will be conducted (a) consent to the proposed block party, (b) consent to the proposed street closure and (c) acknowledge that all residents and their invitees attending the Block Party shall adhere to all applicable laws, regulations and ordinances; including, but not limited to, noise ordinances. Block Parties will only be permitted on Saturdays, Sundays, and Holidays on which the Borough offices are closed. §4-11.4. Standards for Issuance of Block Party Permit. a. Approval by Chief of Police. The Borough Clerk shall notify the Chief of Police that an application for a Block Party has been filed and request that the proposed area be inspected using the following criteria: i. The conduct and location of the Block Party will not substantially interrupt or impede the safe and orderly movement of traffic through the Borough. ii. The conduct of the Block Party will not be likely to result in damage to persons or property; nor will it cause serious harm to the public. iii. The conduct of the Block Party will not interfere with the movement of emergency vehicles or equipment to such an extent that adequate emergency services cannot be provided by the Borough. iv. Block Parties shall be authorized only upon Borough-owned streets and shall not be authorized upon any street which is owned or under the jurisdiction of Middlesex County or the State of New Jersey. v. The portion of the public street to be closed is intersected by no more than two other streets. vi. One (1) representative of ALL dwelling units within the area in which the Block Party will be conducted have consented to the street closure and have signed the application. vii. Such other concerns deemed necessary in order to properly provide for traffic control, street and property maintenance and the protection of public health, safety and/or welfare. If the Chief of Police determines that the criteria above have been satisfied, the Chief or the Chief’s designee shall sign the application, indicating whether said application is approved and any special conditions required for the conducting of the Block Party. b. Closing of Public Street, Sidewalk and/or Right-of-Way. The closing of a public street, sidewalk and/or right-of-way for a Block Party shall be subject to the following requirements: i. No vehicles will be permitted to move within the area in which the Block Party will be conducted during the times of the Block Party, unless directed by a ground guide outside of the vehicle. Page | 3 BOROUGH OF MILLTOWN 2025 Borough Council Meeting Minutes January 28, 2026 – 7:00 pm ii. Barricades are to be erected at both ends of the street used by the Block Party. Vehicles may not be used to block the street used by the Block Party. iii. Barricades will be provided by the Milltown Police Department and must be picked up by the Block Party Permittee at the police department and returned on the following day after the party. A $200.00-dollar refundable check deposit will be required to receive the barricades. iv. Block Party Permittees must keep a path large enough for emergency vehicles through the designated public street in which a Block Party will be conducted to ensure the passage of emergency vehicles if necessary. v. Any public street, sidewalk and/or right-of-way closed for a Block Party must be reopened by 9:00 pm or dusk; whichever comes first. vi. The total time the street can remain closed for a Block Party is eight (8) hours. vii. Block Party Permittees shall be responsible for the cleanup and restoration of the public street, sidewalk and/or right-of-way immediately following the conclusion of the Block Party; including, but not limited to: (a) the public street, sidewalk and/or right-of-way being cleared of all persons, personal items, debris and (b) the public street, sidewalk and/or right-of-way being re-opened to traffic with barricades moved. viii. No open flames are permitted on any Borough public street, sidewalk and/or right-of-way closed for a Block Party; all firepits and barbeques must remain on private property. c. Liability and Indemnity. i. Granting permission by the Borough to hold a Block Party is in no way an acceptance of liability on the part of the Borough for any injuries or damages to persons or property that might occur as a result of the Block Party. All Block Party Permittees must assume full responsibility for same any injuries or damages to persons or property that might occur as a result of the Block Party; and agree to indemnify, defend and hold the Borough harmless from any such claims. d. Additional Block Party Requirements. All requests for Block Parties and Block Party Permits issued by the Borough Clerk shall be subject to the following additional requirements: i. No more than one (1) Block Party Permit for the same street may be issued in one calendar year. Page | 4 BOROUGH OF MILLTOWN 2025 Borough Council Meeting Minutes January 28, 2026 – 7:00 pm ii. No Block Party Permit shall be issued if a previously issued permit was revoked by the Borough due to violation of any local ordinances, laws or regulations within the previous five (5) years. iii. Amusement games/rides must be set up on the opposite side of the street on which the fire hydrant is located; and must be flush against the curb. iv. Any food truck or food vendor selling, providing or distributing any type of food, even prepackaged, during a Block Party must apply for a temporary food permit with the Borough Clerk at least twenty (20) days prior to the Block Party. v. Any outside vendors participating in and/or providing services in connection with a Block Party (including, but not limited to: food trucks, food vendors, craft vendors, bounce houses, dunk tank, face painting, etc.) must provide a Certificate of Insurance naming Milltown Borough as additional insured; providing general liability, bodily injury and property damage coverage with minimum limits of liability not less than $1,000,000. §4-11.5. Issuance or Denial of Block Party Permit. a. If all of the requirements of this Section for the issuance of a Block Party Permit have been met satisfactorily, the Borough Clerk shall issue a Block Party Permit, subject to any conditions determined by the Chief of Police (or the Chief’s designee) reasonably calculated to reduce or minimize the dangers and hazards to vehicular or pedestrian traffic and the public health safety and/or welfare, including but not limited to: changes in the time, duration or number of participants. Upon issuance of a Block Party Permit, the Borough Clerk shall forward a copy of said permit to the Borough Administrator, the Chief of Police and the Director of the Department of Public Works. b. If one or more of the requirements of this Section for the issuance of a Block Party Permit have not been met, the Borough Clerk shall deny the Block Party Permit. §4-11.6. Duties of Block Party Permittee. In addition to any other duties of the Block Party Permittee which are a condition of a Block Party Permittees and any other obligations of the Block Party Permittee under this Section, all Block Party Permittees shall: i. Comply with all applicable laws and ordinances. ii. Be responsible for the removal of all persons, personal items, debris from the public street, sidewalk and/or right-of-way which is the subject of the Block Party Permit. iii. Maintain a copy of the Block Party Permit upon his or her person during the conducting of the Block Party. Assure that any outside vendors participating in and/or providing services in connection with a Block Party are properly licensed as required under any other ordinance or law. §4-11.7. Revocation of Block Party Permit. The Borough shall have the authority to revoke a Block Party Permit issued pursuant to this Section upon the violation of any of the standards for issuance set forth in this Section or in the event of circumstances endangering the public health, safety and/or welfare. Section 2. Each clause, section or subsection of this Ordinance shall be deemed a separate provision to the intent that if any such clause, section or subsection should be declared invalid, the remainder of the Ordinance shall not be affected. Section 3. All Ordinances or parts of Ordinances inconsistent with this Ordinance are hereby repealed as to the extent of such inconsistency. Section 4. This Ordinance shall take effect immediately upon adoption and publication according to law. ROLL CALL VOTE Motion Second Aye Nay Abstain Absent Council President Zambrana X X Councilman Manco X Councilwoman Miller X Councilwoman Payne X Councilman Posnansky X X Councilman Potter X Introduction of Ordinance: Ordinance 26-1582 CALENDAR YEAR 2026 ORDINANCE TO EXCEED THE MUNICIPAL BUDGET APPROPRIATION LIMITS AND TO ESTABLISH A CAP BANK (N.J.S.A. 40A: 4-45.14) WHEREAS, the Local Government Cap Law (N.J.S.A. 40A:4-45.1 et seq.) provides that in the preparation of its annual budget, a municipality shall limit any increase in said budget up to 2.0% unless authorized by ordinance to increase it to 3.5% over the previous year’s final appropriations, subject to certain exceptions; and Page | 6 BOROUGH OF MILLTOWN 2025 Borough Council Meeting Minutes January 28, 2026 – 7:00 pm WHEREAS, N.J.S.A. 40A:4-45.15a provides that a municipality may, when authorized by ordinance, appropriate the difference between the amount of its actual final appropriation and the 3.5% as an exception to its final appropriations in either of the next two succeeding years; and WHEREAS, the Borough Council of the Borough of Milltown in the County of Middlesex finds it advisable and necessary to increase its CY2026 budget by up to 3.5% over the previous year’s final appropriations, in the interest of promoting the health, safety and welfare of the citizens; and, WHEREAS, the Mayor and Borough Council hereby determines that a 3.5% increase in the budget for CY2026 amounting to $323,148.32 in excess of the increase in final appropriations otherwise permitted by the Local Government Cap Law, is advisable and necessary; and WHEREAS, the Mayor and Borough Council hereby determines that any amount authorized hereinabove that is not appropriated as part of the final budget shall be retained as an exception to final appropriation in either of the next two succeeding years. NOW THEREFORE BE IT ORDAINED, by the Mayor and Borough Council of the Borough of Milltown, in the County of Middlesex State of New Jersey, a majority of the full authorized membership of this Governing Body affirmatively concurring, that in the CY2025 budget year, the final appropriations of the Borough of Milltown shall, in accordance with this Ordinance and N.J.S.A. 40A:4-45.14, be increased by 3.5%, amounting to $323,148.32, and that the CY2026 municipal budget for the Borough of Milltown be approved and adopted in accordance with this Ordinance; and BE IT FURTHER ORDAINED that any amount authorized by this Ordinance that is not appropriated as part of the final CY2026 budget shall be retained as an exception to final appropriation in either of the next two succeeding years; and BE IT FURTHER ORDAINED that a certified copy of this Ordinance as introduced be filed with the Director of the Division of Local Government Services within five (5) days of introduction; and BE IT FURTHER ORDAINED that a certified copy of this Ordinance upon adoption, with the recorded vote included thereon, be filed with said Director of the Division of Local Government Services within five (5) days after such adoption. Resolution 2026-069 Authorizing Payment of Municipal Obligations WHEREAS, the Borough Council of the Borough of Milltown, County of Middlesex, State of New Jersey finds and declares that certain municipal obligations have come due and are now payable; and WHEREAS, the Borough Council further finds and declares that said obligations have been itemized on the annexed schedules, which are hereby deemed part of this resolution. NOW THEREFORE BE IT RESOLVED that the Borough Council of the Borough of Milltown, County of Middlesex, State of New Jersey does hereby authorize payment of said municipal obligations, in accordance with the recommendations of the Chief Financial Officer in the total amount of $ $2,899,457.59. Resolution 2026-072 Authorizing to Hire Public Safety Telecommunicator WHEREAS, the Borough of Milltown has a need for a full-time Public Safety Telecommunicator for the Public Safety Department; and WHEREAS, the Chief of Police has interviewed candidates and an offer of full-time employment was made to Kevin I. Deulofeu accepted the position, and the offer is contingent upon passing the pre-employment physical; and WHEREAS, the Borough wishes to hire Kevin I. Deulofeu as a full-time Public Safety Telecommunicator within the Public Safety Department effective January 27, 2026. NOW, THEREFORE, BE IT RESOLVED, by the Borough Council of the Borough of Milltown, County of Middlesex, State of New Jersey that the Borough Administrator be and is hereby authorized to hire Kevin I. Deulofeu to full-time Public Safety Telecommunicator within the Public Safety Department at a salary of $43,950.23 consistent with the OPEIU 32 contract. Resolution 2026-073 Appointing Member to Historic Preservation Advisory Committee WHEREAS, the Milltown Borough Code Book §2-66 provides for the Historic Preservation Advisory Committee; and WHEREAS, §2-66.3 states that the Historic Preservation Advisory Committee shall consist of five regular members and two alternate members who will be appointed for a term of three years. One member shall be a member of the Council, and the remaining four shall be citizens of the Borough of Milltown. WHEREAS, due to the resignation of a member, a vacancy now exists on the Historic Preservation Advisory Committee NOW THEREFORE BE IT RESOLVED by the Borough Council of the Borough of Milltown, County of Middlesex, State of New Jersey that the following named persons be and hereby are appointed to the Historic Preservation Advisory Committee for the terms as listed: Name Title Term Justin Tomaro Citizen Member Alternate #2 01/26/2026-12/31/2026 Resolution 2026-074 Appointing 2026 JIF Alternate Fund Commissioner WHEREAS, the Borough of Milltown, (hereinafter “Local Unit”) is a member of the New Jersey Intergovernmental Insurance Fund (hereinafter “Fund”), a joint insurance fund as defined in N.J.S.A. 40A: 10-36 et seq.; and WHEREAS, the Fund’s Bylaws require participating members to appoint a Fund Commissioner; and an Alternate Fund Commissioner. Resolution 2026-075 Appointing 2026 Public Agency Compliance Officer WHEREAS, N.J.A.C 17:27-3.3 requires a public agency to annually designate an officer or employee to serve as its public agency compliance officer; and WHEREAS, notice of said designation must be made to the State Department of Treasury, Division of Public Contracts by January 10th of each year; NOW THEREFORE BE IT RESOLVED by the Borough Council of the Borough of Milltown, County of Middlesex, State of New Jersey that Scott Stephens, be and is hereby designated as the Public Agency Compliance Officer for the Borough of Milltown for the year 2026; and BE IT FURTHER RESOLVED that the Borough Clerk sends notice of this designation to the State Department of Treasury, Division of Public Contracts in accordance with N.J.A.C. 17:27-3.3. Resolution 2026-076 Appointing 2026 Public Power Association Representative WHEREAS, the Borough of Milltown is a member of the NJ Public Power Association; and WHEREAS, the Mayor and Council need to annually appoint a representative to the Public Power Association; NOW THEREFORE BE IT RESOLVED by the Borough Council of the Borough of Milltown, County of Middlesex, State of New Jersey that Scott Stephens is hereby appointed as the Public Power Association Representative for the term ending December 31, 2026. Resolution 2026-077 Authorizing Execution of Master Power Purchase and Sale Agreements and Authorizing Confirmation Transactions Pursuant to Aforementioned Agreements WHEREAS, pursuant to prior Borough Council resolutions, the Borough of Milltown entered into Master Power Purchase and Sale Agreements with the following suppliers on the dates indicated: Exelon Generation Company LLC October 4, 2011 Page | 12 BOROUGH OF MILLTOWN 2025 Borough Council Meeting Minutes January 28, 2026 – 7:00 pm NextEra Energy Power Marketing, Inc. October 4, 2011 PSEG Energy Resources & Trade LLC October 28, 2011 DTE Energy Trading, Inc. October 4, 2011 BP Energy Company February 3, 2015 WHEREAS, the Borough desires to extend to its authorized representatives the duty and obligation to execute Transaction Confirmations that secure specific quantities of energy for delivery to the Borough for specific delivery periods at a fixed price; and WHEREAS, pursuant to prior Borough Council authorization and to facilitate the purchase of wholesale electricity, the Borough entered into the Membership Agreement with PJM Interconnection, LLC dated 2011. NOW THEREFORE, BE IT RESOLVED by the Borough Council of the Borough of Milltown, County of Middlesex, State of New Jersey, that the Council affirms the above-described Master Power Purchase and Sale Agreements with Exelon Generation Company, LLC; NextEra Energy Power Marketing, Inc.; PSEG Energy Resources & Trade LLC; DTE Energy Trading, Inc.; BP Energy Company; and the Membership Agreement with PJM Interconnection, LLC and authorizes the continuation of these agreements; and BE IT FURTHER RESOLVED that the Borough Council authorizes the Borough Administrator to enter into binding Transaction Confirmations securing specific blocks of energy at specific delivery periods and prices pursuant to these Master Power Purchase and Sale Agreements. Resolution 2026-078 Authorizing Payment No. 6 for the Contract with Core and Main for the Water Meter Replacement Project. WHEREAS, the Borough Council by Resolution No. 2024-305 dated November 12, 2024, authorized the award of a contract to Core and Main for the Water Meter Replacement Project in the amount of $1,376,365.00; and WHEREAS, the Borough's Engineer, CME Associates has determined that the work contained within this application for Payment No. 6 is complete; and WHEREAS, the Township's Engineer, CME Associates recommends that Payment No. 6 of $37,941.75 should be made in accordance with N.J.S.A. 40A:11-1 et seq.; and WHEREAS, sufficient Funds are available. Resolution 2026-083 Resolution Approving a Memorandum of Agreement Between the Borough of Milltown and PBA Local 338 WHEREAS, the Borough of Milltown (“Borough”) and the P.B.A. Local 338 (“PBA”) are parties to a Collective Negotiations Agreement (“CNA”) covering the period January 1, 2020, to December 31, 2025; WHEREAS, the Borough and the PBA agreed to the terms of a successor collective negotiations agreement; and WHEREAS, those terms have been incorporated into a memorandum of Agreement (“MOA”) see attached; and WHEREAS, the Borough wishes to approve those terms and incorporate them into a successor collective negotiation agreement. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Borough Council of the Borough of Milltown, County of Middlesex, State of New Jersey, hereby approves the terms of the MOA and directs Labor Counsel to prepare a successor collective negotiations agreement incorporating those terms. Resolution Removed from the Consent Agenda: Resolution 226-084 Granting Permission to the Milltown 4th of July Organization, Inc. to Hold the Annual 4th of July Activities WHEREAS, the Milltown 4th of July Organization, Inc. plans and hosts the annual 4th of July celebration in the Borough of Milltown; and WHEREAS, the Milltown 4th of July Organization, Inc. has requested permission for the following events to be held on Friday, July 4, 2026 (rain or shine): 4th of July Parade 5k Race and 1 Mile Fun Run Celebration Festivities at Gloria Bradford Park Fireworks Display at Gloria Bradford Borough Park WHEREAS, Certificates of Insurance will be provided to the Municipal Clerk regarding the event activities, including beer garden and fireworks prior to the set up or start of the day; and WHEREAS, any necessary licenses, permits, and inspections that are required by State Law or Local ordinance including, but not limited to raffles, food, fire, or tents will be applied for and obtained a minimum of two weeks prior to the event. The Ford Avenue Redevelopment Agency met on January 20 for reorganization and went into executive session regarding the Ford Avenue development. The HRC committee did not meet after reorganization, and the Historical Preservation Committee rescheduled due to conflicts, with the next meeting planned in person at Borough Hall. Councilman Manco reported that the water utility crews repaired a water main break and dealt with several other breaks due to cold weather. He noted ongoing discussions with department heads about updating schedules that haven't been revised in years. For electric utilities, he reported continued LED street light replacements, holiday lighting removal, transformer replacement on Richter Avenue, diesel generator testing, and ongoing engineering reviews for several projects. Councilwoman Miller provided updates from multiple committees and organizations. The Board of Education reorganized on January 6 with Carl Schneider as president and Jennifer Spisso as vice president. The Environmental Commission rescheduled its meeting to January 30 at Borough Hall. She reported on a task force working with Gable Associates on an electric energy improvement plan proposal, supported by a $10,000 grant. The Board of Health reorganized with Patrick Hanson as chairman, and she provided 2025 vital statistics: 70 births, 39 deaths, 28 marriages, 326 licensed dogs, and 11 licensed cats. The Cable TV Advisory Committee is working on pricing new equipment and has two vacancies, with current volunteers recording meetings when available. She acknowledged Russell Einbinder's contributions to the committee. Page | 18 BOROUGH OF MILLTOWN 2025 Borough Council Meeting Minutes January 28, 2026 – 7:00 pm Councilwoman Payne reported for public safety committees. The Milltown Fire Department responded to 23 incidents in December, totaling 335 for 2025. Chief Fama announced the focus for 2026 will be rescue training with recently acquired equipment, welcomed new cadet Archie Visokay, and encouraged residents to join by visiting the firehouse Monday nights at 6:30 PM or emailing joinmilltownfire@gmail.com. The Milltown Rescue Squad handled 86 calls in December (60 in Milltown, 9 on the Turnpike), has new field officers for their 89th year of service, and seeks new EMT candidates who can email recruitment@milltownrescuesquad.org. Councilman Posnansky provided detailed reports on the library and Department of Public Works. The library served 19,906 patrons in 2025, welcomed 304 new patrons, circulated 31,309 physical items, and added 1,664 new items. The library board held a holiday breakfast for staff, and the Friends of the Library's Jingle Jangle sale was successful. Regarding DPW, Posnansky praised Director Ralph Jasionowski and the crew for their exceptional work during two major snow events. He rode along during plowing operations and witnessed the challenges posed by cars left on streets, which impeded snow removal and required numerous towing operations. He emphasized the safety concerns, noting that emergency vehicles need clear streets for access during emergencies, and asked residents to use designated parking lots during snow events to help the crews do their jobs effectively. Councilman Potter reported on recreation programs including successful coat drive donations, strong registration for adult and youth programs, and upcoming events like theater arts classes and Price is Right Family Fun Night. The Planning Board reorganized with James LeBlon as Chairman and Michael Shakarjian as Vice Chairman. The Fourth of July Committee rescheduled their karaoke night due to weather and announced upcoming events including Red, White, and Brew through the Decades in April and super cash raffle tickets. Mayor Comments Mayor Murray commended all emergency services and DPW workers for their tireless efforts during the storm, particularly noting that Director Jasionowski worked over 30 hours without sleep and that one DPW worker continued working through his birthday. The mayor observed that Milltown's streets were in much better condition than surrounding communities even days after the storm. Reports from Borough Professionals Borough Attorney Peter Vignuolo had no formal report but noted the importance of the police towing vehicles during the storm, as it draws first responders away from more critical duties. He estimated approximately 40-50 vehicles were towed, despite multiple Civic Ready alerts asking residents to move their cars. Borough Engineer Lou Ploskonka reported that 2,413 water meters have been replaced (92% completion), with 5 currently scheduled, 153 not scheduled, and 44 incomplete. He assisted with Page | 19 BOROUGH OF MILLTOWN 2025 Borough Council Meeting Minutes January 28, 2026 – 7:00 pm receiving bids for Ford Avenue improvements and will provide a recommendation at the next meeting. Old Business Councilwoman Payne inquired about the status of the public access channel, which has been down since the reorganization meeting. Councilwoman Miller responded that the Cable TV Advisory Committee is working to get improved equipment and resolve access issues, noting that passwords for Channel 15 may not have been provided and that only two or three volunteers are actively working to restore better communication capabilities. New Business Councilman Posnansky presented what he called "a gift with strings attached" to Councilwoman Miller regarding televised council meetings. He detailed months of work he had done researching and upgrading the video service system, including visits to other towns, meetings with business administrators, and consultations with vendor TK1. He explained that Tele from TK1 had designed a streamlined livestreaming system for the council chambers. Posnansky noted that all intellectual property for the current system belongs to volunteer Russell Einbinder, who has filmed and uploaded meetings for decades but is no longer doing so. He asked Miller to take over the project, as he had completed the groundwork and vendor meetings. Miller requested written documentation and agreed to share it with the TV advisory committee. Public Comment No members of the public came forward during the public comment period. Council Comments Council President Zambrana welcomed new Borough Administrator Scott Stephens to Milltown and offered council support for whatever he might need. Councilman Posnansky thanked the Milltown Police Department members in attendance and recognized retired DPW workers Mike and Tom Gregers, noting Tom's 35 years of service. He then delivered extensive comments about the borough's communication challenges, stating that the loss of televised meetings represents a serious issue affecting accountability and transparency. He explained that Russell Einbinder owns all intellectual properties and archives, and that the borough may have an ordinance preventing social media presence. Posnansky advocated for revisiting restrictions on social media, establishing a borough YouTube channel, hiring someone to manage the website, and creating a functioning Facebook page to provide accurate information directly from the government rather than relying on private sites. He emphasized that residents deserve better information access and that the borough should be the authoritative voice for municipal information. She noted that Mayor Bush's active social media presence during the storm, including photos of himself digging out fire hydrants, created good community spirit. Councilman Potter mentioned an upcoming ribbon cutting for Milltown Vision on Sunday as another opportunity for social media engagement, and the council wished Councilman Posnansky a happy birthday.
