164 Richard C. McCarthy Commission Chamber Millville City Hall September 19, 2017, 6:30 p.m. The Board of Commissioners met in a Regular Meeting with Mayor Santiago presiding. Members present: Commissioner Emits, Commissioner Davis, Commissioner Porreca Compari and Commissioner Sooy. City Attorney, Brock Russell and Administrator Regina Burke were also present. Absent: None. Invocation was delivered by Reverend Kenyon followed by the salute to the flag. Mayor Santiago made the statement required by the Open Public Meeting Act of 1975. “This meemig is being conducted in accordance with the Open Public Meetings Act of 1975”, was advertised, posted and made available to the public as required by Statute. The Municipal Clerk is directed to include a statement in the minutes of this meeting. City Clerk to Review Changes to the Agenda Ms. Hitchner announced that there have not been any changes made to the agenda. Minutes A motion made by Commissioner Soov was passed to approve to dispense with the reading of the minutes for the September 5, 2017 Work Session Meeting, Closed Session and Regular Session Meeting. Commissioner Porreca Compari seconded the motion which was earned by the following vote. Yeas: Commissioner Ennis, Commissioner Davis, Commissioner Porreca Compari, Commissioner Sooy and Mayor Santiago. Seeing nobody come forward, Mayor Santiago closed the public comment portion of the meeting on agenda items only. Old Business City Clerk stated there is no old business on the agenda this evening. Petitions & Letters City Clerk stated that there are no petitions and letters on the agenda this evening Reports of Commissioners Commissioner Davis Commissioner Davis did not have any comments at this time. Commissioner Sooy Commissioner Soov announced the upcoming events in the City including the Scarecrow Contest to be displayed along High Street, the Pet Show on September 23l, and the Pumpkin Extravaganza. He stated that if anyone would like more information on the upcoming events to call Samantha Cruz in the Recreation Department. Commissioner Sooy also reported the work done by the Streets and Roads Department. He explained that they have been working to unclog culverts, working with the Engineering Department on a repair on Millville Avenue and are going to make one last pass to collect hrnsh. He also suggested that the Commissioners table the New Business item to advertise for the Street Patching contract. Commissioner Soor also clarified that the IT Contract with SSI is for 5 years. He stated that the total expense paid to SSI to date is $31,500.00. He also stated that there were 172 support tickets opened since they started and 169 of those have been closed out, so there are only 3 open cases. Commissioner Ennis Commissioner Ennis reported that lie drafted a letter of recommendation to begin to utilize the police command vehicle. I-Ic feels we are more interested in protecting the unit than the residents of this City. He stated that lie would like for it to lie present in specific areas to remind criminals that they do not have free turf here. He added, the City is prepared to address them.  165 Commissioner Porreca Compari Commissioner Porreca Compari stated that budgets are due to the Chief Financial Officer on Friday for all departments and is hopeful that everything goes smoothly without any major issues. Mayor Santiago Mayor Santiago read the progress report provided by Steven Pierce, Superintendent of the Water Department. Commissioner Porreca Compari moved to receive and file the report, which was seconded by Commissioner Sooy. Ordinances on 2nd Reading City Clerk read the following proposed ordinance on second and final reading: Ordinance No. 32-20 17 Ordinance rescinding Chapter 11, Article V, Nuissance Properties: Excessive Consumption of Municipal Services in its entirety and replace it with a new Article V Security at Multi-Unit Complexes Sections 40 to 47 — Commissioner Porreca Compari moved for the adoption of said ordinance which was seconded by Commissioner Davis. Mayor Santiago declared a public hearing open and asked if any person present wished to be heard. There being no response Mayor Santiago declared the public hearing closed and asked for a roll call on the motion. The motion was passed, by the following vote. City Clerk read the following proposed ordinance on second and final reading: Ordinance No. 33-2017 Ordinance approving and authorizing an application to the Cumberland County Roadway Department for the Millville Police Athletic League to hold a coin drop on October 7, 2017 and October 8, 2017 at the intersections of Buckshutem and Cedarville Roads Commissioner Davis moved for the adoption of said ordinance which was seconded by Commissioner Sooy. Mayor Santiago declared a public heanng open and asked if any person present wished to be heard. Resolution and Ordinance on 2 Reading City Clerk read proposed resolution and explained that the resolution must be passed prior to the adoption of the following ordinance on second reading, per redevelopment counsel, James Maley. Resolution No. 275-2017 Resolution approving the designation of Block 266, Lots 7.04, 7.05, 7.06, and 7.07, as a Non-Condemnation Area in need of redevelopment as recommended by the Planning Board. Resolution No. 277-2017 authorizing authorizing adlustments to the tax and utility records was approved on a motion by Commissioner Porreca Compari and seconded by Commissioner Sooy. Resolution No. 279-2017 authorizing a correction to Cut and Clean Resolution No. 263-2017 adopted September 5, 2017 to reflect amendment on property listed known as 803 N. 3 Street to 804 N. 3rd Street for a $160.00 and a $250.00 administrative fee was adopted on a motion by Commissioner Davis and seconded by Commissioner Porreca Compan. The motion passed with the following vote: Yeas: Commissioner Ennis, Commissioner Davis, Commissioner Porreca Compari, Commissioner Sooy. and Mayor Santiago. Resolution No. 280-2017 authorizing an equipment donation agreement and release between the City of Millville and Inspira Medical Center Woodbury, Inc. was adopted on a motion by Commissioner Davis and seconded by Commissioner Porreca Compari. The motion was carried by the following vote: Yeas: Commissioner Ennis, Commissioner Davis, Commissioner Porreca Compari, Commissioner Sooy and Mayor Santiago. Resolution No. 281-2017 authorizing first amendment to professional services contract with Nona L. Ostrove, LLC, Special Counsel for bankruptcy for an additional amount not to exceed $10,000.00 through December 31, 2017 was adopted on a motion by Commissioner Porreca Compan and second by Commissioner Sooy. Commissioner Porreca Compari stated she is in receipt of the appropnate certification of funds and explained that Ms. Ostrove has been working on the Wheaton property and has a court dates set with GGI for November 14 and November 15, which is great news. The motion was carried by the following vote: Yeas: Commissioner Ennis, Commissioner Davis, Commissioner Porreca Compari, Commissioner Sooy, and Mayor Santiago. Resolution No. 282-2017 accepting conveyance of property from Toli and Theda Vurganov regarding Block 386 Lots 2 and 3, 603-605 Mulberry Street to the City of Miliville adopted on a motion by Commissioner Sooy and seconded by Commissioner Porreca Compari which was carried by the following vote: Yeas: Commissioner Ennis, Commissioner Porreca Compari, Commissioner Sooy, and Mayor Santiago. Commissioner Davis abstained from voting on the item. Resolution No. 283-2017 authorizing the insertion of an additional item of revenue in the budget of the Calendar Year 2017 which is now available as revenue from the NJ Department of Law and Public Safety Safe & — Secure Communities Program in the amount of $90,000.00 was approved on a motion by Commissioner Porreca Compari and second by Commissioner Davis. The motion was carried by the following vote: Yeas: Commissioner Ennis, Commissioner Davis, Commissioner Porreca Compari, Commissioner Soov, and Mayor Santiago. Resolution No. 284-2017 authorizing lease agreement between the City of Millville and \hulville Soccer Association to lease properw owned by the City located at 1400 McCafferrv Blvd. for a term of five seasons from September 1, 2017 through August 31, 2022 was adopted on a motion by Commissioner Sooy and seconded by Commissioner Davis. The motion was carried by the following vote: Yeas: Commissioner Enms, Commissioner Davis, Commissioner Porreca Compati, Commissioner Sooy, and Mayor Santiago. Resolution No. 285-2017 aurhonzmg cancellation of certain outstanding checks from the prior year lie cancelled to the proper fund balance was adopted on a motion by Commissioner Porreca Compan and seconded by  167 Commissioner Davis. The motion was carried by the following vote: Yeas: Commissioner Ennis, Commissioner Davis, Commissioner Porreea Compan, Commissioner Sooy, and Mayor Santiago. Resolution No. 286-2017 authonzing an agreement to Indemmfv and Hold Harmless Stewart Title Company from any loss or liabthty associated with the three judgements that appeared as part of the routine title search and title policy secured by TCO IV LLC from Stewart Title Company concerning the property currently under contract to convey a permanent easement on City property, the antenna at the Fire Department building to TCO IV LLC was adopted on a motion by Commissioner Sooy and second by Commissioner Porreca Compari. The motion was earned by the following vote: Yeas: Commissioner Ennis, Commissioner Davis, Commissioner Porreca Compan, Commissioner Sooy, and Mayor Santiago. Resolution No. 287-2017 authorizing the insertion of an additional item of revenue in the budget of the Calendar Year 2017 which is now available as revenue from the NJ Department of Transportation— FY16 Transportation Trust Fund Safe Streets to Transit Program (Cedarville Road Sidewalk Improvements Phase III) in the amount of $280,000.00 was approved on a motion by Commissioner Sooy and seconded by Commissioner Davis. The motion passed with the following vote: Yeas: Commissioner Ennis, Commissioner Davis, Commissioner Porreca Compari, Commissioner Sooy, and Mayor Santiago. Resolution No. 288-2017 authonzing the insertion of an additional item of revenue in the budget of the Calendar Year 2017 which is now available as revenue from the NJ Department of Transportation FY17 — Transportation Trust Fund Municipal Aid Program (Sixth Street Road Construction) in the amount of $235,936.00 was approved on motion by Commissioner Sooy and second by Commissioner Davis. The motion was earned by the following vote: Yeas: Comissioner Ennis, Commissioner Davis, Commissioner Porreca Compan, Commissioner Sooy, and Mayor Santiago. Commissioner Sooy thanked Engineering for their hard work on this. Resolution No. 289-2017 authonzing award of emergency contract to Garrison Enterprise Inc. of Vineland, NJ for extensive emergency repair of sinkhole in the xvestbound lane on Ware Avenue in the amount of $121,646.29 was adopted on a motion by Commissioner Sooy and second by Commissioner Porreca Compan which was earned by the following vote: Yeas: Commissioner Ennis, Commissioner Davis, Commissioner Porreca Compan, Commissioner Sooy, and Mayor Santiago. Commissioner Sooy stated that he is in receipt of the proper certification of funds. New Business Commissioner Sooy moved, seconded by Commissioner Porreca Compan to approve the following Social Affair Permits: a) On behalf of the Rob’s Pre-Winter Poker Run to be held at the Elks Lodge on September 24, 2017 from 12:00 p.m. to 5:00 p.m. b) On behalf of the Ukrainian National Home on October 28, 2017 from 5:00 p.m. to 12:00 a.m. The motion was earned by the following vote: Yeas: Commissioner Ennis, Commissioner Davis, Commissioner Porreca Compan, Commissioner Sooy, and Mayor Santiago. Commissioner Sooy moved, seconded by Commissioner Porreca Compari to approve the following events on public lands applications: a) 5K/ 1 mile walk sponsored by the i\Iillville PBA Local 213 on October 7, 2017 6:00 a.m. 1:00 p.m. — b) Neighbor Good Festival sponsored by the Millville Development Corp. on October 15, 2017 12:00 p.m. to 5:00 p.m. on 3rd Street between Vine & Mulberry Street pending appropnare approvals. Commissioner Sooy motioned, seconded by Commissioner Davis to TABLE New Business Item 3 to aurhonze the City Clerk to advertise for bids for 2018 Street Patching and Utility Open Repairs with said proposals to be returned to the Purchasing Board on October 12, 2017 at 10:00 a.m.was earned by the following vote: Yeas: Commissioner Enms, Commissioner Davis, Commissioner Porreca Compan, Commissioner Sooy, and Mayor Santiago. Public Comment There being no further business, Mayor Santiago stated we have now reached the public comment portion of our meeting. Anyone who would like to address the Commission, please go to the podium, state your name, and address your concerns. Please hunt your comments to approximately 5 minutes. Bonnie Schwegel of M.illville stated that she feels this Commission has been a breath of fresh air. She noted that she feels like she knows where her taxpayer dollars are going now. She stated that she used to feel like the City was our of control, but feels the City is now functioning great. She thanked Commissioner Porreca Compan and Commissioner Sooy for all their efforts and stated that she realltv sees the difference in the City since they took office. Tim Carry of M.illville srated that he was unable to view the Work Session on YouTube due to technical difficulties. He stared that he was interested iii hearing the presentaion by Inspira because he has some concerns over the response times for emergencies. He also suggested that the Commission look into having Emergency Services brought rn-house. He stated that Bndgeron’s revenue from EMS is over $700,000.00 and Vsneland’s revenue is over 2 million dollars annually. Bob Kilroy of Millville stated that he has several concerns this evening. He said the property behind the Columbia Avenue condos need to be secured due to the heavy volume of drug users frequenting the secluded area. He  168 asked Commissioner Sooy if the guys from the Parks and Public Property Department could walk through the area to clean-up and possibly secure it to deter the 3unkies from getting high there. He also was interested in the status of Shotspotter and wanted to know if there was anybody looking into getting grants for the City. He also applauded Commissioner Ennis for stating that the command vehicle will be used to stage a police presence in the commumty. He stated “you did more in three minutes as Director of Public Safety than the previous Commissioner did in three years.” Victoria Broomhall of \hllville stated that there is a wooded trail behind Wawa that cannot be used anymore because there are four cars blocking the trail. She stated that it is littered with condoms and condom wrappers and feels this is a health and safety issue. Charlie Green of Millville asked the Commissioners what the City is doing to deal with the opoiod and drug epidemic in the City. He stated that he would be happy to volunteer his time to help in whatever efforts the City is making. Commissioner Sooy stated that City is really focused on redevelopment to try to bring some industry to the area to create work. Commissioner Ennis stated that he does not know of one family that has not been affected by drugs. He stated that a sick person can go to a hospital for treatment, a person suffenng from a toothache can go to the dentist, but someone hooked on drugs has no facility to go to for the help they need. Angeline Broomhall of Millville stated that she is very happy to hear the news about the command vehicle being placed in our neighliorhoods. She stated that she feels the City should go into the various bodegas in the City and if they are selliuig drug paraphanalia or bootlegged videos then they need to be addressed. She asked if a police foot patrol could lie added to the area around the high school in the morning and the afternoon. Neil Bramn of the Millville Soccer League stared that the Knights of Columbus soccer shoot out challenge is coming up and invited everyone to come. He stated that kids from 9-14 years of age could participate and to see him for more details. Seeing nobody else come forth, Mayor Snntiago deemed the public portion closed. Comments by Commissioners Commissioner Davis Commissioner Davis stated that the Inspira Presentation was not online due to techmcal difficulties. He stated that he will not be supporting the MOU in the form it is in now. Commissioner Sooy Commissioner Sooy stated that we did not have an internet connection to YouTube during the Work Session and he is going to address it. Commissioner Ennis Commissioner Ennis stated that with regard to Shotspotter, he feels it is his first priority to have ample manpower with adequate pay in the Police Department. He stated that if we want to attract better police officers then we need to provide better pay. Commissioner Porreca Compari Commissioner Porreca Coinpari stated that she will be having a Town Hall meeting with Commissioner Sooy tomorrow night at the American Legion at 7:00 p.m. and everyone is invited to come out. Mayor Santiago Mayor Santiago did not have any closing comments.
