90’ oa Richard C. McCarthy Commission Chamber, City flail Miliville, New Jersey February 6, 2018 The Board of Commissioners met in a Work Session with Mayor Santiago pressding. The memhers present included Commissioner Pepitone, Vice Mayor Parent, Commissioner Udalovas, and Commissioner Cooper. City Attorney James E. Schroeder and Administrator Regina Burke were also present. Mayor Santiago led the salute to the flag. Mayor Santiago made the statement required by the Open Public Meeting Act of 1975. “This meeting is being conducted in accordance with the Open Public Meetings Act of 1975, was advertised, posted and made available to the public as required by Statute. The Municipal Clerk is directed to include a statement in the minutes of this meeting.” Review Changes to the Agenda Mayor Santiago asked if there were any review changes to the agenda. City Clerk responded there are no changes to the Work Session agenda tins evening. Public Comment on Agenda Items Only Mayor Santiago stated that we have now reached the Public Comment on Agenda Items Only portion of the meeting and asked if anyone would like to be heard. Seeing nobody come forth, Mayor Santiago closed the Public Comment Portion on Agenda Items Only. Old Business City Clerk reported that there is no Old Business this evening. Discussions of Commissioners Commissioner Cooper Commissioner Cooper read the departmental report and moved to have it received and filed. Commissioner Udalovas seconded the motion which was earned by the following vote: Yeas: Commissioner Pepitone, Vice Mayor Parent, Commissioner Udalovas, Commissioner Cooper, and Mayor Santiago. Commissioner Pepitone Commissioner Pepitone moved to receive and file the Police Report for January 2018. Vice Mayor Parent seconded the motion which was carried by the following vote: Yeas: Commissioner Pepitone, Vice Mayor Parent, Commissioner Udalovas, Commissioner Cooper, and Mayor Santiago. Commissioner Udalovas Commissioner Udalovas stated that Sarah Birdsall is with us this evening and will be presenting the draft zoning ordinance procedures to the Commission. Ms. Birdsall stood at the podium and explained the past two years of her work for the City. She explained that two years ago the DCA did a Land Use Element for the City, which is a service they provide municipalities. She stated the Planning Board then voted to adopt the Land Use Element changing the number of distncts in the Zoning Ordinance from 21 to only 14. She added that the Mumcipal Land Use Law requires that Housing and the Land Use Element to be consistent. She srated the new Land Use Element has repurposing in mind and emphasizes open space and the environmental aspect of the City. She explained the updating of the municipal code will be more user-friendly with all of the zoning nght up front rather than in the back. She stated it is form-based. She also addressed the applications and checklist process, stating they will be embedded to satisfy the requirements clearly and in alignment with the code. She also emphasized the standards are less restrictive which heavily promote re-purposing. She also was pleased to report on how environmentally sound it is with the allowance for mixed uses. In closing, Ms. Birdsall addressed the need to address the direcoon the City wishes to take with regard to signage, resource extraction, and the performance standards still need to be writteo. The Commissioners asked a few questions and made a few comments with regard to the presentation. All thanked Ms. Birdsall for attending the Work Session and providing the updated information. Commissioner Udalovas moved to receive aod file the report which was seconded by Commissioner Cooper. The motion was earned by the following vote:Yeas: Commissioner Pepitone, Vice Mayor Parent, Commissioner Udalovas, Commissioner Cooper, and MayorSantiago. Vice Mayor Parent Vice Mayor Parent stated that the Department of Revenue and Finance is working diligently to finalize the budget. He stated it should lie ready for introduction iii the coming weeks. Mayor Santiago Mayor Santiago read the statistics from the Water Report for January 2017. Commissioner Pepitone moved to receive and file the report which was seconded by Vice Mayor Parent. The motion was carried by the following vote: Yeas: Commissioner Pepitone, Vice Mayor Parent, Commissioner Udalovas, Commissioner Cooper, and Mayor Santiago. Public Comment Portion Mayor Santiago opened the meeng to the public for comment. Seeing nobody come forward, he deemed the public portion part of the meeting closed. Comments by Commissioners None of the Commissioners had closnig remarks. Adjournment With no further business, Vice Mayor Parent moved, seconded by Commissioner Pepitone to adjourn the meeting, subject to the call of the Chair. All were in favor, none were opposed.
