Millville Zoning Board Meeting Held September 5th, 2019 Minutes PUBLIC MEETING Members of the Millville Zoning Board met on the above date for their regularly scheduled monthly meeting in the Richard C McCarthy Chamber, 4th floor of City Hall. Chairperson Chainey called the meeting to order at 6:30 PM and announced that this meeting was being conducted in accordance with the Open Public Meetings Act of 1975, was advertised, posted, and made available to the public as required by Statue. The Secretary called roll and found those in attendance were Vice-Chairman Worthington, Chairperson Chainey, Mr. Conner, Ms. Velez, Mr. Carty, Mr. McGahhey, Sharleen Johnson and Mr. Latore were all present. Also present were Mr. Van Embden, Zoning Board Solicitor, and Wayne Caregnato, City of Millville’s Zoning Officer. The following were absent Ms. Sheila Roselle. MINUTES OF THE PREVIOUS MEETING Mr. Latore made a motion to approve the minutes of the August 1st, 2019 meeting and was seconded by Vice-Chairman Worthington. Mr. Connor, Ms. Velez, and Chairperson Chainey, voted yes. Mr. McGahhey and Mr. Carty abstained. RESOLUTIONS- Resolution #09-2019(a) replacing Resolution #09-2019 for John Stowe was granted Approval to correct the days of operations to Monday thru Friday from 6:30am to 6:00pm. Vice-Chairman Worthington made a motion to approve the revised memorializing resolution granting approval for a “C” variance and “D” variance and was seconded Mr. Conner. Ms. Velez, Mr. Latore and Chairperson Chainey, voted yes. Mr. McGahhey and Mr. Carty abstained. CORRESPONDENCE –N/A APPLICATIONS – 5.1 Richmond Carlton, 1908 Wheaton Ave, Millville in Block 235 Lot 23 Applicant Richmond Carlton of 1908 Wheaton Ave in Block 235 Lot 23 in an R-10 residential requesting “C” variance for a 52” high fence. Mr. VanEmbden swore in Mr. Richmond Carlton of 1908 Wheaton Ave, Millville. The applicant submitted a picture of the opacity and aesthetic fence for evidences named Applicant 1. The fence will only be added on the Caloris Ave side of the yard. The location of the fence and the style of fence does not interfere with the sight triangle at the intersection of Caloris Ave and Wheaton Ave. The fence has spaces wide enough for traffic to see through but not wide enough for my dog to get through, stated Mr. Carlton. The attorney asked if the applicant had read over the engineer report? The applicant stated yes and agrees to all comments made on the engineer report. With no farther questions from the board. Chairperson Chainey opens comments portion to the public, with no speaker’s Public portion was closed. Vice- Chairman Worthington made a motion to grant “C” Variance and seconded by Mr. McGahhey. All present voted yes. 5.2 Alex Nazarenko, 2700 East Main Street, Millville in Block 525 Lot(s) 14, 15, & 16. Applicant Alex Nazarenko asked the Planning Board to Postpone until the next Planning board in October 3rd, 2019. The board asked the applicant to come prepared with answers and evidence to help explain their application before the board. Be sure to read through and be prepared to answer questions on the engineer report. The Board made a motion to grant the applicant the request of tabling the application until October 3rd, 2019. Mr. Latore made the motion and seconded by Mr. McGahhey. All present voted yes. OTHER BUSINESS – N/A With no other further business, made a motion to adjourn was made by Vice- Chairman Worthington and was seconded by Mr. Connor. Submitted by: Kristine Klawitter

APPLICATIONS- 6.1 Richmond Carlton, 1908 Wheaton Avenue, Millville in Block 235 Lot 23 Richmond Carlton of 1908 Wheaton Ave in Block 235 Lot 23 in an R-10 residential Zone. Applicant requesting C variance for a 42” high fence. 6.2 Alex Nazarenko, 2700 East Main Street, Millville in Block 525 Lot(s) 14 & 15 Alex Nazarenko of 1558 S Allen Ave in Block 525 Lot(s) 14 & 15 in an LC Land Conservation. Applicant requesting “C” Variance for a single-family dwelling to be constructed a lot not abutting a street. 7. OTHER BUSINESS- N/A 8. ADJOURNMENT-N/A
