Millville Zoning Board Meeting Held January 9th, 2019 Minutes PUBLIC MEETING Members of the Millville Zoning Board met on the above date for their regularly scheduled monthly meeting in the Richard C McCarthy Chamber, 4th floor of City Hall. Chairperson Chainey called the meeting to order at 6:30 PM and announced that this meeting was being conducted in accordance with the Open Public Meetings Act of 1975, was advertised, posted, and made available to the public as required by Statue. The Secretary called roll and found those in attendance were Chairman Worthington, Ms. Chainey, Vice- Chairman Conner, Mr. McGahhey, Mr. Carty, Ms. Roselle, and Mr. Latore were all present. Also present were Mr. Van Embden, Zoning Board Solicitor, Wayne Caregnato, City of Millville Zoning Officer. The following were absent Ms. Johnson and Ms. Velez MINUTES OF THE PREVIOUS MEETING Vice- Chairman Conner made a motion to approve the minutes of the December 5th, 2019 meeting and was seconded by Mr. Carty. All present voted yes. RESOLUTIONS- Memorialized Resolution # 13-2019 for Americans Love Living, Inc., was granted approval for a “D” Variance with Site Plan for operating a banquet Hall. Mr. McGahhey made a motion to approve the Banquet Hall and was seconded Mr. Latore. All present voted yes. Memorialized Resolution # 14-2019 for Alex Nazarenko was granted approval for a “C” Variance to permit construction of a single-family dwelling on consolidated lots not abutting an improved street with site plan. Mr. McGahhey made a motion to approve construction of a single-family dwelling and was seconded Mr. Carty. All present voted yes. The Board discussed Resolution #01-2020 regarding the scheduled dates of Zoning Board Meetings and designation of Official Newspaper recordings. Ms. Chainey made a to approve Resolution #01-2020 and was seconded by Vice-Chairman Conner. All present voted yes. The Board discussed Resolution # 02-2020 regarding the annual reorganization and Appointment of Professionals-2020. Ms. Chainey made a motion to nominate Mr. Worthington as Chairman and Mr. Conner seconded the motion and it was approved with the following roll call vote: yes for Mr. Latore, Mr. Conner, Mr. McGahhey, Mr. Carty, Ms. Roselle, and Ms. Chainey. Carried The Board discussed Resolution # 02-2020 regarding the annual reorganization and Appointment of Professionals-2020. Mr. McGahhey made a motion to nominate Mr. Conner as Vice- Chairman and Mr. Carty seconded the motion and it was approved with the following roll call vote: yes for Mr. Latore, Mr. Conner, Mr. McGahhey, Mr. Carty, Ms. Roselle, and Ms. Chainey. Carried  Mr. Latore made a motion to validate the Board Secretary, Kristine Klawitter for the Zoning board and was seconded by Vice-Chairman Conner. It was approved with the following roll call  Vote: yes for Mr. Latore, Vice-Chairman Conner, Mr. McGahhey, Mr. Carty, Ms. Roselle, Chairman Worthington and Ms. Chainey. Carried  The Board discussed Resolution # 03-2020 regarding Mr. Nathan VanEmbden for City Solicitor and contract with the City- 2020. Ms. Chainey made a motion to nominate Mr. Nathan VanEmbden for City Solicitor and Vice-Chairman Conner. It was approved with the following roll call Vote: yes for Mr. Latore, Vice-Chairman Conner, Mr. McGahhey, Mr. Carty, Ms. Roselle, Chairman Worthington and Ms. Chainey. Carried  Ms. Chainey made a motion to nominate Mr. Nathan VanEmbden for City Solicitor and Vice- Chairman Conner. It was approved with the following roll call Vote: yes for Mr. Latore, Vice- Chairman Conner, Mr. McGahhey, Mr. Carty, Ms. Roselle, Chairman Worthington and Ms. Chainey. Carried  Nathan VanEmbden asked the Board, by acclamation does all agreed that Mr. Brian Prohowich, City of Millville Engineer continue service of Engineer. All present voted Yes.  Ms. Chainey nominated Samantha Silver, City of Millville Supervising Planner to continue her service of Planner for the Zoning Board. All present voted Yes. CORRESPONDENCE – N/A APPLICATIONS – N/A OTHER BUSINESS – Ms. Chainey makes a statement that it has been a great honor and privilege to service as Chairperson on the Zoning Board for the past couple of years, but I think it provides good opportunities for leadership development and provides more dept and breath to this board if other board members get a chance to service in this position. Sharleen Johnson renewed her term expiring 1/2/2020 new expired date 1/2/2022. The Zoning Officer and The Zoning Board Members discuss the 2020 Zoning Board report. Nathan Van Embden makes the statement of, this is the time were the Zoning Board can make suggestion or recommendations to the City Commissions and share with the Planning Board to change the master plan and zoning Ordinance. We have an obligation to have a decision but not an obligation to make a recommendation. The factor to consider is a review of the master plan and a review of everything going on right now. We can send this to the Planning Board and City commission. The Zoning board did not have recommendation to relay to the following boards. The Wayne Caregnato, Millville’s Zoning officer makes a statement of, expanding the general business area. There is not much space for general business zone. The Zoning Board would like the annual report to included disapprovals as well as approvals. With no other further business, Mr. McGahhey made a motion to adjourn the meeting and was seconded by Mr. Carty. Submitted by: Kristine Klawitter
