2. Approval of the Previous Minutes of November 11, 2013.
Mr. Hoeschen moved approval, seconded by Ms. Clendenen-Acosta, of the minutes
of December 30, 2013. There were no objections.
3. 131159 Resolution relating to a certificate of appropriateness for replacement
of terra cotta on Milwaukee City Hall, 200 E. Wells St., an individually
designated building for the City of Milwaukee.

Mr. Jakubovich gave an overview on the proposal for the replacement of
approximately 2200 terra cotta units that were previously installed on City Hall, during
the restoration that began in 2003, that have since cracked. This number represents
a significant portion but not all of the remaining terra cotta, which would not be
touched. Work would be limited to the upper portions of the building. Gables and
coping stones would be replaced and include roll caps on top to shelter the joints and
prevent moisture from soaking in. The roll caps were not installed previously on the
replacement pieces. Cornices and portions of gutters would be replaced with new
terra cotta. Balustrades would also be replaced. The overall appearance and design

of the exterior of the building would not be altered. The Department of Public Works
(DPW) had reviewed three options. DPW has chosen the option of replacing 2200
terra cotta units and requiring periodic inspection. The manner of how the material is
to be installed would change by not using grout. The proposal is to use type O of
standard pre mixed bag mortars. Type O mortar has a decent amount of lime and
give to it. Use of expansion joints would be a new feature, and the joints will be
added at select locations where movement could take place. The expansion joints
would be filled with a sealant or caulk and would not be visible from a distance.
Mr. Jakubovich, on behalf of Commission staff, recommended approval with the
condition that a sample of terra cotta and mortar be reviewed and approved by staff.
In addition, expansion joints should not be used further in the future for repairs.
Instead, a richer lime mortar should be considered as opposed to the mortar
presently being proposed.
Ghassan Korban of DPW and Edward Gerns of Wiss, Jannery, Elstner Associates,
Inc. appeared.
Mr. Korban said that his department is in agreement to change the mortar type from
N to O.
Mr. Hoeschen said that DPW would have to come back to the Commission regarding
future work on the exterior of the building, and the Commission will have the right to
inquire about expansion joints and richer lime mortar.
Commissioners further had questions regarding a review by the National Park
Service of the proposal, appropriateness for the Commission to consider mortar
hardness specifications, visibility of the expansion joints, and status of the canopy.
Mr. Jakubovich replied. The National Park Service has left discretion over review of
the proposal to the Commission and that it would be more interested in the proposal if
the City had applied for national historic landmark funds. Mortar hardness has been
reviewed by staff at local, state, and federal levels. It is vital to the preservation of
buildings.
Mr. Gerns replied. Existing head and bed joints that are in the configuration of the
terra cotta and not conventional expansion joints would be added. Expansion joints
would be installed only in areas where whole bands of terra cotta would be replaced.
Nothing is going into existing materials. To reduce visibility, sand would be
broadcasted into the sealant to blend better with mortar joints. All expansion joint
installations are reversible. The need for the canopy would go away.
Mr. Korban stated that the canopy would be removed by the time of completion in late
November 2014.

4. 131200 Resolution relating to a Certificate of Appropriateness for major
landscaping at 3474 N. Lake Drive in the North Lake Drive Estates
Historic District for William and Catherine Perez.

Mr. Jakubovich gave an overview on the proposal for major landscaping at the
Stanley Stone house, a French Chateau Revival style house built in 1928, at 3474 N.
Lake Dr. along the shore of Lake Michigan. A deep ravine currently surrounds the
entire property on at least two sides. The existing granite and limestone driveway will
be removed and replaced with all salvaged granite paving stones in the same
footprint. The formal garden off to the side of the house would not have any major
changes except the removal of some trees and additions of some new plantings and
an apple orchard. There would be a new seat wall and patio built. Old bushes would
be removed and replaced with new bushes. The rear yard, which presently drops off
very quickly towards the lake, would be enlarged to involve a bump out, a little re
grading of the existing slope, new shrubbery, and leveling off of an existing pathway
to the lake. Erosion has been an issue along the lakefront. Windows and ironwork
mentioned in the application would be staff approved.
Mr. Jakubovich, on behalf of the Commission staff, recommended approval but was
concerned with the proposed change in grading and the masonry materials of the
seat wall and patio.
Barbara Rosborough, Rosborough Partners, Inc., appeared and gave comments.
The pathway at the rear does not go all the way to the lake, which is 350 feet away
from the slope at the rear. The back lawn would need to be regarded, more terraced
as opposed to a continual slope. This would lessen the erosion of the yard and the
grade will be held in place by a vigorous collection of plantings adaptable to slope
retention and not a retaining wall. A civil engineer has not been consulted regarding
the proposal to change the grade. Center plantings would be replaced in the garden,
trees in front of the home are existing, and the curb cut would remain the same.
Contractors for all the work would be local and from Chicago.
Mr. Hoeschen said that he was concerned with the ravine, fallen trees in the ravine,
and integrity of the bluff at the rear towards the lake. The change in grading should
be reviewed by a civil engineer.
Mr. Hoeschen moved approval, seconded by Ms. Clendenen Acosta, of a Certificate
of Appropriateness for major landscaping at 3474 N. Lake Drive in the North Lake
Drive Estates Historic District with the exception that any change in grade require
receipt of a report from a civil engineer showing no compromises to the bluff and
requiring that masonry materials of the seat wall and patio be approved by staff.
There were no objections.

5. 130422 Communication relating to the establishment of an historic plaquing
program.

Mr. Jakubovich said that before the Commission today was a discussion draft of by
laws regarding the plaquing program, which was generated for the Commission’s
review, approval, and comment in regards to creating specific language for the
ordinance on how a program would be administered and who would be eligible for it.
Subsequent Common Council review may occur after review and approval by the
Commission.
Details of this draft can be found within the file, CCFN 130422, under “HPC Bylaws
Basic (Discussion Draft) 12 30 13”.
Mr. Jakubovich proceeded to give an overview of the by laws draft regarding eligibility
and administration. One criteria presently listed in the City’s historic preservation
ordinance would have to be met, and there should be no negative connotations
associated with the buildings, structures, or sites being considered. Non designees
may apply for plaques followed by staff review and recommendation before being
forwarded for determination by the Commission. There would be no cost to the City
as requesters and applicants would be responsible for payment of all charges for
landmark plaques.
Commissioners inquired about plaque placement and types, the eligibility of
designated and non designated structures, commission review, limiting the number of
plaques given, administrative costs, marketing of the program, alternatives to a
plaquing program, and staff input. They asked for more information about other cities
that were most similar to Milwaukee, the amount of applications that other cities
would receive under a plaquing program, and an expanded table comparing plaquing
programs among cities, states, and counties.
Andrew VanNatta, Legislative Reference Bureau, was present and responded to
commissioners regarding their questions and the draft of the by laws under
consideration. The draft includes some input from Ald. Terry Witkowski, 13th
aldermanic office, and the alderman supports the draft. Ald. Witkowski expressed to
him that non designated buildings, structures, and sites be eligible for plaques, but
the alderman did not mention anything to him about limiting the number of plaques
given out.
The main idea would be to have plaques be on a building and then designated in
some way on a post, wall, or structure. Plaques should not be on a street sign. The
Commission should determine the type and placement of plaques.
Designated structures would be automatically eligible for a plaque. Both applicants of
designated and non designated structures would pay for all costs, and all applications
would be reviewed by staff and the Commission.
Covington, Kentucky was looked at as being most similar to Milwaukee due to having
its own municipal plaquing program. There is no outside historic society to administer
the program. The application process is a two part process with the first part
consisting of determining whether or not undesignated structures would meet the
required criteria and the second part consisting of determining the technical aspects

of a plaque such as wording, design, and placement. Applicants could write down
what they wanted on a plaque. Approval by Covington’s commission is a fairly
detailed process. Visuals of plaques were looked at. The Commission should direct
what it wants in an application process.
Information regarding the amount of applications for plaques in other cities could not
be found. For the most part, other programs in other cities were applicant driven,
especially ones promoted by historic societies.
Administrative cost is to be determined by the City or the Commission. Information
regarding the cost of plaques is available under page 18 and 19 of the “LRB Report
Oct. 2013,” which can be found within the file, CCFN 130422.
There is a copy of a table comparing city, county, and state plaquing programs. It
has not been finalized but can be provided.
Mr. Jakubovich said that both designees and non designees would come before the
commission for a plaque. Communication about the program can be made simply by
public announcement or through press release. Through experience, sending letters
to owners of designated structures would not be very effective and would yield little
return. Many people would not pay attention to these letters. He does not know how
many people would be interested in plaques. He had received two calls during the
past year about city plaquing, but none were interested in a plaque if they had to pay
for its costs. Anyone can put up their own plaques presently as long as zoning
requirements are met. People would only come to the Commission for a plaque to
get official recognition as to the significance of their buildings, structures, or sites.
There has been a separate or alternative movement to have districts identified with
street signs on top of existing street signs. This separate district naming idea came
out of the plaquing program discussion and has passed through the Common
Council. Neighborhoods would have to pay for the signs.
Concerns were discussed.
Ms. Pieper Eisenbrown was concerned with who would be responsible to do and
provide the research information for staff to review and determine if a criterion has
been met.
Mr. Hoeschen said that he was concerned with increased workload put on staff, the
dilution of existing designations, and protecting the Commission’s main roles of
designating and protecting historic buildings, structures, and sites. As currently
drafted, it is not clear who would be responsible to provide the research. Staff may
find themselves with the burden of doing the research. By having no limits to the
amount of plaques that can be given, allowing plaques to be issued throughout the
year, and having lesser criteria requirements and restrictions as opposed to the
criteria and restrictions for historic designations, the plaquing program as currently
drafted may perhaps influence owners or applicants to seek plaques instead of
historic designation in regards to their properties. Historic designation may only be
desirable for tax credit purposes.
Dawn McCarthy of the Milwaukee Preservation Alliance appeared and provided her
concerns. Allowing eligibility for non designated buildings, structures, or sites would
cause unnecessary problems, have costs to the City, not support the role of the
Commission, not protect historic properties, increase staff and commission
responsibilities, not prevent anyone from putting up their own plaques, and be a
disservice for those willing to have the restrictions under designation. Another
concern would be having an appeal process for denied applicants, which has not

been addressed.
Eliminating eligibility for non designees would solve a lot of the problems under
discussion.
Gail Finch appeared and shared her concerns. Current designees and future
applicants may be discouraged. They may bail out of the designation program and
seek the plaquing instead.
The plaquing program and by laws were further deliberated.
Mr. Jakubovich said that plaques could perhaps be awarded throughout the year as
applications come in and then formally recognized in mass at the preservation
awards.
Regarding the burden of research, staff can have an application form calling out for
required information. The form can be made online and in hardcopy form. The hope
is for the applicant to do the legwork, and staff can direct them on where to go to find
information.
Mr. Jarosz said that it appears that the application process would be a two step
process consisting of determining the criteria and then commission review and
determination. Eligibility would be wide open. Issuing plaques throughout the year
as applications come in and then recognizing awardees in mass at the annual
preservation awards seemed logical. The Commission should err on the side of
encouraging recognition, providing more information regarding historic structures,
implementing the program as drafted, and revisit the program in a year. Generation
of a form requesting research information would not be burdensome to staff.
Applicants should be responsible to provide thorough research information and
photographs, and the by laws should be expanded to make this requirement very
clear. The responsibility of applicants to bear the administrative and plaque costs
would limit the amount of those who would be interested and actually pursue a
plaque, and it would seem that there would not be numerous applications for plaques
as a result.
Ms. Pieper Eisenbrown said that the burden of doing research should be on the
applicant and not on the staff. The program should be on a first come first serve
basis in terms of applications coming in. To alleviate the problem of potentially
reviewing many applications, there could be a staggered roll out of the program
allowing for a certain time period for applications to be accepted. As the program
extends into future, the time period may be expanded gradually each year. To
protect historic properties, plaques issued by the Commission could have a
trademark or specific approval language on the plaques.
Ms. Opgenorth said that despite concerns there must be a plaquing program. The
Commission should take advantage of the program to build communities and
increase understanding of local historic designation. Perhaps marketing of the
program could be done electronically to all those with designated buildings,
structures, or sites. County programs in most cases have societies to provide the
placement and maintenance of plaques.
Mr. Hoeschen said that the by laws should be moved forward to include language to
clearly indicate that an applicant is responsible to provide information to show
compliance with the criteria of the program. Staff should be tasked with making a
recommendation and not be responsible to conduct the research. Based on LRB
research, the vast majority of other cities have twenty or fewer plaques issued per
year. As a result, there is some assurance that a program for the City may entail a
fairly small number of applications and plaques. Despite the concerns that were

expressed, the Commission must create a plaquing program as directed. The
Commission should find a balance in an appropriate manner without damaging of
diluting historic designation and historic properties. The balance could be achieved
through by having a narrowly tailored and prestigious program, similar to the Cream
of Cream City Awards, that would limit the number of plaques awarded each year and
the period that plaques would be issued. Applications may be submitted throughout
the year, but there should be a submittal deadline. The Commission has the ability to
cap the amount of applications accepted and the amount of awardees chosen. For
example, the program could entail the acceptance of only the first one hundred
applications the selection of up to twenty five awardees for a year. The Commission
should hear further input from alderpersons and from fellow commissioner, Ald.
Robert Bauman.
Mr. Jarosz requested for LRB to do the following: provide more information regarding
the plaquing program application process and visuals of plaques of Covington,
Kentucky; amount of applications received by other cities with plaquing programs;
change the by law draft to add language requiring that the applicant be responsible to
do research and provide information for staff to review as suggested by
commissioners; and change the by law draft to add language stating that the number
of applications accepted and plaques issued each year be limited to a certain number
as suggested by commissioners.
Concluding remarks were made by Mr. Jarosz. He had further questions and wanted
more time for the Commission to consider and review the plaquing program before
makingfinal decisions. He would like to revisit the matter with Alds. Witkowski,
Kovac, and Bauman regarding the concerns expressed, to obtain input from them,
and to revisit the basic intent of the program. The matter may be taken up again at
the next meeting. Mr. Lee is to provide bullet points of the discussion made today.
6. Updates and Announcements.
Mr. Jakubovich announced that the Cream of the Cream City Awards would be held
in May and for commissioners to start thinking about nominations. Applications
should be put out by February, and the selection process should conclude by April .
