Roll Call The meeting convened at 3:09 PM Individual also present: Sally Witte, Department of City Development Present 4 - Morris, Murphy, Klose and Layden Excused 1 - McSweeney 2. Review and Approval of Previous Meeting Minutes Ms. Layden moved approval, seconded by Ms Klose with corrections to the spelling of "mural" for item #4. There were no objections. 3. New Work Fund Updates: - Peace Park: - suffered damage from vandalism or a car crash - billboards to be repaired - Other Projects - no updates 4. Conservation Fund - Review of New Applications There is one new application from the Milwaukee Area Labor Council to restore the Wisconsin Workers Memorial with a request of $5,000 from the Milwaukee Arts Board. Ms. Morris moved to recommend to the full Arts Board the allocation of $5,000 to complete the restoration of the Wisconsin Workers Memorial, seconded by Ms. Layden. There were no objections. - Recommendations for Funding Ms. Morris moved to recommend to the full Arts Board allocation of $5,000 to the West Town Association for the restoration of the Spanish American War Hero contingent on the final report of the George Washington sculpture, seconded by Ms. Layden. New Business - Proposals for Supplementary Funding Sally Witte stated that there was an approximate amount of $40,495 to be spent by end of 2018 in the Public Art Fund. - $27,500 awarded for the New Work Fund ($25,200 to Milwaukee and $564 to Juneau Park) - $10,000 for the Conservation Fund - $15,000 for the New Work Fund possibly increasing by $10,000 for 2018 Sally stated that there is funding in the Project Grant Fund of approximately $29,000 to be spent by the end of 2018. Ms. Morris stated that on October 17th there will be a panel at Lynden Sculpture Garden to address the issue on public monuments and their meaning. Ms. Morris stated that the hope is that this process ends with a permanent piece of art in the City of Milwaukee. Ms. Morris made a motion to recommend, to the Arts Board, extending an invite to members of "200 Nights of Freedom" group to attend the next meetings and discuss ways Arts Board funding can help support a long term project that will commemorate the history of issues related to the 200 Nights of Freedom, seconded by Ms. Layden. There were no objections. 6. Old Business - October 26th Public Art Listening Session - Ms. Morris thanked Ms. Klose for her work on the announcement flyer for the upcoming listening session. She stated that Ms. Layden confirmed the Public Art Listening Session would be held on October 26, 2017 at 6PM. Ms. Morris suggested one correction for the flyer and would like to discuss the organization of the listening session at the October 10th meeting. Ms. Layden mentioned past discussions about having previous recipients present and if that is the case, an early notice is needed. Ms. Morris stated that it will be better for the Board members to present the listening session. Sally Witte will check on photos of past projects to present at the listening session. Ms. Klose stated that she would set up a webpage for RSVPs. - City of Milwaukee Art Collection - Ms. Morris stated that a grad student would be ideal, possibly Tim Murphy or David Flores and in that case, there would be a bidding process. The candidate can continue serving on the Arts Board, but not vote on related items. Sally Witte stated that the expert would be responsible for inspection of art pieces, inventory, condition report, and estimate of repair. Announcements In the event that Common Council members who are not members of this committee attend this meeting, this meeting may also simultaneously constitute a meeting of the Common Council or any of the following committees: Community and Economic Development, Finance and Personnel, Judiciary and Legislation, Licenses, Public Safety, Public Works, Zoning, Neighborhoods & Development, and/or Steering and Rules.
