YOUTH COUNCIL
Wednesday, April 25, 2018 4:30 PM Room 303, City Hall
1. Call to Order at 4:36PM
2. Roll Call.
Present 13 - Hoeschen, Lofton, McDade, Gloria Gonzales, Gambrell-Toliver, Alcantara,
Dunn, Smith, Cross, Randolph, Castro, Headley and Jordan
3. Discussion relating to Proper Police Procedure.
Appearing:
MPD Asst. Chief Raymond Banks
Mr. Banks responded inquiries regarding police training, procedures and discipline
policies. After hypothetical scenarios were discussed and questions were addressed,
Mr. Banks offered to come back to the youth council meetings in a regular basis to
discuss issues of concern among the youth and a possible collaboration between
youth council and the police department to rebuild the trust of the community with the
police department.
4. Presentation from City Year Americorps.
Appearing:
Ms. Julie Schneider - City Year Milwaukee Regional Recruitment Manager, Midwest
City Year is an education-focused, non-profit organization that unites young people of
all backgrounds for a year of full-time service aimed at keeping students in school and
on track to graduation. At City Year's 28 uran locations across the U.S. and two
international affiliates, teams of trained young people called AmeriCorps members
serve full-time in schools during the academic year as tutors, mentors and role
models.
By focusing on attendance, behavior and course performance, which identify students
who are at risk of not graduating on time, AmeriCorps members are positioned to help
students and schools succeed.
There are two remaining deadlines for 18-25 year olds to apply to serve with City Year
Milwaukee, which are May 11 and June 1.
This position begins July 23 and we are still very much recruiting to fill 120 AmeriCorps
Member slots in Milwaukee, with about half of the corps confirmed for next year.
Members offered to post information on the Milwaukee Youth Council media outlets.

5. Mental Health Summit.
Member Lofton reminded the Council of the Faces of Mental Health - Youth Behavioral
Health & Wellness Summit.

There will possibly be a Milwaukee Youth Council table/booth at this event.
6. Responsible social media campaign.
Members had a press conference to launch the #OurEyesOnly campaign, for safety
social media practices. A poster was released for public distribution among the
schools.
7. LIT Satrudays Leadership Igniting Transformation.
Member Smith shared LIT Saturdays, a leaders igniting transformation event

8. Announcements.
Mr. Ruben Hopkins - Chairman/CEO of Wisconsin Black Chamber of Commerce
WI Black Chamber of Commerce will be releasing a magazine into the Milwaukee
Public Schools and would like the inaugural issue to feature the Milwaukee Youth
Council. The magazine main focused will be entrepreneurship, academics, fashion
and sports.
Mr. Hopkins will be sending, to staff assistant, more information and the release forms
for parental authorization.
Mr. Marcus Smith - Senior Public Involvement and Outreach Specialist with
Southeartern Wisconsin Regional Planning Commission (SEWRPC)
State Representative David Bowen - 10th Assembly District.

and Legislation, Licenses, Public Safety, Public Works, Zoning, Neighborhoods & Development,
and/or Steering and Rules. Whether a simultaneous meeting is occurring depends on whether the
presence of one or more of the Common Council member results in a quorum of the Common
Council or any of the above committees, and, if there is a quorum of another committee, whether any
agenda items listed above involve matters within that committee’s realm of authority. In the event that
a simultaneous meeting is occurring, no action other than information gathering will be taken at the
simultaneous meeting.
Upon reasonable notice, efforts will be made to accommodate the needs of persons with disabilities
through sign language interpreters or auxiliary aids. For additional information or to request this

Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code of Ordinances are
required to register with the City Clerk's Office License Division. Registered lobbyists appearing
before a Common Council committee are required to identify themselves as such. More information
