PROCEEDINGS CITY OF MINERAL POINT COMMON COUNCIL MEETING Tuesday, April 21, 2026 – 6:00 PM City Hall Community Room/Virtually CALL TO ORDER/ROLL CALL Meeting called to order by Mayor Clark at 6:00 PM. Christensen Excused Graber Present Weier Present Burrows Present McKeon Present Allendorf Present Ramshur Present Goodney Excused Others Present: Clerk-Treasurer Skelding, Administrator Honer, Mary Glindinning, Police Chief Bob Weier, Library Director Diane Palzkill PERSONS DESIRING TO BE HEARD – None. MAYOR’S CORRESPONDENCE – Mayor Clark expressed gratitude to Tim Freeman for his many years of serving on multiple City committees and commissions. Mayor Clark appointed Council members to standing committees for 2026-2027. NEW BUSINESS ELECT COUNCIL PRESIDENT FOR 2026-2027. Motion (Allendorf/Weier) to elect Keith Burrows as Council President for 2026-2027. Motion carried, all voting aye (6-0). APPROVE APPOINTMENTS OF CITY OFFICIALS (ZONING ADMINISTRATOR, BUILDING INSPECTOR, POLICE CHIEF, AND CITY FORESTER). Zoning Administrator: Matt Honer Building Inspector: Chris Michaels Police Chief: Bob Weier City Forester: Robert Murphy Motion (Allendorf/Burrows) to approve the appointment of City Officials (Zoning Administrator, Building Inspector, Police Chief, and City Forester). Motion carried, all voting aye, with Alder Weier abstaining (5-0- 1). APPROVAL OF BOARD, COMMISSION, AND COMMITTEE APPOINTMENTS. a) Appointment of Chuck Allendorf (Council Rep), Mike Gratz and Tom Ingwell to the Park Board for terms ending in 2029. b) Appointment of Mike Zupke, Keith Burrows (Council Rep), Laura Cisler, John Spady, Lauren Powers, and Bethany Brander to the Tourism Commission for terms ending in 2027. c) Appointment of Keith Burrows (Council Rep), Alex Ramshur (Council Rep), Tom Johnston, Brian Blanchette, Jeff Meyer, and Mo May-Grimm to the Plan Commission for terms ending in 2027. d) Appointment of David Engels to the Board of Appeals for a term ending 2029. e) Appointment of Kyle Carey and Richard Reger to the Extra Territorial Board of Appeals for terms ending in 2029. f) Appointment of Jeff Meyer, Matthew Poole, and Brian Blanchette to the Extra Territorial Plan Commission for terms ending in 2027. g) Appointment of Richard Reger for a term ending in 2028 and Alex Ramshur (Council Rep), Matthew Payne, Erik Flesch to the Historic Preservation Commission for terms ending in 2029. Page 1 of 2 h) Appointment of Linda Schaaf for a term ending in 2027, and Kris McCoy, Bill Grover and Melissa Ryberg for terms ending in 2029 to the Library Board. i) Appointment of Bryan Marr, Deven Walrack, Matt Schaaf, Danny Clark, Chris Goodney, and Jared Weier to the Fire Department Committee for terms ending in 2027. j) Appointment of Brian Graber as the Council Representative to the Community Chest for a term ending in 2027. k) Appointment of Mike Christensen as the Council Representative to the Chamber of Commerce for a term ending in 2027. l) Appointment of Merle Freymiller, Loa Van Matre, and Bill Grover to the Citizen Police Committee for terms ending in 2027. m) Appointment of Danny Clark, Jason Basting, Mike Fenley, Thomas Adams, Gary Galle, Tim Freeman, and Joel Gosse to the Board of Review for terms ending in 2027. Motion (Allendorf/Ramshur) to approve Board, Commission, and Committee appointments as presented. Motion carried by roll call, all voting aye (6-0).
