CITY OF MINERAL POINT 137 HIGH STREET, SUITE 1 MINERAL POINT, WI 53565 608-987-2361 MINUTES CITY OF MINERAL POINT FINANCE COMMITTEE MEETING Thursday, November 12, 2024, 12:30 PM City Hall Community Room 1. Call to Order, Roll Call, and Confirmation of Compliance with the Open Meetings Law. Chair Galle called the meeting to order at 12:30pm. Gary Galle, Chair Present Keith Burrows Excused Dean Martin Present Chuck Allendorf Present Others Present: Clerk-Treasurer Christy Skelding, Deputy Clerk-Treasurer Renee Rolli, APPROVAL OF OCTOBER 23, 2024 MINUTES Motion (Martin/Galle) to approve October 23, 2024 minutes. Motion carried, all voting aye (3-0). DISCUSSION AND CONSIDERATION OF CONTRACT FOR EMERGENCY MEDICAL SERVICES FOR 2025 WITH THE MINERAL POINT RESCUE SQUAD Alder Allendorf asked the committee what else could be done in regards to alternatives. Chair Galle stated that Administrator Honer is looking at alternatives, but he is unsure where that stands at this point. Motion (Allendorf/Martin) to recommend Council approval of Contract for Emergency Medical Services for 2025 with the Mineral Point Rescue Squad. Motion carried, all voting aye (3-0). DISCUSSION AND CONSIDERATION OF CONTRACT FOR FIRE PROTECTION SERVICES FOR 2025 WITH THE MINERAL POINT FIRE DEPARTMENT, INC. Motion (Martin/Allendorf) to recommend Council approval of Contract for Fire Protection Services for 2025 with the Mineral Point Fire Department, Inc. Motion carried, all voting aye (3-0). DISCUSSION AND CONSIDERATION OF 2026 REVALUATION AND 2027 MAINTENANCE CONTRACT WITH EQUITY APPRAISAL. The City will have a full revaluation done in 2026 and will continue with a Maintenance Contract in 2027. Motion (Allendorf/Martin) to recommend Council approval of the 2026 and 2027 Maintenance Contract with Equity Appraisal. Motion carried, all voting aye (3-0). Motion (Allendorf/Martin) to recommend Council approval of the Memorandum of Understanding Agreement between City Council and the Office of the City Administrator for the Obligation of the City’s ARPA funds towards Cornish Heritage Park Revitalization and the Pool Chemical Controller System. Motion carried, all voting aye (3-0). DISCUSSION AND CONSIDERATION OF RESOLUTION NO. 2024-08, ADOPTING THE 2025 OPERATING BUDGET AND ESTABLISHING THE PROPERTY TAX LEVY. Motion (Martin/Allendorf) to recommend Council approval of Resolution No. 2024-08, Adopting the 2025 Operating Budget and establishing the property tax levy. Motion carried, all voting aye (3-0). DISCUSSION AND CONSIDERATION OF RESOLUTION NO. 2024-09, ADOPTING THE CITY OF MINERAL POINT 2025 FEE SCHEDULE. Motion (Martin/Allendorf) to recommend Council approval of Resolution No. 2024-09, Adopting the City of Mineral Point 2025 fee schedule. Motion carried, all voting aye (3-0). DISCUSSION AND CONSIDERATION OF RESOLUTION NO. 2024-10, AUTHORIZING THE SUBMISSION OF A VIBRANT SPACES GRANT APPLICATION TO THE WISCONSIN ECONOMIC DEVELOPMENT CORPORATION. Motion (Allendorf/Martin) to recommend Council approval of Resolution No. 2024-10, authorizing the submission of a Vibrant Spaces Grant Application to the Wisconsin Economic Development Corporation. Motion carried, all voting aye (3-0). REVIEW MONTHLY TREASURER’S AND BUDGET REPORTS Of the balance on the Sewer Loan at Farmers Savings bank, $225,000 was moved to LGIP to get a better interest rate at 4.93%. The interest rate at LGIP went from 5.29% to 4.93% Everything is tracking as expected on the budget report. Motion (Galle/Martin) to accept monthly Treasurer’s and Budget Reports and place on file. Motion carried, all voting aye (3-0). APPROVAL OF MONTHLY BILLS Motion (Galle/Allendorf) to recommend Council approval of the monthly bills. Motion carried, all voting aye (3-0). UPDATE ON OTHER FINANCE MATTERS, INCLUDING 2024 POOL EXPENSES AND REVENUES Deputy Clerk-Treasurer Rolli shared that, as of today, the pool has cost $20,907 to run the pool this year. Projecting to the end of the year, pool expenses should track fairly close to what was budgeted.
