CITY OF MINERAL POINT FIRE COMMITTEE MEETING
Monday, March 23, 2026, 5:30 PM
City Hall Community Room
1. Call to Order, Roll Call, and Confirmation of Compliance with the Open Meetings Law.
Mayor Clark called the meeting to order at 5:30 pm.

APPROVAL OF OCTOBER 21, 2025 MINUTES
Motion (Goodney/Walrack) to approve minutes. Motion carried, all voting aye (6-0).
DISCUSSION AND CONSIDERATION OF DRAFT FIRE TRUCK REPLACEMENT MEMORANDUM OF
UNDERSTANDING.
Marr stated concern that a Memorandum of Understanding is not a legal, binding contract. He stated
that a contract is a way to guarantee that when the Fire Department gives the City a three to four year
lead time on needing a new fire truck, there should be no questions. He stated concern that when City
Administration changes take place, the new Administration may not agree with previous discussions.
Administrator Honer stated that the existing contract between the City and the Fire Department is a one
year contract, and that the City Attorney does not advise the current Council obligate a future Council to
promise the purchase of a fire truck in the future. Council will review the contract each year and make
any changes accordingly.
The Fire Department is not comfortable with a Memorandum of Understanding as there is no guarantee
that the City will purchase a fire truck when needed in the future.
Both parties agree to have Honer contact the City Attorney to discuss if there can be a Memorandum of
Agreement put in place, that would include verbiage to show assurances and be reviewed on an annual
basis.
No action taken.

DISCUSSION OF FIRE STATION CAPITAL IMPROVEMENT PROJECT.
The City recently had some core samples taken from the parcel where the old Police Department used
to sit. The results show nothing of concern. The core sampling was taken to gauge the potential for
expanding the current fire station into that city parcel.
Recently, Chief Walrack and Alan Schrank met with City Facilities Manager Robert Murphy regarding
maintenance on the fire station. The City has recently replaced all of the floor grates and garage door
openers as requested.
The Fire Department is requesting a commercial size dehumidifier, an air ventilation system, electrical
outlets needing GFCI, and power poles near the rear of the building to be moved so that the building can
have larger gutters installed.
Murphy is obtaining quotes for the electrical work that is requested. Honer is awaiting quotes from
Myers Mechanical regarding the air ventilation system and dehumidifier. He stated that a ventilation
system would run between $10,000-$20,000.
The Committee discussed the potential for a remodel of the fire station. The Fire Department requested
a budget number from City Administration so that they have something to work with when working on
designs.
The Committee will meet again to discuss parameters for a project moving forward, and discuss a
budget.
DISCUSSION OF THE CREATION OF AN INTERGOVERNMENTAL AGREEMENT FOR THE CREATION OF A
FIRE DISTRICT.
Administrator Honer stated that the City held a meeting with the Town of Mineral Point Chairman to
discuss the potential of creating a Joint Fire District. With creating a district, it allows the City to go
outside of the levy limit, for budgeting, to the amount of the Consumer Price Index (CPI) + 2%. This
allows the City to provide funds to the Fire Department without having to take away from it’s operations
budget.
The Fire Department would like to research districts and how this would be laid out before any decisions
are made. They aren’t sure how it would work to have a district but still remain MPFD, Inc. Further
discussions will take place at the next meeting.
