MINUTES CITY OF MINERAL POINT HISTORIC PRESERVATION COMMISSION MEETING Thursday, October 24, 2024 – 6:30 PM City Hall Community Room CALL TO ORDER/ROLL CALL The meeting was called to order by Chairman Flesch at 6:31 PM. Erik Flesch, Chair Present Steph McKeon Present Mark Hogan Present Tim Freeman Excused Gary Cisler Excused John Spady Present (vacant) Others Present: Christy Skelding, City Clerk-Treasurer; Ginny Lipska, Paul Dickler, Tony Hook, Tammy Black APPROVAL OF MINUTES – August 22, 2024 MEETING Motion (Spady/Hogan) to approve the minutes. Motion carried, all voting aye (4-0). DISCUSSION AND CONSIDERATION OF CERTIFICATE OF APPROPRIATENESS (35) REQUESTED BY GINNY LIPSKA FOR 128 SPRUCE ST. FOR LANDSCAPE AND PORCH RENOVATION. Commissioner Flesch stated that 128 Spruce Street is a very well restored home. The property owners are proposing some hardscape work. Current owner, Ginny Lipska presented the work that was done at her property. She completed work prior to getting a Certificate of Appropriateness as she was not aware she needed one. Commissioner Flesch proposed that the work on the porch is acceptable. The new stone stair looks great. The structural component of having a retaining wall to support the parking spot is reasonable. The portion of the retaining wall that is visible from the street, the material on the low retaining wall and the stairs, there would typically be a discussion of materials prior to work being done. Ms. Lipska has poured her life into this house. She has owned it since the eighties. Motion (Hogan/Spady) to approve the Certificate of Appropriateness as submitted. Motion carried. (3-1). All voting yes, with Flesch voting no. DISCUSSION AND CONSIDERATION OF CERTIFICATE OF APPROPRIATENESS (36) REQUESTED BY TONY HOOK FOR 320 COMMERCE ST. NEW CONSTRUCTION. At a previous meeting, Mr. Hooks presented a potential different plan, was denied, and went back to Stickley Morton Architects and hired Tammy Black to help with a layout. Ms. Black presented the proposed drawing. It’s an industrial building that’s located in the historic district. She is trying to keep it authentically industrial. The historic stone building, with additions that are painted block, and a brick addition. Tammy is thinking that these additions would be the same concrete block so that it blends with the rest of the building. One option is to paint it to match the same color that currently exists, updating the siding the current siding near the door on Commerce Street could be changed to a shaker veneer siding. Option two is to cover all the block with siding as well. Commissioner Hogan stated he is happy that Mr. Hooks took his advice in getting professional help in designing the changes. He doesn’t believe shaker siding is appropriate on an industrial building. He thinks perhaps maybe more of a stucco finish would be better. Perhaps also a little landscaping in front of the stairs. Flesch appreciates addressing the curb appeal. It’s not extensive, but to try to do something and look at the complex as a whole is appreciative. The commission is asked to consider option (A) of painted blocks, or option (B) to cover the block with siding. Spady likes the blending in with what’s already there. He agrees with Commissioner Hogan about not using the shake material in the front, but he does like what Flesch is saying about addressing the front area. He would not put any siding on there, other than the front part where the original door was. Initially, Tammy was thinking just block on the addition to the truck entry, to just have it blend in. The commission discussed having a sign put on the Commerce Street side of the building. Hogan would like them to see if they can figure out what was around the old front door originally. Motion (Spady/Hogan) to approve the Certificate of Appropriateness with the condition of finding a material that fits best for above the door on Commerce Street, the sign placement and size for the Commerce Street side of 320 Commerce Street. Motion carried, (4-0). DISCUSSION AND POSSIBLE ACTION ON A TWO-PERSON COMMITTEE FOR NOVEMBER AND DECEMBER 2024. Flesch and Hogan volunteered to serve as the two-person committee for November and December. Motion (Spady/McKeon) to approve Hogan and Flesch as the two-person committee for November and December 2024. Motion Carried, (4-0). DISCUSSION OF FUTURE AGENDA The Commission would like to discuss murals and the Certificate Of Appropriateness form on future agendas. On future agendas, the Commission would like to add a standing agenda item to share what 2-person applications have been approved between meetings.
