APPROVED MINUTES CITY OF MINERAL POINT HISTORIC PRESERVATION COMMISSION MEETING Thursday, July 24, 2025 – 6:30 PM City Hall Community Room CALL TO ORDER/ROLL CALL The meeting was called to order by Chairman Flesch at 6:56 PM. Erik Flesch, Chair Present Steph McKeon Present Mark Hogan Excused Tim Freeman Excused Gary Cisler Present John Spady Absent Matthew Payne Present Others Present: City Administrator Matt Honer, Maggie Tucker, Alderperson Alex Ramshur, Ried Knapp, APPROVAL OF MINUTES – April 24, 2025 MEETING Motion (McKeon/Payne) to approve the minutes with name spelling corrections from June 26, 2025. Motion carried, (4-0). CONSIDERATION OF CERTIFICATE OF APPROPRIATENESS APPLICATION (2025-COA15) REQUESTED BY GOLDIE’S BUILDING LLC FOR RENOVATION AND SIGNAGE AT 110 HIGH ST. Flesch asked how the signage would be mounted. Blanchette stated he would be attaching bracket through the wall. Payne asked if the downspout could be moved to the other side of the carriage house. Blanchette stated that he would be interested in installing a connection to Vine St. under the sidewalk. Honer stated that could be done in coordination with replacing the sidewalk next year. Flesch stated his concerns about how the treatment of the entry way would be handled with the larger door being installed. Motion (McKeon/Payne) to approve the Certificate of Appropriateness for renovation and signage at 110 High St. with the addition of placing the downspout under the sidewalk into Vine St. (3-1). CONSIDERATION OF CERTIFICATE OF APPROPRIATENESS APPLICATION (2025-COA16) REQUESTED BY MARGARET TUCKER FOR 103-111 COMMERCE ST. FOR NEW CONSTRUCTION, RENOVATION, AND SITEWORK. Tucker introduced herself and the project. She discussed the previous uses of the building and her and her partner’s use of the building and development of the plan. Payne asked what is being considered ground level. Flesch asked if historic preservation tax credits are being pursued. Tucker stated that they are not. Tucker stated that the State Historical Society and an adaptive reuse project in Cornwall were influences into the project. Tucker highlighted the changes in the entrances and exits that are being proposed. Tucker showed renderings that included the veranda and the window shading. Payne asked about the number of residential and commercial spaces. Tucker stated there are 8 residential spaces and 4 or 5 business spaces. Flesh stated that the project being proposed is much larger and with a more detailed application than what the Commission is used to seeing. Flesch asked what materials will be used to fill the windows that are being filled and asked for additional information on where the windows would be installed. Tucker stated that all materials are being reused and when additional materials are needed they will be sourced to match. Payne and McKeon asked about the parking lot. Flesch asked about the material that is being used in the area of new construction. Tucker stated that it is a pre-weathered steel and is not actively rusting, it is a stable material. Tucker discussed how the new structures were intended to be separate from each other. Motion (Payne/McKeon) to approve the Certificate of Appropriateness for renovations, new construction, and sitework at 103 – 111 Commerce St., (4-0). Page 1 of 2 DISCUSSION AND POSSIBLE ACTION ON MURAL GUIDELINES. This item was not discussed by the Commission. PRESENTATION BY ARTS MINERAL POINT REGARDING THE NOMINATION OF A LOCAL LANDMARK. Reid Knapp, representing Arts Mineral Point, presented to the Commission and requested them to consider nominating the Masonic Temple at 304/306 as a local landmark. The Commission was in favor of doing this and a timeline was discussed for consideration of designating the structure to be considered at the following meeting. DISCUSSION OF FUTURE AGENDA ITEMS. Payne stated that he would not be available at the next meeting. Honer stated he hopes to have an update on the CLG Grant to resurvey the community.
