STREETS COMMITTEE AND WATER & SEWER COMMITTEE
Monday, July 21, 2025. 5:30 PM
Community Room, City of Mineral Point City Hall
CALL TO ORDER/ROLL CALL
Chair Christensen called the meeting to order at 5:30 pm.

APPROVAL OF MAY 20, 2025 MINUTES.
Motion (Graber/Christensen) to approve the minutes, with modification of blank agenda item.
Motion carried, all voting aye (2-0).
DISCUSSION AND CONSIDERATION OF CORROSION CONTROL STUDY.
Fosbinder gave a background on what has been done since the last meeting. Fosbinder explained that
the proposal from WQI goes further than the WIDNR requirements to address corrosion control on a
long-term basis. Andy from WGI provided a background regarding his proposal.
Motion (Christensen/Graber) to recommend WQI’s proposal. Motion carried, all voting aye (2-0).
WATER AND SEWER UPDATES (BILLING AND METERS, INFLOW AND INFILTRATION (I&I), LEAD SERVICE
LINES, PROJECT UPDATES, OTHER.
Nate provided a brief update on utility adjustments and the recent infiltration that took place following
the major rainfall events,
DISCUSSION OF STH 23/39 AND COMMERCE ST. PROJECT.
Honer provided an update on the Commerce St. (Doty St to Dodge St.) project. Honer stated WisDOT
has moved the project into a reconstruction and are looking for input from the City on their timeline.
The Committee agreed that the infrastructure needed to be done sooner rather than later and would
like to see WisDOT move their reconstruction timeline up.

DISCUSSION OF PUBLIC WORKS ORDINANCE UPDATES
Honer stated that the public works ordinances will be updated with the rest of the ordinances, and now
is the time to review the ordinances and see if there is anything that should be changed. Honer stated
that the City could use updates to the culvert and driveway ordinance.
DISCUSSION AND POSSIBLE CONSIDERATION OF UPDATING THE LEAD SERVICE LINE REPLACEMENT
ORDINANCE.
Honer updated the Committee on the number of outstanding lead service lines in the City. The
Committee discussed implementing a mandatory replacement ordinance.
Motion (Christensen/Graber) to recommend updating the ordinance to require a mandatory service
line replacement with a timeline and property sales as triggers. Motion carried, all voting aye (4-0).
STREET UPDATES
Honer provided updates on the Commerce and South Street project, stormwater issues, Union Street,
and the Commerce Street parking lot agreement with the Pecatonica Rail Transit Commission.
DISCUSSION OF 2026 BUDGET AND 2025-2027 CAPITAL IMPROVEMENTS PLAN
Honer discussed the current state of the 2026 budget and provided a brief overview of the projects
identified for the Water and Sewer Utilities and the Streets Department in the Capital Improvements
Plan.
