Motion carried, all voting aye (3-0). CONSIDERATION OF PROPOSALS FOR THE WASTEWATER TREATMENT FACILITIES PLAN The lowest proposal came in at $15,000 and the highest came in at $60,000. This plan is the first step in the requirements of the new discharge permit. Fosbinder stated that this is a long term investment. This is a planning document that can be used for Capital Improvements for 20 years. He included items in the scope of work that don’t meet just the current permit, but items that would meet the next permit as well. The wastewater treatment plant has not been updated in more than 20 years. The proposals varied greatly. The city’s Capital Improvements Plan budgeted $45,000 for this project. Alder Weier asked if Fosbinder could help to make the proposals more apples-to-apples, as the committee members may not necessarily understand what these bids state. Fosbinder stated that he called one reference for each consultant that submitted a bid. He suggests the committee setting up brief meetings with consultants to gain clarity and have a better understanding of what each consultant offers in their bid. The committee discussed the proposals but would like to have each consultant come to a future meeting of the Water & Sewer Committee to discuss the proposals. Honer or Fosbinder will connect with the consultants. CONSIDERATION OF DRAFT LEAD SERVICE LINE REPLACEMENT ORDINANCE Administrator Honer drafted a Lead Service Line Replacement Ordinance. One addition to the draft ordinance that was stated is to require the replacement of lead lines during a property sale. The state will require the City to have all lead service lines be removed by 2037. Financial assistance to property owners may be a possibility but there is no option to currently utilize utility revenue for private side laterals, and an ordinance such as the one being proposed is required for the PSC to consider that option. Alder Christensen stated this ordinance is exactly what the committee asked for at the last meeting. It gives the city the authority to systematically get this project done to get to the 10-year finish line. Motion (Christensen/Weier) to recommend Ordinance and Claims committee approval of the draft Lead Service Line Replacement Ordinance. Motion carried, all voting aye (3-0). WATER AND SEWER UPDATES. Fosbinder stated he will email his updates to the committee. Administrator Honer, Fosbinder, and Clerk-Treasurer Skelding held interviews for the Water/Sewer Operator position. Three candidates were interviewed. The Water/Sewer Department replaced 382 meters in 2025. There are now only four manual read meters left in the City. STREETS DEPARTMENT UPDATES (MAINTENANCE, FLEET) Street Foreman Chad Whitford discussed Street Department updates. Whitford stated that a lot of the streets in the city are not worthy of crack-filling and sealcoating. He would like to see the City use a better seal coat product. He stated that he spoke with the city’s engineer and there is no reason to put any money toward streets that are 40 years old. Those streets are too far gone to have any sealcoating or crack-filling be successful. The streets that the city is looking to seal are Copper Street, Doty Street, potentially the top of High Street, Decatur Street, and Pine Street. Mileage-wise all of those streets will not get done this year. The oldest dump truck in the fleet is a 2012. The Street Department made $10,000 in repairs on it this year, though Whitford does not believe the truck is worth that amount. He intends to bring a proposal to the committee to manage the purchase of a new truck. Whitford would like to sell the 2025 F-550 pick-up truck and buy a used bucket truck. The committee agrees this is a good plan. Whiteford stated that he would not look to spend more than what the pick- up truck trade would be. REVIEW AND POSSIBLE CONSIDERATION OF 2026/2027 CAPITAL IMPROVEMENTS PLAN The city is planning a borrowing event in April. Honer discussed that there will likely be capital projects needed in the Water and Sewer Department, including changes to their fleet.
