MINUTES CITY OF MINERAL POINT PARK BOARD MEETING Wednesday, January 15, 2025 City Hall Community Room CALL TO ORDER/ROLL CALL Meeting called to order by Chair Engelke at 5:00 PM. Brian Engelke, Chair Present (left at 5:51pm) Chuck Allendorf Excused Dick Poad Present Jeff Reynolds Present Mike Gratz Present Matt Lindsey Excused Tom Ingwell Present Others Present: City Administrator Matthew Honer, Clerk-Treasurer Christy Skelding, Parks and Facilities Director Robert Murphy, Aaron Dunn, Ryan Fox, Lois Federman APPROVAL OF MINUTES – October 16, 2024 MEETING Motion (Ingwell/Engelke) to approve the minutes. Motion carried, all voting aye (5-0). DISCUSSION AND POSSIBLE RECOMMENDATION FOR THE TENNIS COURT AND PARKING LOT RECONSTRUCTION AT SOLDIERS MEMORIAL PARK. This project came to the Park Board last year. Since then, the city has asked Delta 3 Engineering to create concept plans for the tennis courts. Delta 3 has provided four different concept plans, which were provided in the meeting packet. Administrator Honer is asking for a recommendation from the Park Board. Grant applications will come out at the end of January with a turnaround time of approximately 18 months from completion to payout. Grant payout is 50% of the overall project. One of the concepts provided involves filling in part of the creek. If this is the route the committee chooses, the DNR will need to become involved, which also pushes the timeline out. The committee discussed the different concept plans. They discussed incorporating some sort of curb to help move water away from the courts to alleviate some potential flooding issues. Motion (Engelke/Ingwell) to recommend Council consideration for the tennis court and parking lot reconstruction at Soldiers Memorial Park, by choosing concept number 3 from Delta 3 Engineering. Amended Motion (Engelke/Gratz) to recommend Council consideration for the tennis court and parking lot reconstruction at Soldiers Memorial Park by choosing concept number 1, with the addition of two more pickle ball courts on the east side of the tennis courts, from Delta 3 Engineering. Motion carried, all voting aye (5-0). DISCUSSION OF COMMUNITY GARDENS Residents of the City have approached Chair Engelke with their interest to have a community garden space. Chair Engelke stated that the Elementary School currently has a community garden that they are looking for help with. DISCUSSION OF FUTURE AGENDA ITEMS Administrator Honer stated that he is in conversations with the swim team and summer rec program to create their own financial accounts.
