MINUTES CITY OF MINERAL POINT PUBLIC HEALTH AND PROPERTY COMMITTEE MEETING Monday, August 4, 2025 – 6:00 PM City Hall Community Room CALL TO ORDER/ROLL The meeting was called to order by Chair Allendorf 6:01 PM. Chuck Allendorf Present Steph McKeon Present Alex Ramshur Present Others Present: Mayor Danny Clark, Administrator Matthew Honer, Clerk-Treasurer Christy Skelding, Alicia Gilkes APPROVAL OF MINUTES – JUNE 19, 2025 MEETING Motion (McKeon/Ramshur) to approve the minutes. Motion carried, all voting aye (3-0). DISCUSSION AND POSSIBLE CONSIDERATION OF A LETTER OF INTEREST IN 206 COPPER ST. (“PARK HOUSE”) Administrator Honer stated that a few years ago, there was action by the Council to demolish the Park House. Honer has attempted to sell the house with the requirement of having it moved and gotten quotes for its demolition. Alicia Gilkes and Honer have recently been discussing the option of a commercial daycare facility in this location. Alicia Gilkes has been providing in-home daycare for the past three years. She would like to be owner of the park house building itself, and also a small piece of property surrounding it. Gilkes stated that based on care for 50 children, an approximate 500 square foot addition would need to be made to the back of the house, which would not impede on the park. She would plan to add a parking lot and have a fenced-in yard. She anticipates needing to put an estimated $200,000 of work into the house. Gilkes’ concern is that the house is a very old and run-down building and would need a lot of work. Honer would be willing to discuss with Council, and provide the option to lease the house to Gilkes, but Gilkes would like to own the building. The concern is that the city doesn’t control what happens to it when Gilkes sells and because it is in the Park, that is a concern. Alderman Allendorf doesn’t think this is the correct place for a commercial daycare, but he would like to see a daycare in the city. He would like to find a way to work with Gilkes to make this happen. Honer will continue to work with Gilkes to find other opportunities for a commercial daycare center in the city. Allendorf believes the city should put the Park House up for sale as a residential home. Motion (Allendorf/McKeon) to recommend the sale of the park house, as-is, as residential, with requirements for a natural fence, and maintain the city’s easement for the driveway. Motion carried, all voting aye (3-0). DISCUSSION AND CONSIDERATION OF POLICY AND TIMELINE FOR THE SALE OF RESIDENTIAL PARCELS IN THE BREWERY CREEK SUBDIVISION. Administrator Honer stated that the city is waiting for the plat to come back from the State of Wisconsin on the first 20 lots to be developed in the Brewery Creek Subdivision. Initially, the city was going to wait to sell lots until spring, however Honer believes the city would be able to start selling lots right now. The committee recommends Honer start selling the lots that are currently platted. Builders will need to build within one year of the “ready for construction” date. The minimum asking price will be $30,000 per lot. Motion (Allendorf/McKeon) to recommend Administrator Honer to move forward with selling the lots. Motion carried, all voting aye (3-0).
