MINUTES CITY OF MINERAL POINT PUBLIC HEALTH AND PROPERTY COMMITTEE MEETING Tuesday, October 21, 2025 – 5:15 PM City Hall Community Room CALL TO ORDER/ROLL The meeting was called to order by Chair Allendorf at 5:16 PM. Chuck Allendorf Present Steph McKeon Present Alex Ramshur Excused Chris Goodney Present (alternate) Others Present: Administrator Matthew Honer, Clerk-Treasurer Christy Skelding APPROVAL OF MINUTES – SEPTEMBER 8, 2025 MEETING Motion (Allendorf/McKeon) to approve the minutes. Motion carried, all voting aye (3-0). DISCUSSION AND CONSIDERATION OF CITY HALL AND LIBRARY HVAC CONTROLS. Administrator Honer has not been happy with Complete Controls. They are challenging to deal with. They have a subscription, which is expensive. We’ve been ignored. Allendorf’s recommendation is to go with EMC. EMC was recommended by Myer’s Mechanical who does the HVAC work at City Hall. Goodney states it makes sense to go with a more local company that is smaller. Motion (Allendorf/McKeon) to recommend Council approval of the proposal with EMC. Motion carried, all voting aye (3-0). DISCUSSION AND CONSIDERATION OF THE OFFER RECEIVED FOR TAX PARCEL 251-0871.A ON COMMERCE STREET. This property is behind the storage units on Commerce Street. The adjacent property owner had put in a request to purchase the lot. The City countered the offer, to which the adjacent property owner countered back. If the City were to sell this parcel, Honer would advise that the City vacate Liberty Street. Alder Allendorf suggests Honer go back to the adjacent property owner and negotiate one more time before taking any action. No action taken. DISCUSSION AND CONSIDERATION OF A HISTORIC PRESERVATION CONSERVATION EASEMENT FOR THE MINERAL POINT OPERA HOUSE. With the large grant that the Opera House received from the Federal Government, comes the potential for a Historic Preservation Conservation Easement. This is an easement that more or less states that the City will not alter the state of the property. The City is currently ensuring that the property description is specific to the Opera House. By doing this, the folks who manage and run the Opera House would get $100,000 to put into the property. Motion (Allendorf/Goodney) to approve a Historic Preservation Conservation Easement for the Mineral Point Opera House. Motion carried, all voting aye (3-0). DISCUSSION AND CONSIDERATION REGARDING THE SALE OF LOTS IN THE BREWERY CREEK SUBDIVISION. Administrator Honer reached out to the folks who have contacted him with interest in purchasing a lot in the subdivision to let them know that the City is going to be offering more lots. Honer is asking for direction on two items. Are we changing the pricing of any of these lots, and how should we proceed with marketing and selling of these lots. Finance discussed listed the more desirable lots to $45,000. These would be the lots with no neighbors on the backside. McKeon states to start at 45k and if they don’t sell lower the price little by little. Discussion was had regarding do they raise the price, or just sell them and get houses on them. Committee members would like to see a large sign with the development plans on it posted as you come into town before hiring a realtor. The committee would like to list the larger lots, with no neighbors (all of the green lots, up to lots 36 & 37) lot 35 over to lot 42 Motion (McKeon/Goodney) to approve pricing all of the periphery lots at $45,000. Motion carried, all voting aye (3-0). ADJOURNMENT Motion (McKeon/Allendorf) to adjourn the meeting at 5:58 PM. Motion carried, all voting aye (3-0).
