MINUTES CITY OF MINERAL POINT PUBLIC HEALTH AND PROPERTY COMMITTEE MEETING Thursday, April 16, 2026 – 5:00 PM City Hall Community Room CALL TO ORDER/ROLL The meeting was called to order by Chair Allendorf at 5:00 PM. Chuck Allendorf Present Steph McKeon Present Alex Ramshur Present Others Present: Administrator Matthew Honer, Clerk-Treasurer Christy Skelding, Matthew Payne APPROVAL OF MINUTES – MARCH 26, 2025 MEETING Motion (McKeon/Ramshur) to approve the minutes. Motion carried, all voting aye (3-0). DISCUSSION AND POSSIBLE CONSIDERATION OF THE REQUEST OF THE OWNER OF 203 HIGH STREET FOR AN ENCROACHMENT UPON THE PUBLIC RIGHT-OF-WAY ON JAIL ALLEY. Matthew Payne presented the Historic Preservation Commission’s perspective on the project. Payne stated that the HVAC unit on the roof is unlikely to receive approval by the Historic Preservation Commission because it doesn’t follow the Secretary of Interior Standards, which guides the decision making for the commission. The applicant is seeking approval for an encroachment onto city property that is 6 inches beyond the current footprint of the shed located on the backside of 203 High Street. This would not encroach on Jail Alley, but would instead go to the west. Payne asked the committee to consider the broader public interest, including the importance of visual character to the City. The revised design reduces the visual prominence of the mechanical equipment for the building, and it better preserves the historic character of the site. It also provides a public safety benefit by improving visibility of the stop sign at the corner of Chestnut Street and Jail Alley. Committee members agree that this revised design is reasonable and will improve public safety. Motion (McKeon/Ramshur) to recommend Council approval of the request for an encroachment upon the public right- of-way on Jail Alley. Motion carried by roll call, all voting aye (3-0). DISCUSSION AND CONSIDERATION OF AMENDMENT TO THE LEASE AGREEMENT WITH THE DRIFTLESS AREA LAND CONSERVANCY. Honer stated that the Driftless Area Land Conservancy (DALC) leases a piece of land that is an un-platted right-of-way (Betty Ln). The City owns this land, but is not platted as a street. The parking lot to access the Sardeson Preserve is partially within the right-of-way. The City removed the requirement from the agreement that the parking lot had to be plowed in the winter. The Committee discussed that the City should consider keeping the requirement in the agreement to keep the parking lot plowed in the winter in case of emergencies. The Committee would like Administrator Honer to discuss this item with the DALC, and bring the discussion back to the next meeting. No action taken. DISCUSSION AND CONSIDERATION OF OFFERS TO PURCHASE WITHIN THE BREWERY CREEK SUBDIVISION. At the Public Health and Property Committee meeting held on March 26, 2026, Honer presented offers to purchase five lots in the Brewery Creek Subdivision from Brewery Creek Rentals. Honer stated these five lots are likely to be suitable for duplexes as they are near bedrock and not suitable to the current favorable designs for single family homes. At that meeting, the Committee requested that Honer counter-offer at $37,500 per lot for five lots, with the penalty being half the amount for the first year. Brewery Creek Rentals came back with two offers to the City. Committee members agree to accept the offer of $35,000 per lot on all five lots, with the first-year penalty being $2,750 instead of $5,500. Motion (McKeon/Allendorf) to recommend Council approval of the offers to purchase within the Brewery Creek Subdivision for $35,000 per lot with the first-year penalty at $2,750. Motion carried by roll call, all voting aye (3-0). ADJOURNMENT Motion (McKeon/Ramshur) to adjourn the meeting at 5:22 PM. Motion carried, all voting aye (3-0).
