MINUTES CITY OF MINERAL POINT PUBLIC HEALTH AND PROPERTY COMMITTEE MEETING Friday, December 20, 2024 – 12:00 PM City Hall Community Room CALL TO ORDER/ROLL The meeting was called to order by Chair Galle at 12:00 PM. Gary Galle Present Dean Martin Excused Chuck Allendorf Present Others Present: Administrator Honer, City Clerk Skelding, Kathy Knapp, Reid Knapp, Beverly Harris, Leslie Reger, Bill Grover, Kathy Nutter, Richard Moninski, Evan Lewis, Police Chief Bob Weier APPROVAL OF MINUTES – AUGUST 15, 2024 MEETING Motion (Allendorf/Galle) to approve the minutes. Motion carried, all voting aye (2-0). PRESENTATION BY ARTS MINERAL POINT RELATED TO 310 HIGH STREET Reid Knapp spoke on behalf of Arts Mineral Point. He discussed multiple sculptures installed by AMP in the downtown area. He stated the benefit to the community if AMP retains the parcel of 310 High Street includes the space having a definite purpose; a greenspace, providing a destination for arts tourism at no public cost to maintain. Leslie Reger thinks it would be a great boom for the community. A place to take a rest, have a picnic, gathering spot. It would be a nice community area and a great asset to the City. Kathy Nutter stated that during the design process of High Street, there was talk about enhancing the gateway. A sculpture park like this, that is well done, could do that. Beverly Harris noticed a survey on Facebook about developing the parks in Mineral Point. She stated it sounds like this is something the City is thinking about. Reid Knapp stated that when sculptures are decentralized, so is the effect. When put in one space, they have a greater draw. AMP desires a place that is inviting to the community and visitors, and reflects Mineral Point’s artistic heritage. DISCUSSION AND POSSIBLE CONSIDERATION ON REQUEST BY ARTS MINERAL POINT Alder Allendorf asked Arts Mineral Point what is happening with the Masonic Temple. Knapp stated AMP has an agreement with them that includes restoring the building. AMP can purchase the lodge, but does not have funding to improve it. The building is almost unusable as it stands. Allendorf thanked the group for their efforts. Allendorf is concerned about the lack of funding for the larger project with the Masonic Temple. Reid believes funds could be raised to help support the sculpture park as he doesn’t believe the construction costs would be that high. The Committee discussed the aspect of the property never returning to a taxable parcel based on the proposed use. Leslie Reger stated the City has a couple pieces of land that haven’t gained any revenue for the City. Why not allow a cultural situation that would improve the quality of people that live here and bring tourism here. Reger invited the committee to visit the site with the group, and to visit AMPs location on Water St. Galle is not in a position to say one way or another to this request at this point. Chuck agrees with Gary. No action taken. DISCUSSION AND POSSIBLE ACTION ON PARK HOUSE REMOVAL RFP PROCESS This is part of the City’s Capital Improvements plan for the next year. Administrator Honer wanted to ask the committee if there is anything they’d like to consider before an RFP gets drafted. The cost is likely to be over $25,000, which means this project will need to go to public bid. Alder Allendorf clarified that this is just for the house, not including the garage. The committee would like to hold off on this for now. Honer will bring it back to committee in 6 months. DISCUSSION OF THE CITY OF MINERAL POINT EMERGENCY RESPONSE PLAN The document is a plan that identifies the emergency response actions and responsibilities in the event of an emergency. Administrator Honer would like to have a workshop with all members identified in this plan at a future Public Health and Property meeting, before sending this to Council for approval. The Committee agreed. ADJOURNMENT Motion (Allendorf/Galle) to adjourn the meeting at 1:00 PM.
