REGULAR MEETING
MINERAL WELLS CITY COUNCIL
CITY HALL ANNEX
January 5, 2016 - 6:00 pm
City Councilmembers present were Mayor Mike Allen, Mayor Pro-Tern
John Upham, Councilmembers Clif Wright, Brian Reagan, Tammy
Underwood, and Wayne Johnson. Councilmember Thomas Lively was
absent. A quorum of City Councilmembers was present.
Staff members present were City Manager Lance Howerton, Police
Chief Dean Sullivan, Fire Chief Mike Pool, Finance Director John
Moran, Public Works Director Kelly Jones, City Clerk Juanita
Formby and City Attorney George Gault.
Mayor Allen called the meeting to order, Pastor Ferel gage of
Palo Pinto Baptist Association gave the invocation, and the
Pledges of Allegiance to the U.S. and Texas were recited.
CITIZEN COMMENT
No one was present to speak.
Mr. Reagan moved and Mr. Upham seconded to approve the following
Consent Agenda and the motion carried 6-0:
1. Consider minutes of previous meeting held December 15,
2015.
2. Consider approval of budgeted expenditures over $500.
3. Consideration and possible action authorizing payment to
Americana Roofing in the amount of $18,650.19 for interior
repairs to the Boyce Ditto Public Library.
4. Consider new appointment to Fire Code Board of Appeals.
5. Consider reappointment of City Clerk as representative on
the Local Board for Volunteer Firefighter Pension
Commission.
6. Consider approval of Financial Report for the month of
September 2015.

7. Former Mayor Clarence Holliman was present to give a
report regarding the renovation/operation of the Paul
Lawrence Dunbar Community Group, Inc. On June 2, 2015, the
Mineral Wells City Council entered into an agreement with
this group to provide funds in the amount of $600 monthly.
The organization agreed to provide two reports a year to
describe the progress and the various programs offered by
the group, and how the money given by the City was used.
Mr. Holliman said that the group, assisted by volunteers,
had spent a great deal of time and labor to renovate the
gym in the Paul Lawrence Dunbar school building for use by
local youth. He said that this week the group expects to
have sufficient lumber to finish the floor. Volunteers had
pulled nails, cleaned and sanded donated floor boards for
the project. He said that there is interest in
establishing a foster child care center at the school, and
the group may apply for funding through the Texas Capital
Fund program, as it is expected to generate jobs for the
community. Councilman Reagan respectfully asked Mr.
Holliman to provide a financial accounting of the estimated
$6,000 the City had provided the organization since May of
this year, and Mr. Holliman said he would make that
available in the next few days. No action was taken by the
City Council.
8. Mr. Moran reminded the Council that in November they had
authorized staff to advertise and receive bids for the
repair/refurbishing of five elevated water storage tanks,
which were damaged by hail in the spring of 2013. Five
bids were received. In reviewing the bids received, it was
discovered that the low bidder had omitted a significant
element of the work which was included in the bid
specifications. The second lowest bid was submitted by a
broker, not a contractor, and was therefore not considered
responsive. Because of these irregularities, and after
consultation with the architect, Texas Municipal League
Intergovernmental Risk Pool, and the City Attorney, it was
determined that the best course of action would be to
reject all bids and rebid the project. Therefore, staff
asked for authorization to do so. Mr. Reagan moved and Mr.
Upham seconded to reject all bids received for the subject
project. Motion carried 6-0.
9. Following a presentation from Mr. Moran, Mr. Johnson moved
and Mr. Upham seconded to authorize staff to again

advertise and receive bids for the repair/refurbishment and
lead remediation of five of the City's elevated water
storage tanks. Bids will be received until February 2,
2016 with a possible award to be made at the February 16,
2016 City Council meeting. Motion carried 6-0 .
10. Fire Chief Mike Pool presented a resolution
authorizing submission of an application to the Federal
Emergency Management Agency (FEMA) for an Assistance to
Firefighters Grant (AFG) for the purchase of a new
rescue/engine . This one vehicle would replace two
currently owned 1987 GMC fire engines and one 1989 rescue
unit, which no longer meet industry standards. The
estimated cost of the new vehicle, $200,000 would be
largely paid by the grant proceeds, if funded. The City's
match would be $10,000. Mr. Reagan moved and Mr . Upham
seconded to adopt a resolution authorizing submission of
the application for the AFG to FEMA. Motion carried 6-0.
11. Fire Chief Pool presented a resolution authorizing
submission of an application for anothe r Assistance to
Firefighters grant through FEMA for the purchase of self
contained breathing apparatus (SCBA) for firefighters. He
said the department's current SCBA are 1999 vintage and
need replacement . The estimated cost of 14 units is
$86,800, and if the grant is funded, the City's match for
the e xpense would be $4,340. Mr. Upham moved and Mr.
Reagan seconded to adopt the resolution authorizing
submission of the subject grant, and the motion carried 6-
0.
lZ. There was no further business to come before the City
Council, so the meeting was adjourned at 6:30 p.m.

CITIZEN COMMENT
