MINUTES REGULAR MEETING MINERAL WELLS CITY COUNCIL CITY HALL ANNEX April 5, 2016 – 6:00 pm City Councilmembers present were Mayor Mike Allen, Mayor Pro-Tem John Upham, Councilmembers Clif Wright, Brian Reagan, Tammy Underwood, and Wayne Johnson. Councilmember Thomas Lively was absent. A quorum of City Councilmembers was present. Staff members present were City Manager Lance Howerton, Police Chief Dean Sullivan, Fire Chief Mike Pool, Finance Director John Moran, Public Works Director Kelly Jones, City Clerk Juanita Formby, and City Attorney George Gault. Mayor Allen called the meeting to order, Pastor Jerrel Tomlin of the Church of god of Mineral Wells gave the invocation, and the Pledges of Allegiance to the U.S. and Texas were recited. CITIZEN COMMENT No one had signed to speak. Mr. Upham moved and Mr. Reagan seconded to approve the following Consent Agenda and the motion carried 6-0: 1. Consider minutes of previous meeting held March 15, 2016. 2. Consider approval of budgeted expenditures over $500. 3. Consider approval of Financial Report for the month ended November 2015. 4. Consider resolution authorizing execution of Amendment No. 1 to Texas Department of Transportation Aviation Division RAMP Grant – CSJ No. M1602MNWL. ITEMS FOR INDIVIDUAL CONSIDERATION 5. Mr. Howerton introduced Pastor Nathan Buchanan of the Mineral Wells First Baptist Church, who gave a presentation regarding the BOUNCE! Program for 2016. BOUNCE! Had visited Mineral Wells for its 2015 program, in which teens from various places came to the community to help repair and paint the homes of people who could not afford to do so themselves. The program was implemented within the Project 365 program, so that the homes targeted were inside the Project 365 area. The program was a success, and it is hoped that BOUNCE! can once again benefit Mineral Wells and its Project 365 in 2016. Pastor Buchanan gave a presentation describing the program from last year Mineral Wells City Council Minutes 03/15/2016 Page 1 of 3 and saying that he hoped the City would again partner with the Chamber of Commerce and BOUNCE! this year. They hope to repair ten to twelve homes situated in the Project 365 area during the summer of 2016, and hoped that the City would again make a financial commitment to help with the cost of materials, but no specific amount was suggested. Councilman Reagan referred to the City’s current shortfall in sales tax revenues, which could be as much as $300,000 to $500,000 by the end of the budget year. He was uncomfortable in making a financial commitment unless we knew how much the program would need from the City, and suggested that the Council wait until that number was known. Mr. Howerton said that there was extra money because of savings on other major expenditures, and there was a plan in place for closing the gap on the sales tax shortfall. Ms. Underwood said she understood Mr. Reagan’s logic, but felt it sent a negative message if the City did not commit to this very worthwhile program. Mr. Reagan asked that Pastor Buchanan return to the City Council in May to report what he thought would be the bottom line amount that was being asked of the City. In the meantime, Mr. Upham moved and Mr. Reagan seconded to pledge up to $10,000 for the 2016 BOUNCE! program. Motion carried 6-0. 6. Chief Dean Sullivan presented the Mineral Wells Police Department 2015 Annual Report. The report described the activities, programs and partnerships in the Police Department, provided statistical information in the various categories of crime, as well as positive activity at the animal shelter and in the areas of community policing. The 2015 Annual Report for the Mineral Wells Police Department is on file in the City Clerk’s office. Chief Sullivan fielded several questions and positive comments from the City Council. No Action was required on this information item. 7. Chief Sullivan presented an ordinance which would temporarily close a portion of N.E. 1st Street downtown to accommodate an event planned by Sisters on the Fly, a caravan of vintage camper trailers. Sisters on the Fly hoped to get a photo opportunity near the Baker Hotel. The Street will be closed from 1:00 pm to 4:00 pm on Monday April 18, 2016. Following a brief presentation, Mr. Reagan moved and Mr. Upham seconded to pass and approve an ordinance providing for the temporary closure of certain streets within the City of Mineral Wells to facilitate a vintage camper caravan sponsored by the Sisters on the Fly to be held on April 18, 2016. Motion carried 6-0. 8. Mr. Moran reminded the City Council that last month they awarded a bid to Corrosion Eliminators for the repair and repainting of five (5) City water storage tanks which were damaged by hail. Testing has confirmed that three of these have had lead paint applied, which must be remediated as part of the refurbishment. A third party monitoring service is required to ensure that the contractor is in full compliance. The project architect, Paul Presson, and staff recommend the services of King Consultants Environmental of Lubbock, Texas for this service, in the amount of $29,360.00. Following a brief Mineral Wells City Council Minutes 03/15/2016 Page 2 of 3 discussion, Mr. Johnson moved and Mr. Upham seconded to approve a contract with King Consultants Environmental to monitor lead based pain removal from the City’s water storage tanks. Motion carried 6- 0. 9.
