MINUTES REGULAR MEETING MINERAL WELLS CITY COUNCIL CITY HALL ANNEX August 16, 2016 – 6:00 pm City Councilmembers present were Mayor Mike Allen, Mayor Pro-Tem John Upham, Councilmembers Clif Wright, and Wayne Johnson. Councilmembers Tammy Underwood and Brian Reagan were absent. There is one vacancy on the Council. A quorum of City Councilmembers was present. Staff members present were City Manager Lance Howerton, Police Chief Dean Sullivan, Fire Chief Mike Pool, Finance Director John Moran, Public Works Director Kelly Jones, City Clerk Juanita Formby, and City Attorney George Gault. Mayor Allen called the meeting to order, Pastor Brian Nierman of the First Christian Church of Mineral Wells gave the invocation, and the Pledges of Allegiance to the U.S. and Texas were recited. Mr. Upham moved and Mr. Wright seconded to approve the following CONSENT AGENDA, and the motion carried 4-0: 1. Consider minutes of previous meetings held August 2 and August 9, 2016. 2. Consider approval of budgeted expenditures over $500. 3. Consider approval of School Resource Officer Program Agreement and the First Amendment to the Agreement between the City of Mineral Wells and the Mineral Wells ISD for the 2016-2017 school year. 4. Consider Financial Report for month ended May 2016. ITEMS FOR INDIVIDUAL CONSIDERATION 5. Pastor Nathan Buchanan of the First Baptist Church of Mineral Wells gave a presentation regarding the current and recently completed BOUNCE! program and showed a video. The BOUNCE! program is a church-based program wherein teens gather in a chosen community to paint and repair homes of those who can ill- afford to do it themselves. This is the second year the BOUNCE! program has worked in Mineral Wells. The BOUNCE! program partners with the Project 365 Program, and homes are selected within the Project 365 area for repair and refurbishment. Pastor Buchanan said that a total of 71 teens from Texas and New Mexico participated this year to refurbish seven homes; 20 of the participants were local residents. The City and Chamber of Commerce contributed funds to the project, and Pastor Buchanan Mineral Wells City Council Minutes 08/16/2016 Page 1 of 3  said the program had spent about $7,000. After the video, Mayor Allen said he had had an opportunity to visit each site and see the kids at work; he and the remainder of the City Council commended Pastor Buchanan and others who worked on the project for a job well-done. 6. Mr. Howerton told the Council that, per Council instruction, specifications had been advertised for the sale of two residential lots in the Spring Hill Addition of Mineral Wells, owned by the City. This was done because a local builder had expressed interest in buying the lots. However, when the deadline for submitting sealed bids arrived, no bids had been submitted. The builder in question arrived about an hour later and so his bid had to be rejected. He was still interested in making the purchase, so Mr. Howerton asked the Council to approve the process once again. This time, the bid opening date would be September 6, 2016 with a possible award to be made by the City Council on September 20, 2016. Mr. Upham moved and Mr. Wright seconded to authorize staff to advertise and receive bids for the sale of Lots 2 and 27, Spring Hill Addition to the City of Mineral Wells, and the motion carried 4-0. 7. Mr. Howerton reminded the City Council that staff has been working for some time with Mr. Klein with the UTA Institute of Urban Studies to develop a Downtown Redevelopment Plan for Mineral Wells. A presentation was made regarding this to the City Council at a budget work session held in the summer of 2015. The Plan has been approved through the Citizens Steering Committee appointed by the City Council for this particular purpose, and the Envision Mineral Wells group has reviewed and recommends approval of the Plan. The Plan addresses a number of redevelopment issues and provides a series of concepts for the redevelopment of the downtown area. Mr. Howerton said it tends to be general in nature, to serve as a guide to improve the downtown area. Following a brief discussion, Mr. Wright moved and Mr. Johnson seconded to approve the Downtown Redevelopment Plan as submitted, and the motion carried 4-0. 8. At 6:23 pm, Mayor Allen announced that the City Council would begin an Executive Session pursuant to Section 551.071 of the Texas Government Code for consultation with the City Attorney relative to pending or contemplated litigation regarding repair work at the Boyce Ditto Public Library. Council adjourned into Executive Session. 9. At 6:32 pm, the City Council reconvened into open session and the following action was taken: Mr. Upham moved and Mr. Wright seconded to authorize the Director of Finance to authorize the current payment due, less $2,750, to clean ducts and air Mineral Wells City Council Minutes 08/16/2016 Page 2 of 3  conditioning, and to hold retainage until work is completed. Motion carried 4-0. 10.
